What would you pay for?
Only thing I haven't bought is the Wedding Pack.
Big fan of the Valkyrie armor (which meshes aesthetically with the Warrior Armor pretty well), and the other boosters have several costume pieces that I keep going back to.
As far as powers, I only use Self Destruct as an express ticket to the hospital. Fortune telling is nifty, and Ninja Run is good in the lower levels, and even better when it matches up to a character. (Nice touch with the different weapon stances as you run too. Kudos.) The Mission Transporter is worth it's weight in gold, but the Supertailor is beyond awesome, and my favorite fluff piece so far.

A costume pack called 'Enemy mine'
Basically it would have a large number of costume pieces used by signature group (not signature character) NPCs.
Carnival of Shadows mask and Bustier, Freakshow chest detail and arms, 5th Column/Council helmet and chest details and so on.
It would be a huge costume pack which focuses on bits and pieces rather than entirely themed costumes, due to the amount of costume pieces in it there would be no emotes or special powers.
I've bought all the booster packs, I'm just saying that up front. What I'd pay for in terms of future boosters is:
1) Animated ****ing hair. Literally or not.
2) The Sybil Dresses from Cimeroa. I cannot in words describe how much I want those available to my characters.
3a) Related to 1: Animated tails.
3b) More tail options.
4) More animal heads/body options. I'm not all that big on anthropomorphic animals, but damn it, the option would be nice if I felt so inclined.
5) More decent permatemp powers like Ninja Run and Mystic Fortune. Particularly a self-buff one.
That's what's on my "I'd pay $10 for" list. Any of my other wants are primarily in the realm of powerset proliferation (Martial Arts Brutes, damn it!) and not relevant to the discussion.

I've bought all the booster and supplemental type stuff as well, but I haven't bought them out of duty or just because. So far, all of them have had something I really liked.

Body armor, elbow/knee pads, night vision goggles, forearm/shin guards, holsters( hip, thigh, double under arm).various straps of grenandes,pouches, and knives.

Sadly the chances of seeing it are slim to none if past dev comments are anything to go by despite it being one of the most requested things.
I'm not expecting the entire Council/5th Column Mekman outfit or even complete NPC outfits but just a couple of signature pieces that each one has, like the Crey Agent earpiece and robotic hand.
Sadly unless I wander over to the NCsoft studios and promptly dump a large sum of money on their table for it's developement I doubt it's going to happen.
To get the money out of me a "booster pack" has to have the following things:
Utility: It has to have something in it that is useful to play. A new/fun power, a new ability or a new way to do things we've always been able to do.
Customization Options: New costume parts, new hair, new faces, new auras, new emotes, that sort of thing.
Innovation: It has to be something that's actually new, not a retread of previously avaliable stuff that's just gotten a new paintjob.
Interest: It has to be interesting. If all or most of the above are boring or lifeless, it's not worth the effort (tiny as that effort is) to get, much less the money.
So far the Valentine's Pack and the "Jetpack pack" are the only boosters that have failed this and the Superscience booster was borderline. I did buy The Vday pack and Superscience (Vday because it was the first and Superscience because it was just the right side of the borderline) but have avoided the jetpack as a waste of 5 bucks since it would have to be reupped every month.
Expansions are a while different kettle of fish. They have to espand the game dramatically, boosting content and abilities on part with a sizable percentage of the existign game (a percentage which, admittedly, shrinks with each expansion released). It has to make some fundamental change to a large aspect of the game and/or add a load of new content to get my attention, much less to crack open my wallet.

I'd go for themed sets, some of which are:
1. Wild West. which would included Weird Wild West.
2. Colonial Era. Paragon City is New England after all. I want my patriot Tri-corner hat and knickers! Would be nice to have some flintlock weapons too.
3. Steampunk
I'd probably buy any pack which would compliment/improve the looks/abilities any of my characters or have abilities included which help my gameplay or simply look cool. I like the expansion of character styling which pretty much means any additional item of clothing.
Thats why I have every booster pack going.. apart from the wedding pack as none of the items really complimented any of my current characters and I can live without the emotes.
Disposable income ftw!
In a nutshell? I'd buy:
Cosmic Space pack - astronaut, space pirate and martian costumes - Temp power: gravity/space walk something or other Deep Sea pack - sailor uniform, wetsuit/deep sea diver costumes - Temp power: some kind of "water surface only" travel power (surfboard, summon dolphin, or ride a jet ski) Feature Creature pack - classic monster costumes (werewolves, mummies, zombies and fanged vampires, etc) - Temp power: "Premature Burial" trap (hold/immobilize heroes in a free-floating casket) All just wishful thinking, I guess. |

Frog feet. Frog head. I don't have any frog characters. Don't know if I'd even make one. But I'd like to team with a frog... at least on Virtue every now and then.
More animated and particle effect driven parts like steam vents, animated tails IF ever possible, and flowing clothing be it loin cloths, full dresses or what not. (I know we've been repeatedly told many of these will NEVER happen, but this is a hypothetical thread and since when has the word "NEVER" stopped the devs in the past?)

It's been asked for a lot but would still be a nice addition. I have a character who flys with the fly power but I'd rather it be shown that it's due to technology than any super power. I currently use a 2 hour raptor pack for this effect but get annoyed with having to go and purchase another pack when the time runs out. An animated, non fly granting raptor/jetpack would be awesome, as well as the other suggestions.

You know what I want the most? A Josh "Shag" Agle -themed booster pack. Costume parts, mostly: fezz hat, bubble spacesuit helmet shoulders, leopard-print jackets, Hawaiian-print shirts, leopard-print tops with skin,* cigarette holder detail 2, floral lei chest detail. It should also come with tikidrink and martini emotes. And what I'd really love is a Shag-like cat non-combat pet, an organ-grinder monkey non-combat pet, and a Vespa travel power, but I'm not holding my breath on any of those last things. Come on, Shag's space-age tiki-lounge art style is a natural for this game!
* No, we don't have to have two-color tops with skin for this. Make the spots black.
City Traveler. The most unfair and disturbing veteran reward based on its time required and the possibility that it's the beginning of a trend, respectively.
I would absolutely love to get some frilly clothes to be able to make more anime-type characters. Lots of lacy dresses and ribbons for Magical Girls and Maids, and jackets/shirts with ruffled sleeves and chests for the poet/casanova type Bishounen. (Lelouche from Code Geass, or Jack from Pandora Hearts come to mind)
Also some HUGE weapons, Comical weapons, and a gun for my robot MasterMind that's actually sleek...
Oh, and the option to suppress OTHER PLAYERS' Power Customization. Mr Lavendar Sonic Bubbles, I'm looking at you.
