I think it depends on which cicles you move in and how you define a "legend". I am about as regular a CoH player as you can get with my various Captain Tastics and most of you won't have seen me around too much. I haven't heard of the vast majority of people named on this thread and I could throw a few names back of top players who I have the privilage of teaming with a lot that most wouldn't know either.
For me, a "legend" is simply anyone who enriches the game playing experience of others by whatever means and I know far too many of those to name one by one on this thread. I consider myself fortunate to enjoy such a large and active global friend list.
Credit to the lot of you! Not only those who spend time under the globe drawing attention to themselves.
That is a fantastic idea Zero. Union Legends, a story arc featuring the community's veteran heroes and villains! Roleplayers like myself would love to contribute. Also, thanks for the honorable mention Arete. I agree with those already mentioned, for the reasons mentioned!
well I'm hoping as we get closer to the Mission Architect we can put something together with some familiar names! Sort of like the featured hero's on the CoH site, but something a bit more playable!

........I'd add Fire Guardian, but I think his Ego may reach critical point and the explosion would be......scary.

I'll add a couple to the list here, players that I've been teaming with for over 3 years now and have done well over 600 levels together now!
KittyHellfire - for being crass, crazy, defiant but loyal to the death
Mister - for being probably the best player I know (PvE - we don't tend to PvP much... yet) and for being laid back always! (unless he runs out of beer).
DC - gone (?) but not forgotten
We always run a full team, making up the rest with what we lovingly call "Randoms" or "Sparky Specials" due to my unnerving knack of inviting some really "interesting" people onto our teams!
Love the idea of the Legends Arcs, very much looking forward to doing some Themed ones myself - certainly will be looking to Union Lore for inspirations, both individuals and also some of the SGs
Finally - because everyone really should - I'll add another mention for Mothers Love. Always the model of politeness and helpfulness we could all learn from Mummys example!
I would say Hana Li as well, because we had some good fights together years (?) ago. She is dependable, patient and humble, a true statue of the hero archetype.
And one of the best tanks of course.
Personally I'd say Jinxy Cat for helping me with my build back when I was a noob 
Other than that most of the people in my SG, great bunch of people to play with!

Some players i used to love playing with are
(all of Agency SG) Was my home while i leveled my first 50
(all of paragon allstars SG)used to team with members alot and was always great.

Shannon(a real good friend and first person i ever teamed with in coh and still do now, takes a bit of understanding but once you do she is ok lol)
