have the villian pull out two roosters and some dollar bills, he sets the rosters down and they go at it, then random npcs come to the villian placing their bets on the cockfighting
An unveiling/"behold" emote.

We need the /minime emote where a tiny version of your villian character spawns and begins humping your leg.
You have to have "Your Fired!" with the finger point

When you're near an NPC citizen you click the "Mug" emote and you start fighting her for her purse or, if its a man, the crouch down and cower from you.
How about a sit emote that has us sitting in the cliche high back evil chair?
Then we could swivel around in it. 
And then, when we stand up, rather than just having it fade away, have it fall backwards and then fade away.
Also have the chair in customizable colors (or maybe just use the existing chest detail colors with our chest detail on the back of it?) Oh, and maybe you can figure out a way to put a shape similiar to the existing shoulder pads on it to give it a customizable shape. (Like if you have the spiny-organic shoulder pads, your chair could also look spiny and organic.)
Let's see...
You definitely need the classic "addressing the heavens" pose, with arms raised and head back. Suitable for "At last I shall have my revenge on those ignorant fools" rants while waiting for the lightning strike.
Some sort of "Take him away!" emote for when you're done gloating and you want your minions to drag your defeated foes to the dungeon.
I wholeheartedly second the motion for a Montgomery Burns "Excellent" emote.
The 'Bow before me!' emote. Sorta like pointing at someone and then pointing down to command them to their knees.
Ooh and a "Surrender" emote where you wave a white flag!
The Eyebrow thing, is cool.
"Before I kill you, I'll tell you my evil plan".
"And I'll Rule the World, Haa haaa haa". (Roll Head back and laugh maniacally).
"It is not I who, am Insane, It is I who am Mad, Haa Haa haa (as above).
"Mini me, stop humping the laser". (Wish list I guess).
A Victory dance of some kind, when you knock the hero out. "Who's bad, that right I'm bad".
"Muh wa haa haa" from Coh

Almost forgot, what villainous tirade would be complete without pantomiming the motion of holding the world in your gloved hand and then crushing it mercilessly?
A "Cower" emote where you... uhm... well... cower in fear.
Very good ideas. (A couple of which I was going to suggest, too! Curses!)
Some others:
Pointing the index finger at someone, with the hand mimicking a gun. Can be either smarmy or threatening.
Thumbs down.
The villainous fist-over-heart salute, sometimes accompanied by a slight nod.
The arms-open shrug/head tilt as if to say, "Well, what did you expect?" A smirk would be nice, but probably not possible with the current graphical set-up.

Definitely need a cackle, a beard stroking emote, and rubbing hands evilly one.
I'd also like to see a surrender emote a la Ric Flair. On your knees looking up waving arms frantically in a negative manner (side to side) (after the emote is over, you naturally get up and get a cheap shot in)

Mr Burns "Excellent" is a most have its fits perfectly with a villan's attitude.
I like the slow clap idea as well since it shows utter contempt for what ever hero its used against.
How about one where the character pulls a boombox out and starts dancing?

I was just about to suggest that one! Similarly, the double-handed fist clench where the villain raises he hands before him, clenches his fists while pulling them slightly toward himself. "Gotcha!"
Noogies to minions.
The tapping the finger thrice on the forehead or temple as if to say, "Think, McFly!"
Swirling the finger around in a circle while pointing at the temple to indicate "Nutso."

Maybe a quick sideways arm movement with the palm open? Or just raising the arm up with the palm open...
I like most so far. I would add:
1) Pointing, then pulling the index finger across the throat (kill/finish him). That or perhaps a Ceasar like thunbs-down gesture)
2) Pacing - Arms held together behind the back, and walking back and forth.
