That is one hell of a nerf to Munitions Mastery
A while back they nerfed my Huntsman like that... but in exchange for making my Mace visible, they made my rifle invisible!

i think he is refering to mental manipulation when he should be talking about psionic assault for dominators. which if he bothered to pay attention at all, he would have found out that doms had the damage removed from domination and added to the base damage. and all doms got this. and psychic shockwave was bugged and they decided to deal with it when they made the dom changes rather then when they noticed it to make the set as a whole more viable rather then useless.
My first thought was "I didn't read about any changes to Master Minds."
So really what is the OP talking about here?

Can't be that. After all posting on the general boards with MM clearly indicates the Master Mind AT. After all if he was indicating a question about dominaters he would have posted in the dominater forums.
Additionally the OP is probably aware that calling out the devs and asking for an answer is pretty much futile.
Last the OP probably didn't bother to look around or find out that Castle already gave detailed answers to this in the dominater change thread in the I15: beta forum. I mean there is a nice detailed discussion of the changes there with answers from a dev. I'm sure that the OP checked that before posting.
And since the above must be true the OP couldn't possibly have been asking about Mental Manipulation and Psi Assault, but instead must have been asking about Master Minds.

Which is pretty funny because Psi Assault got an overall buff. As I recall from reading, one power got beaten with the nerfbat, and that was an AOE power. The rest of the set got boosted more than enough to compensate.

Short story for the OP:
Most Dominators had one schtick for doing appreciable damage: Perma-Domination.
Psy Doms had one power for doing appreciable damage: Psychic Shockwave
And so, people slotted for double or even triple stacked Perma-Dom perma-PSW.
That is horrible game design. Castle wanted to change it for the longest time, but only now had the opportunity to do a complete Dominator refurbish.
And so...
Damage bonus was removed from Perma-Dom to be available *all the time*. That's a *huge* buff to Damage outside of (Perma-)Dom, it is a slight nerf to Damage in Perma-Dom and even bigger nerf to doubly and triply stacked Perma-Dom which is an abomination to begin with.
Perma-Dom still rules in that is still fills the End bar and still gives huge bonuses to mezzes.
PSW was nerfed to be on par with the tier 9 powers of other sets and everything else in Psy was buffed to compensate. Yes, one power got a huge nerf and it's still a strong attack power (which shows how unbalanced it was before). But the set in total was buffed.
Moral...
Respec and readjust slotting since your other Psy powers are now useful. Put more End Redux in attacks since they use more End now which is normal for attacks that do more damage. Yes, it uses End more, but slot for it to compensate. Also, you use the attacks less because they kill better, which means less End usage. Also, Domination fills your End bar.
