How about an emote that has you say "you goodie goodies havnt heard the last from me" then throw a smoke bomb on the ground in order to cover your escape. This would work very well for teleporters.
Another could have you take a globe out of you pocket and scream "The world is mine"
One that has you yell "I will not tolerate failer" then you throw a randomly generate henchman off into the distance.
How about a FART....then the villian waves his hands around to clear the air, with a "OH THAT STINKS" face....LOL

I think this is a must as well. Even if you don't have the power to teleport, villains need to thow down a smoke bomb just to cover their tracks even if they are slow.

Well, good to see this thread come back. I am still hoping for a real roar from CoH. Something primal, evil, and quite scary. I want to be able to turn the speakers up and freak out the people in the other room, or across the street. hehe.

dismiss - a dismissive or shooing motion with the hand. As if the target was beneath contempt.
gauntlet - throws gauntlet to the ground as a challenge.
time - taps the face of his watch while casting an irritated look as if his time is being wasted.
noose - takes out a noose and swings it like a pocketwatch or dangles it in front of him.
shellgame - sets up card table and starts a shell game.
blowtop - gets angry, fists clenched and at his sides, and emits steam from ears.
"Just a sec!..." emote. - the villain says "Just a sec!..." and puts his finger up in the air as if he's going to explain something. (classic stalling for time tactic)
Mock fear - upon seeing a hero, the villain can do the "Home Alone" posture and pretend to be scared, then "Pfsh!" and look disdainful
"Evil Villain" emote - the words "evil villain" with a large arrow pointed down at your head appear above you
Anvil or large safe emote - a large anvil or safe appears above your head and crushes you
Hall of mirrors emote - 10 duplicates appear around you and act randomly. A single hit "shatters" them into mirror fragments
Sand in the eye emote - dirty trick - you grab some sand from the ground and throw it in the hero's eyes!
You got me emote - you do the death animation (and stay dead looking until you move again)
I'm dying emote - you stagger around, hands over your chest, until you fall over, dead (kidding! not dead! bwahahah!)
Sinister shadow emote - you cast a long, menacing shadow
I am evil!!! emote - think Gandalf in the beginning of The Fellowship of the Ring, you gather darkness around yourself, and seem to grow in stature, with dark, menacing noise gathering around you
Pit trap - you pull a lever, a pit trap opens in the ground, and a flunky falls in, screaming, the pit trap closes
the dark eye emote - a mist appears behind you, forming into a large eye that blinks at you, you turn and bow
dark menace emote - a shadowy, indistinct figure hunches over you protectively
I have the power! emote - You yell, "Too Late!" as some spectacular display erupts around you, with you in the center

Here's an idea--how about villains can use emotes that make their flunkies emote
for example: bow before me emote - all flunkies in the area begin bowing to you
kneel before me - same as above, but kneeling
...pretty much any of the emotes, except you make your flunkies do the emote (like the council troups doing the warm up emotes)

or you get to choose a "death emote" that happens if you are defeated
Such as shadowy figures dragging you into the earth
or
getting sucked into a swirling void
or
yelling "too...much...power...." and growing to massive size before exploding
or
"you got my clone, not me!" emote- when you die, a duplicate appears nearby, curses, then flies away
I'd like to see villains performing the timeless classic of Shadowbane:

Okay, I hit this thread a bit late, but I want to add:
Pacing.
Possibly combined with fervent talking-to-yourself gestures.
Oo! Oo! And an emote for standing around and thoughtfully stroking your fluffy kitty/Pekingese/ferret/catterpillar.
In the second letters to States he said tails will not be fully animated in the forseeable future. So why not just have a tail swish emote? That way characters can emote thier tails, and you don't need to have animations for combat, walking, flying and things like that. Everybody is happy!
PS No I do not play a cat person.
Psychotic laughter with arms bent at the elbow (like holding out hands), hands open and slightly "tensed" and face towards the sky with an audible psychotic "joker-eske" laugh.
Arms crossed, deep dark slow evil laugh.
And a taunt styled animation where it points at the target, points back at themselves, then you do a "thumbs down"

How about instead of a boombox, the villian could pop out a metal drum that would be on fire. Everyone could also have a soda bottle/beer bottle emote, and they could all be standing around drinking and laughing around the flaming barrel.
Another one I thought of was to have one where you would grab your shirt or tank top and rip it off and throw it to the ground, followed by a couple of pounds to the chest with your fist. Would work great for guys and girls.
Or you could be chilling with a bottle and then right before you fight you could break off the end and say something villianous.
