Bug Description: Chat not entering what was typed and repeats last message sent.
When i type or answer a tell 50% of the time what i typed does not actually get sent and is replaced with my previous message. this is in all chat modes and is very aggravating. causing me to retype messages over and over.
there is also a weird sound that happens when this occurs when i hit the enter key to send the message.

Additional information on this issue: All currently playing power animation must be finished (especially any white circles around the power icon in the tray) in order to turn off Sprint, Superspeed, etc. Prior to I13, Sprint and Superspeed could be deactivated at any time while powers were firing.
And I hate the new behavior so much, though I suppose that's not very helpful to the devs.
Additionally, the only concurrent activity I've been able to do while shutting off Sprint is to be leaping through the air. While in the air, Sprint can be shut off.
Obviously, this is related to the new toggle suppression code. Can the various travel powers (Sprint, Superspeed, Hover, etc.) be given priority in the event handler when the users themselves choose to detoggle a power?

Bug Description: The Ghost slaying axe is only animating attacks when used with a shield. If a shield using character has their shield put away or you use a character that doesn't have a shield, the attack does not animate, the attack still happens and damage is done but no attack animation is played. Very rarely the attack wont animate if you do use a shield but very rare. Bugged in game.

Bug Description: After saving a costume, the Shield option defaults back to "round shield"
I made a new character with the Shield powerset and selected the Elemental -> Electric shield. Saved the costume with the new feature, then entered the game. Once loaded in the tutorial my character's shield was the basic "Round" shield.
To duplicate:
Select Elemental -> Electric shield
Save costume
upon returning to the Costume Creator, your shield will now be a "Round Shield".

it is possible to fall through the floor in the base editor. while moving a room, if the room does not want to move then you are teleported to the spot you was trying to move the room. you can then fall through eventually hit a blank bottom. must exit the base editor to get back to ground level.

Build Up power not granting full buff

Bug Description: My level 46 Fire/WP scrapper is having a problem with Build Up. He is getting only 46.4% damage boost from it, rather than the normal 100%. The To Hit component is unaffected, and he still gets the expected 20%.
When build Up is triggered, the damage monitor shows his damage bonus going from 3% (from IO set bonuses) to 49.4%.
He is not (and never has been) in a PvP zone. This happened in a mission, in Peregrine Island, in Orobouros, and in Talos.
A few people in the channel mentioned that they were experiencing a problem with build Up giving lower than expected damage bonuses, although no one mentioned a bonus as low as 46.4%. Others were seeing between 60% and 82%. I did not gather their AT and level information.

Bug Description: Short sleeves' bare arms under 'jackets' section all using the same male veined texture instead of inheriting the texture from the 'chest' option selected. Females have male arms in jackets and if you coose a full top such as exo-proto your arms stay flesh.

Bug Description: My husband and I created new toons and level-pacted them. Everything went fine until we hit level 4 (at the same time), then we both started getting the "You receive XX experience. You will not receive any XP until your partner catches up" message - both of our XP bars were frozen. After a period of time (seemed to be random or if one of us zoned) we would get all the backlogged XP at once. Once we leveled again, our XP bars would freeze again.
We had been playing level-pacted toons on open beta with no problems - did something get reverted?

may not be a bug just a oversight but anyhow,
the conduit of pain seems to just have color/sounds/animation all copied from the standard blue side empathy set it really really doesn't fit with the whole PD themed powers that are red and here this is all green and "heroish" *shudders* was this a oversight or just a bit lazy, please make it fit the theme better!!! Please!!!

1. Big 'Mo is a necro/pain MM with a Blue Wisp Vet Pet.
2. Cast the vet pet and a zombie.
3. Cast Nullify Pain. Zombie and self are healed for 14 hp. Vet pet is healed for 56 hp.
4. Cast Soothe on zombie: 27 hp healed. Cast Soothe on vet pet: 109 hp healed.

I originally thought that perhaps the Defense portion of the Scorpion Shield was being enhanced on activation and thus the need to "restart" the power (not de-toggle and/or retoggle, just reapply the F/X), but watching the Combat Attributes, Power Boost doesn't affect it at all. Just a graphics glitch?

This is a very repeatable bug in the "save costume" code.
you don't even have to enter the game. It is repeatable by creating the costume, saving it, and then re-opening the shield/weapon selector. It reverts every single time, for me.

That's what we call P-bay Lag... not a bug.
Try bringing up wentworths trade window in a less populated zone, and be patient. IT sometimes takes 30+ seconds for the server to catch up with your request for info... then "BLAM" there's all your slots and stuffs.

One of my enhancements (a miracle +end) has 'disappeared' from the slot it was in (health). In PVE, the bonus no longer shows up at all. In PVP in SC, it does not show up. In PVP in RV, the bonus shows up, but no enhancement is visible... I looked at every single slot in my build, and this is a weird one. Felt like I was losing it when I first came across it. Needless to say, I'm not thrilled about being out 100 million inf or so.

sounds like you're not "out 100 Mill".
If it helps the devs at all to track it down, sounds like it's still slotted..... since you get the bonus in RV. In the lower level PvP zones, perhapse it's normal io suppression, based on enhancment level?(head over to bloody Bay and see if it's still missing there to)
VERY wierd that the bonus dissapears in PvE.
Whatever you do, don't slot anything else in that "empty slot" till it gets resolved by a dev.

Chain Induction will not "Chain Shock" but maybe once or twice in a whole day on my 1st build. This toon was made back when elec/elec first came out (Issue 7?). Since Issue 12 (Yea I know it's not an i13 bug for you flamers out there) it has stopped working. My NEW post-issue12 elec melee brute it works always. The second build set for my pre-12 brute it works. Why would it not work on build 1 but work on build2? I did a respec of build1 and still nothing.

This is status quo behavior when they change a power.
if you respec the efected build, it will update to the new power code. until then, you "get to keep" the old power effects. ANCIENT tanks are still rolling around the game, with benifits from long ago(pre-i3?) and until they respec... they get to keep their old powers.

I have a lvl 50 VEAT (Soldier) where I made build 1 my Bane and build 2 a Crab. The Crab Pack remains permanent in the costume when switching to the Bane. You cannot remove it. I would think the Back pack should remove when going to Bane set.

This was in the patch notes.
If any of your builds have the backpack, they ALL have the backpacks. Don't remember if it's WAI, or they just don't know how to fix it yet.... but it's "known"
