Oh man Pacing... didn't think of that... brillaint!
- A snapping of the fingers in the air, as if to summon your minion to your side to do your bidding.
- Putting clenched hands together sideways, thumbs touching, and making a "breaking motion" (like a twig, or neck, or...)
Villains also need the good ol' fist shaking, for both the "I'll get you next time!" pose and the "I got you good, didn't I?" fist shake.

Steepled fingers and malevolent glare
The classic "Dr. Doom" arms-crossed, staring down at heroes from atop stairs (preferably with hood and cape billowing)
Chair-swivel emote! 
/em cat: You cradle a white Persian cat in your arms and stroke it, per Blofeld.
/em wring: You hunch over and wring your hands, like any number of villains hatching crafty plots.
/em thumbsdown: Like a Roman emperor ruining a gladiator's day, you tell your minions to eliminate an unlucky hero. (Could be paired with /em thumbsup)
/em chinstroke: See the Bride's martial arts teacher in Kill Bill 2. Motion-capture this movement.
/em skulk: You hunch over and look behnd you over your shoulder.
/em igor: A hunchback minion appears, runs up to you, bows, and runs away.
What I'd also love to see would be some emotes that generated musical cues or lightning flashes. Might be too campy, but it would be great to be able to say something like, "Mr. Hero, I'd like to introduce you to...PAIN!" and then /em soundcue1 or something to get the "DUH DUM" that always follows such announcements in movies & TV.

* A scream to the sky (Like the Tarzan scream we have now but not chest beating)

One where you can "moon" your enemy
Sorry if it's been mentioned, but you MUST be able to gesture with a clenched fist.
"You don't know the power of the Dark Side..."
A "Smoulder" emote where for a brief moment the villain hunches over and a fiery aura surrounds them for a second... meaning their pissed off.
Pole dance emotes.
I'm sorry, those normal dance emotes are just lame. Not really a villain only issue.
An evil mwa-ha-ha-haaa. The hero animation could fit, but this POSITIVELY has to be an emote with sound (like the burp sound of the burp emote, or the whistle sound), and find you best voice actor for the mwahaha-ing

A "false sorry" thing might be fun. Where the villain pretends to cry and ruyb his eyes, then breaks into mocking laughter.
Also we need the ultimate headbanger "devil horn" hand gesture.
