Most abused costume piece..
Fedoras. "Wraps" sunglasses. Armored pads chest piece under an open jacket.
Most of my male characters have at least one of these. If they aren't wearing a fedora, they most likely have "barbaric" hair.
Enforcer or Cyborg belt, slacks or cargo pants. Mot of my characters, male OR female, have at least one outfit that uses one of these.

"Tucked In" Pants. Wrapped boots.
Blue Skin and 'None' Hair gets a special mention. Through no specific intent from myself, for several years I didn't have a character over level 25 who wasn't blue-skinned and bald.
I seem to use the Cyborg face detail with the eyes, Cyborg 1, I think, a lot. If a character has a helmet, there's about a 75% chance I'll use that as the "visor."

I love capes, especially the shape-altering patterns. Swallowtail, Starshot and Radioactive are my favourites. Not to mention my special edition exclusive Arachnos Cape.
All 9 of my toons have platform boots in every costume slot, usually the Banded or Combat Boots detail too... it's a problem.

I'm gonna go with the crowd and say I use the magic pack cloak a LOT. It really does look better than the standard capes (And certainly better than the ridiculous shoulder cape).
Of course, if they'd give us capes with a mantle like Statesman wears, I might use that instead of the high collar mantle on some characters. I just like my capes to cover the shoulders.

If you have the Valkyrie pack, try the valkyrie 3 shoulder pads + magic cloak, that covers up the shoulders even more and looks pretty good ^_^

It's not that I don't like the shoulders on the models and want to cover them up, it's just that I think that if you're going to wear a cloak it should be somewhat enveloping. Having a flowing cloak that goes over the shoulders is a completely different (And more impressive) effect than just a towel tied around your neck
Oh, if faces are included too then Face 6 (I think that's the one) wins hands down for me. I use that on every freakin' female character I make.

I tend to stick to a very small selection of faces and hair, because the majority of the others look so bleeding awful. And thats if I dont make the character robotic or masked or something.
Serrated sugar and mimee haircuts for the girls are so much win. I can't think off the top of my head what others.

I'd say I overuse all the armor-like pieces. I also avoid spandex or tights as much as possible too. Most of my heroes and villain concepts are not invulnerable so they tend to take armor pieces to shrug off the bullets and death rays.
I make a lot of robots and cyborgs so I use the robotic monstrous feet, the heavy enforcer boots, the valkyrie boots and shin guards or some combo of armored legs and large or banded techy looking boots. I do this on both guys or gals.
Things I avoid like the plague: Capes, trench coats or any other loose floppy nonsense. Don't wanna give the enemy anything to grab onto.

For me it's got to be the thigh high boots, Glam hair, and the belt with the large jewel. If I can't abuse these items, then life itself is not worth living.

Sunglasses and fingerless gloves. Something about sunglasses just makes a character look cool.
Well almost all my toons go for a silver age style with tights but i really can't stand to have them too plain so on nearly every toon i have i go with the enforcer belt and the small shoulder pads. It adds a little modern flair to my silver age toons.
I use the folded boots ((tights version)) on most of my spandex wearing fellas.
The Cyborg shoulders see major overuse on my characters.
Young Face 6 for females. I really don't like to many of the face options. The few I do, only Young Face 6 works, as the closed eyes and Viper faces don't usually work for the concept.
Large Boots. Almost every toon I have uses Large Boots. I just love them, and really, alot of the other options don't look that good on my toons. For instance, I'll see a toon in thigh highs, and say "Wow! Look at that costume. Why can't I ever get those to look good on any of my toons."
Chest Chains. I wanted chain costume options before we had chain costume options. Now that we have them, I use them ALL THE TIME.
Same goes for the vet reward, Belly T-shirt. I wanted it, the devs gave it to me.
Like I tell my SG, "CoH has billions of combinations and character options. Sadly, I only like a handful of them."
This is never more evident, than in the fact, that alot of my toons look quite a bit alike. Though I didn't realize this till it was brought up to me.
One SG mate of mine always commented on all my toons looking alike. I tried changing it up witha few successess, but then I just said "Screw it. You can just tell it's a "Jess toon"."

Well, looking at my characters, some of the costume pieces I tend to use a lot are:
Layered pads shoulderpads. These are nice simple pads to add a little unobtrusive 'armor' style bulk to a costume. They look like something a super might add for a bit of protection on top of a tight style costume. They go with a lot of costume styles, and they just look nice.
Banded robotic gloves. I tend to use these as 'tech' style emitters/whatever for powers. They don't really look robotic if you've got normal upper arms. I've used them as electricity emitters on an /elec defender, and containment devices for a scrapper's mutant fire powers, among other things. They look nice and high-tech without being as obtrusive as some of the larger tech style glove options.
Male 'fury', 'combed back', and 'spiky' hairstyles - simply because most of the male hairstyles look like crap, or have extremely narrow thematic applications.
Justice gloves, boots, and shoulders. I just like the way these look, and they tend to find their way onto a lot of the costumes I make.

Try as I do to mix things up and keep it fresh (I made a psi/psi blaster named Psicops- he works for the PPD- because I'd never used 'third eye' before), there are some things I seem to use quite a bit.
That one tech belt with the round buckle and the pockets along the sides and back. Folded gloves & boots. The 'sharp' pattern. the Retro full helmet.
