Yes, any retailer that is not Best Buy, EBGames or GameStop gets the Wolf Spider War Helmet. This includes, but is not limited to, CompUSA, Frys, Amazon, etc.

Oh, for the love of...before you start quoting the dictionary at us, do you know how pre-ordering even works? It's really amazingly, mind-numbingly simple. Experiments on pregnant women have shown that even fetuses understand the idea. You pay $5 or $10 or whatever now and get $5 or $10 or whatever deducted from the cost of the actual game when you buy it later. In the meantime, you get a bonus CD full of stuff, and you're not spending any more money than you would if you bought the game on release day. Hence: free. You dig?

Not at all. There is no such thing as free with purchase.
It is a bonus item included at no additional charge. I just hate the abuse of the word free. It's not like NCSoft/Cryptic are the only ones doing it. That's why I used the buy X get Y free.
It's been a topic of discussion with my kids who say we get to eat at my job free. No, they pay me (and my coworkers) less money and don't charge us to eat at their facilities. You cannot walk in and eat there at no charge.
I'm sorry that some are taking this as a jab at CoV.

Okedokee... I made some phone calls just to answer my own question and per the Game Stop stores that I called, the CoV pre-order boxes have not been shipped to them. If they do not get them this next week, then it most likely will not be until the beginning for next month (September).

Yes, if your computer can run CoH now, it will run CoV perfectly. You might not be able to run CoV all the graphics options turned up to the top, but the graphics won't get any worse, and nor will performance.
There are minimum and recommended specs for CoV listed on the FAQ page. Those system requirements are basically the same as City of Heroes'.

Unless, apparently, you're still on Windows 98 (2000/XP are the minimum requirements listed for CoV). Right now, I've got me some PROBLEMS with this. -_-

The older your RAM is the more it will cost so if it costs as much as you make it sound then just upgrade to a new motherboard so you get a newer type of RAM.

They've said in the past that if you can play CoH, you'll be able to play CoV. I'm not sure why Win98 isn't listed as a minimum requirement (maybe an oversite), but I'm going by that. Maybe you could PM Alexa and ask her about it?

Um, you guys do know that the main reason they gave the Blood Widow helm to the chickies was that only the FEMALE of all widow spider species is deadly?
Males do not cause any severe bites. Males do not eat the females rather than get jiggy with them. Only female widows do this, so therefore only females should logically get a helm named Blood Widow.
Specially since one of the requisites into the order's almost sure as hell being female. (By order I mean the ranks of Blood Widows, not the preorder.)

Clintonian....normally your info is spot on, however on EBGames' website, they don't say anything about HeroClix figures.

The link was provided in this thread previously (I think), but for some reason I cannot find it. So that (any of) you may find it easily here it is.
If there were 7 CoH/CoV Hero Clix figures in the package, I could see an $80 fee. But there is no mention of that. And $80 for 1 helmet that can only be used by 1 gender which is touted as being exclusive but EVERYONE will have access to (this is verified by a red name, no less), a poster (big whoop), a 2 day head start and an unknown Beta entry date is not justifiable for that price tag (IMO). Either EBGames does not have all the included items listed (which is what may be going on, since the "regular" edition has the exact same content info) or someone hasn't disclosed what the "Collector's Edition" consists of.
Until information is disseminated, I am going to buck against it.
P.S. - I'm at work and I don't have the ability to run Flash. This means I can't see info on the CoV website because in whoever's ultimate wisdom they didn't make the website html / user-friendly. So I can't go there to verify any info. If someone can contradict the above with info from the CoV website, I'd appreciate it.
That the collector's edition will contain all 7 HeroClix figures including one unique has been confirmed by the devs, I don't have a link but I suspect if you go through Clintonian's primer you'll find it.

Its not even as "free" as no cost with purchase.
No additional cost with purchase is usually an incentive to buy existing stock; here you are making a up-front payment, giving the store cash it can use in part to offset the orders of the non-pre sold copies and at the same time guaranteeing you are buying one copy thus making your copy a 0 risk sale. You are also giving up money now for no immediate benefit, which is a contract 101 detriment.
A normal sale is a large risk: buy at wholesale - hope each copy sells
$5-10 dollars is a higher percentage of wholesale cost then retail price and so you pay their cost in part upfront.
A pre-order ensures (or nearly so) a sale and gives the store operating cash to use against existing stock without selling anything.
Pre-Orders with a down payment are AMAZINGLY good deals for stores. Any incentive which is tied to one deserves to be treated like any thing else in a customer contract and if it seems like a raw deal the customer should say so. Acting like they should feel honored for the advantage they are giving the store is just wrong.

Well, I know gamestop gave me two offers to get $10 credits applied to my credit card - signing up for two 30 trials, cancel before the 30 days is up or get charged $9.95 for each one.
So I have a text file, copied several times, on my desktop saying Call on 8/25 or so - according to the details you get the cred no matter what, but I am going to wait a few days before canceling just to make sure.

Right. The $9.95 is for the overnight shipping of the bonus disc, once the game is released you will be charged the rest. I can't speak for the other game sites but I know this is how gamestop.com is working.
This may have been asked before, but, does anyone know when the preorder boxes will actually be in stores?
I got a new question. There's a CoV available at Amazon.com, however it doesn't specifically say pre-order - does that mean it's not, i.e. it's just a way to "reserve" CoV, or is it just that amazon doesn't specifically write pre-order but if I order this item it'll be like getting pre-order?

You should have stayed with the graphic effect like CoH had. That was great because I can use it with all my characters (except the Naturals). With this helmet I can only use it if I want all my characters to look alike, at least in one aspect. Can't say that idea appeals much. Maybe if it was something that could be integrated into outfits easier, like a bracer or necklace, but not a helmet.
