Should newbies PL?
I don't think the phrase is "Street sweepers jacked my GAME!" but the more dismissive "LOL@streetsweeping".
The first is a complaint. The second is an amused dismissal.
Sadly we DO get those from other groups in regards to each other's preferred activities.

A popular theory is that any game activity other than doing story arcs and TFs draws the attention of the All Seeing Devs, who then nerf everything in sight to encourage players to only run story arcs and TFs, which messes things up for everyone else.
And no, it doesn't make any sense.

LOL how does a farmer mess up anyones game, all they do is defeat enemies on farms.
How does a marketeer mess up your game, all they do is buy and sell things on the market.
How does a farmer prevent anyone from playing anyone elses arcs ?
How did player X getting Dev choice ruin your day ?
Believe it or not there are people that can't play the game for beans, and because it is Multiplayer they prefer to blame other players rather than themselves.

I'm sure this can be said of many games, but COH is the first MMO for a lot of people. It is kind of an MMO light, or atleast it was at one time back before PVP, Inventions, and Salvage.
I have been around the block and tried quite a few of the others now, but back when I started 5 years ago COH was my first experience with MMOs. I have been spoiled by their maps, chat, and costume creator. I get bored every now and then and do leave, but I always find myself coming back. Back then I was buying it despite it being an MMO not because of it. It is a bit of a gateway drug, that is if you kept coming back to the gate to hang out.
Not really much of a point to that. The poster just triggered my COH fanboi nature. I admit to being a fanboi, but admitting is the first step afterall.

Completely agree. It even is in character for most superheros. I find it incredibly boring, but don't see why anyone would be bothered by others.
As a bit of an embarrassing admission on some of my characters based on their back story I find myself unable to not stop when I see street crime. Even if I can ignore the robbers, I can't let the circle finish a spell on someone.

While it doesn't make any sense, and I can't imagine street sweeping having anything to do with it, we have seen power level related nerfs enough times in the past to not completely throw out the theory. Those all seemed to be aimed at farming though and not any other form of power leveling and certainly not street sweeping which I can't imaging anyone calling powerlevling (though I'm sure some people do).

It has nothing to do with farming, it has to do with players who seek the limits of their characters and the boundaries of the rewards available in the content.
As games will always have these types of limit-exploring players discovering powerful builds and finding efficient reward paths, it's stupid to blame it on 'farmers' or 'PL'ers' or whoever.
Somebody will always expose weak content, and the devs will then reinforce it. It's as predictable as the sun rising in the east.
The whole "If it wasn't for those meddling farmers!" mindset is ridiculous and childish.

Of course the only opinion that counts on the question "should Player X powerlevel" is that of Player X.
This game is not rocket science. It can be learned on the fly. I know people who do not, as far as I know, PL, but who don't know basic tactics much less subtleties of play. I don' t PL and still find things I didn't know. How I got to the present level of the character who discovers the new thing does'nt really seem to be a factor.
But the main thing, again, is that no one else's opinion matters a darn on this question.

Yes the game CAN be learned on the fly but who is paying for that while that brand new player to COX is learning HOW? There was a huge war on these forums when AE hit and players were making 50 in a few hours. I have experienced the result of some of that personally...
Found myself on a team with 4 other players (only one had a VET badge and that was the 3 month one). We did a safeguard mission and after taking out the minions at the entrance I headed to the vault and attacked the Boss. I held my own for a while but this was a mission in Talos and the main villain had a Tsoo Sorceror healing him. Eventually I ended on the floor and wondered what the heck happened to my support. My mini map showed 1 other team mate still in the bank and that one was at the front door. I hit the field hospital amd joined my "TEAM MATES?" at the Arachnos flyer where we did manage to prevent the bank robbers from escaping?
Prior to AE and all the PLing how many players didn't know that there is a Main villain IN the bank you need to defeat? I faceplanted because my "team" had no clue. Partly my own fault for not making sure they were following me but for crying out loud its a bank mission ... everyone should know you have to take out the signature villain at the vault I ASSUMED everyone was behind me.
Once outside I checked badges.. not only were there no vet badges but the few most of the team had were from MA Arcs. In short while they didn't get a chance to make 50 before the nerf they did manage to get THAT high without ever learning a thing about the game.

Why?
If they're just using the MA building learning to navigate is wasted energy.
When/if the leave they can figure that stuff out organically, just like the anyone else.
And bad players doing dumb things and getting their teammates killed have been a 'feature' of the game since day one.
MA didn't invent them, they've always been around.

Not at first go. Do a bunch of content through all level ranges and familiarize yourself with the AT system. Once you're familiar with the game, level as you wish.

Your example strikes me as being a failure more of team leadership than the individual players.
It doesn't have to be much but the leader should make sure everyone is on the same page.

{Some player} has point. He (or she) leads and starts the fights. Everyone else follows and fights.
We are going to 1)killall, 2)just fight to objective, 3)ghost mission.
You can get more detailed but give the team an idea at least.
If you assume players are going to do what you expect without telling them what you expect then you have a recipe for chaos. Chaos can be fun but don't get mad if it kills you.

Well we as veterans don't consider it complicated.
But, it'd be hard to make that call if all you've seen is the bit of AP between the AE building and Ms. Liberty.
Personally? if I had a friend show interest in the game, I'd street sweep a heck of a lot. Then at least we'd move from zone to zone as the levels got higher, and end up exploring things as we progressed.
But apparently street sweeping is frowned upon, not because it's not farming, but that it's "inefficient" farming, or something...
