What about an emote where the "villan" is stealing something by placing it in his or her pocket.
Maybe one where the villan is ripping pages out of a book?
Breaking boards over their heads? or chairs or tables.. something to prove that they are "tough".
LOL a way for a villan to reveal their plans to the hero... in the hero's doomed state.
maybe a way for a villan to "run away to fight another day"
Maybe something to come out of their sleeve? as a last resourt type of thing...
Lift up their eye patch to read something..

And an evil strut, its the only way to make an entrance. When someone enters my base, I want them to know, its all about the evil baby, from when I enter to when you go to the hospital.

I'd like to see a villian rack the slide on a pistol and point it just because they do it in the movies ALL the time. Too bad it won't work due to the lack of pistols and the transition out of the pose at the end would be wierd.
Gotta have smoking and drinking, pacing, wringing, fist waving, all that stuff. Hair flip and blowing a kiss would be fun too. Check wristwatch.
You know, a lot of these would work just fine for heroes as well...

That would be a lot of fun to have an evil theme.
Difficult as it would be, I would love for when some heroes first spot you, you can cue your evil music taunt. (Either from the ingame library or from your own files) Nothing says badassery like a little techno.
I really like the finger/thumb across the throat thing but it would be even better to have it do that and then have the villain point at the hero. Kinda like the evil monkey who lives in Chris's closet on Family Guy.

This would be more of an influence makeing think, like hunting for the heroes, the vilians could do"Ilegall" things to make influance 
Threaten (like what the street criminals do to the shakedown victims) is a must.
Cower (like the shakedown victims) has its uses... many villains are not too proud to pretend to be weak until their opportune moment to strike.
Needs to be a few for plotting (see some good ones already posted here)
A variety of rude/taunting gestures (was always partial to the "crotch chop" myself and sorry to see DAoC take it out)

I absolutely love this idea! Either hovering with arms crossed in an upright postion; or hovering in a sitting postion, legs and arms crossed.

I like the idea of a long or continuous growl
any threatening gesture (point forward then draw hand across throat being a prime example)
like explain only more violent (more fist clenching) - you have no idea the POWER of the dark side.
random animal kick (cat/puppy walks by... villian glances down and punts it away)
cape flap - villian grabs cape (or nothing if no cape) and slowly draws hands out from sides, up till at 165 degree angle to ground ((like batman/dracula opening his cape or like a slow victory pose))
a tantrum... a violent/homicidal tantrum
I really have to say... I do like the KHAN!!! idea... doubt we could do it though...
I really like the playing dead idea... but also, how about a laying down sustained pose. Just arms at side, straight as a board. (like being in a coffin)
how about a threatened back hand... as if you were just about to smack someone then decided not to waste your time.
How about newpaper 2 - you start to read paper... then crumple it and toss it over your shoulder... (littering is bad )
