Cottage Rule

Basically no power will ever be ripped from a set replace be a different power. Or no power will have its functionality changed to the point where its an entirely different power. To me the rule stinks because there are so many powers in this game that just flat out blow. Ideally I would make all sets so good that there would be no bad powers, or should I say it would be extremely difficult on players on choosing which powers to skip.

Yes, the original post is from Castle. The post was made some time ago, it's probably difficult to post a link. Maybe the thread was already purged.
We always suggest to improve power sets by replacing existing powers with something better but completely different in nature. Castle replied by using the "build up" as an example. If the power no longer gives the damage and to-hit buff, but to "build up" a cottage instead, then it's not good for players who used to enjoy the original build up.
I hope that I'm not putting words in Castle's mouth. Replacing a power by something else is possible, but only when it's absolutely necessary with no other alternatives.
If I remember correctly it wasn't removing a power and replacing it within a set (that I think is just another personal rule) it was literally keeping a power and changing what it does, and Castle's example was removing the +dmg and +tohit and making build-up build a small "cottage" hence the cottage rule. I do believe it originated during the Blaster defiance change/ AT buff discussions which are LONG gone.

Sure, the devs are supposed to listen to their customers, mister business 101 out there. And if I decide to start suggesting that the devs change the game from being about superheroes and supervillains to being about clowns that is my right as well, and technically Paragon Studios is supposed to pay attention to me. But I hope strongly that they assume a meth-head somehow managed to hack into my forum account and make paper airplanes out of my posts, because I hope they recognize stupid when they see it. I assume they will recognize futile just as accurately.

The closest we've seen semi-recently was Moment of Glory. Rather than a long term Tier 9 that in some cases made you easier to kill, it's now basically a defensive Build Up that gives you a moment of being really tough to kill. It actually became a Moment of Glory.

I picked up MoG on my /Regen scrapper back in... I5? Somewhere between I5 and I7 anyway. For purely testing purposes and to get used to using it, I fought an even con boss. I was summarily mudhole-stomped and swore I'd never touch it again

Oh, and Furyfiance is another example, although not a true "power" in the original sense of the rule. Defiance used to require you to nearly get yourself killed to be of any use. Great for fireball-happy Fire blasters, wasn't so great for Ice.
It took years of campaigning and complaining, and I suspect some datamining showing that Moment of Glory was taken and used less than any other power in any other scrapper set [or close to it] for the MoG change to go through.
Seriously, it used to SUCK.

Wow, I had never read that post regarding Web Grenade getting replaced in Weapons Mastery. As I have a Scrapper that SHOCK actually uses Weapons Mastery and SHOCK actually has Web Grenade, I would have been extremely pissed off to find that it had turned into a cottage grenade. Very pleased that Castle ultimately decided against it. Web Grenade's probably one of the most useful powers in that set.

Why is your petition counterproductive to kinetics?
Besides... repel is one of the most fun powers in the game, and can be unbelievably useful when used intelligently in the right situations.

he didnt decide against it, he was "forced" into introducing a 5th tier in several epic sets due to the massive backlash regarding some of them. I have weapon mastery on my MA/Regen and i was inflamed when i saw web grenade was being replaced (as per original intention) with FA (with a different name) if i wanted FA I would have chosen body mastery.

The original CoH manual also has something like Resist Holds in /Regen for Scrappers. (And yes, there was a power called Fold Space in Grav Control.)
That power was rolled into Integration. Can't remember what replaced it. Resilience maybe? Dunno. Don't have my manual handy.
So, there IS precedent for the wholesale removal of powers.

CoH Manual Regen is as follows:
Fast Healing (Auto)
Reconstruction (Click)
Quick Recovery (Auto)
Resist Disorientation (Toggle)
Integration (Click)
Dull Pain (Click)
Instant Healing (Toggle)
Revive (Click)
Moment of Glory (Click)
Resist Disorient is pretty much Resilience, except without the RES and as a toggle instead of an Auto.
For reference also, Fold Space was the Tier 8 power in Grav Control. Wormhole was the Tier 9.

Yes. Thing is, as I understand it, they only remove/completely rework a power when they can absolutly find no ther way to balance the set.
