I'm not opposed to paying extra for certain types of content.
But the value bar has been set by the GvE pack.
I got two very nice sets of costume parts that I use frequently.
I got a jump pack thingie that's very helpful at the lower levels and for my super speeders.
I got a Pocket D teleporter than was a huge QoL upgrade and that I can't imagine being without.
And I got a badge.
That, for me, was well worth my ten bucks, and I will happily slap down ten more for any 'premium' content pack that delivers equal or greater value.
This pack has two costumes and basically two emotes (am I the only one who's noticed the throw emotes are all the same?)
For me, profoundly Meh.
YMMV.

It's admirable that the company is looking for additional sources of revenue, but I need more bang for my buck. I'm a little worried at this prospect. No wedding veils either (like the one Psyche is wearing in the email).
I have to agree with Neithergoat that, because it's the same price as the GvE pack, it's not the same value as what we have received previously for the same price.

If this is indeed the first of a new revenue stream, you gotta think that they will learn and grow them, as they have for other aspects of the game. It might start off rocky, but end up killer.
Hard to judge anything from this first attempt. It being tailored to the V-Day event probably is a factor too. Imagine if they did something similar for Halloween?

They are not "selling individual emotes." They're selling a very specialized set of costume pieces and emotes. Or did you plan to propose and throw rose petals at every GM you come across?
Those costumes are really cool but...
I am a little hesitant about forking over $9.99...
I do have a budget and I hope this doesn't set a precedent for special events having paid bonuses only.
I'll have to weigh this one, I really like the costumes but I just don't know if I can justify the money right now. Which is a shame.

While the live roleplayed wedding will be interesting I wonder what they'll do about having someone showing up to ruin it all. You can't seriously expect with 100 attendents that you won't have some jerk(s) messing around and getting a kick out of being disruptive.

However, I can't count the number of times I've seen threads popping up, or people saying stuff like "I would totally pay <Insert monetary figure here> for extra costume parts/temp powers/ect."

I agree. There are people who are willing to pay extra for packs.
I would be, provided it was worth the money. GvE was very much worth it. With this I feel like I'd be paying for two emotes I'd jokingly use.
