This is similar to a bug which was introduced into Dark Melee/Soul Drain during beta but was fixed before live.
This does not appear to affect Tanker, Brute or Stalker versions of this power, though I only tested a few powersets (Tanker Energy Melee, Brute Energy Melee, Brute Stone Melee and Stalker Martial Arts).

Bug Description: Unwarranted diminishing returns on TF merits
From everything I have seen/read, I have been under the impression that the diminishing returns on TF merit rewards was supposed to happen for doing the same TF within 24 hours on the same character. However, my scrapper ran Positron Thursday afternoon and then Synapse this morning and seems to have been hit by DR on the Synapse reward (has 79 merits instead of 100+). If the point of the system was to encourage variety in the taskforces you run, then there should not be penalties for doing different tasks.
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.

Near as we can tell, all storage items read as the last item you looked at, possibly placed. We haven't looked into this in depth yet, and had frankly forgotten about it.
Also, the inspiration bin info had said for a while that it could only hold 50 items (it was still holding 100, and the in-bin screen limit was still showing as 100), I don't know if that's been repaired.

Outfitted 4 2-slot sets of Zephyr IOs onto my blaster -- in Fly, SS, SJ, and Hover. Initially on slotting the sets (2 IOs, 4x) my +Def as monitored in Combat Attributes properly increased -- for both ranged and aoe. However, a few minutes later on zoning, the bonuses disappeared from my +def and do not appear to have returned. Toggling the travel powers doesn't seem to kick-start the bonuses either (nor should it).

Bug Description: Adjusted Targeting IO set no longer grants its +2% damage set bonus for having two slotted in a single power. I noticed this because my global damage bonuses were smaller in the Combat Attributes monitor. In the detailed monitor I can account for the bonuses I retain as coming from other sets, and there are no 2% bonuses listed. This is new as of I13.

Bug Description: Logged on my main to check out the new Badge UI, and discovered that the entry for the second Steel Canyon Arson Event badge (defeat 25 arsonists & 25 fires) didn't appear to be working properly. The progress bar was there, but it appeared to be full, and when I moused over it, it gave no text as to what was still needed to be completed to gain the badge. (ie "80% complete")
I'm not sure if I have the necessary # of defeats for the badge, this is more of a report that the UI for the badge progress is wonky.

Bug Description: I understand toggles should not drop automatically now, and Battle Agility and Deflection on my Shield Defense tanker do not. However, Against All Odds dropped every time I was held or slept when fighting Lost. This seemed odd; I'm not 100% sure it's a bug, but I thought I'd mention it.
And by "dropped" I mean the button itself went "small" and started to recycle after I got mezed. I have to manually click on the button to reactivate it after it finishes recycling, which is several seconds.

Seconding this report. I was at 146/200 with the third Arson Event badge (according to the tooltip, which i had looked at just an hour earlier), happened to be in Steel Canyon when a fire started a few minutes ago, decided to take the opportunity to go get some badge progress. After the event ended (fires were all extinguished, Hellions all defeated), I checked the badge again. The progress bar displays as full, and no tooltip is given when hovering over the badge.

Only defensive toggles don't drop, all toggles that are considered offensive still drop. I wish it wasn't this way, but I guess some toggles not dropping are better than none.
