Instead of throwing a snowball...how about lauchin a loogie/moogie/spit on someone
Along the same vein as the snowball effect - how about the "kiss of death" ala Godfather II "I knew it was you $target..you broke my heart".
Also how bout "say hello to my little friend" with some obnoxiously large gun..you could still have the little "bang" flag come out.

The ability to show off powers. Thinking Scrapper-types could swing their weapons/use fists/demonstrate kicks just to show confidence.
Like to see "You & me, right here right now!" a pointing gesture to opponent then self then ground.
And "Squash your tiny little head" Squinting, looking at hero in distance, making the motion of squashing an imaginary bug between their thumb and forefinger.
Besides a familiar sneer and all ..
I'll try to explain though it maybe hard too.
arm outstretched, palm up. Fingers slowly curl into a tight fist. Head thrown back and evil laugh.

Either would show your villinous contemp for the Sissy mary Do Gooder Generic Pest of the Moment
for both CoH and CoV.
Add all the emotes the villains got now, like how the Equinox Vamps stand and duck, how the Council guards hide inside the Council base, looking for enemies, and a cool fx stance or something, like hero stands with hands folded and small purple(whatever color)flames appare around his legs
A couple more:

;flickit -- villain digs something out of his nose, flicks it at target. Pretty much the ultimate gesture of contempt.
;croctears -- villain makes a single swipe at his eye with index finger, then flicks finger as if flinging a tear away ("awww, poor widdle hero!")
;puppy - Villain produces a cute widdle puppy and kicks it. Because they're just that bad.
;trip - Villain trips passing NPC.

;litter - Villain fails to give a hoot, pollutes.
;waltz - For all your sinister, crazy dance needs.
I haven't read through all the posts, as there are 20 pages worth, but I would like to see:
-Villain greedily rubbing his palms together (i.e. Montgomery Burns)
-An evil wink followed by maniacal smile.
-Villain raising his face towards the sky, hands formed into fists at waist level and screaming in an insane rage.
-Pointing at hero, head slightly hunched forward, with other hand placed on his hip.
-Villains hand extended outward palm up and beckoning to Hero.
Just a few thoughts. Kudo's to whomever came up with the aforementioned gestures first.

I was just saying recently, I wish we had the hammer and chisel emote in the game already!
What I'm hoping for is an emote for acting surprised to see the hero, but not overly cheesy or dramatic, and not totally fearful. Something more fitting to those more serious villains that I figure we'll see.
In the true tradition of sequels, if they do pull out a boombox, it should look much cooler, and have it's own selection of music. I'm thinking classical music is most fitting to villains. I could also see disco. *Grins!*
As for looks- either the classic phonograph.. or a smaller, sleeker rounder MP3 player. I'm thinking bright neon colors, personally, flared edges. (Plus it'd say MP3 player on the emote- the only real way you'd be able to tell, I guess. I think the little implication of it being potentially stolen music a 'cute' bonus.
That and- did anyone mention the flipping of the weapons? (or glove for heroes with no weapons.)

For both heroes and villains, the ability to use other emotes (specifically ;crossarms and ;yoga) while Hovering. Magneto and Superman have both done this frequently.
A movement of the hand across the throat. A must-have.
I definitely like the idea of being able to mug/attack the random citizenry, even if only in pantomime.
A simple raising of the hand, either in acknowledgment of praise, or to hush the crowd.
A thumbs-down, possibly accompanied by shaking the head "no".
Walking on tip-toe/sneaking.
On the knees pleading for mercy.
Might not qualify as an emote, but the ability to kick sand/dirt/gravel/hot coals in the hero's eyes.
Like someone else posted need the shooter McGavin blowing smoke from pistols.
Another is kicking a dog and having it yelp.
Taking candy from a baby.
Clubbing a baby seal.
Saying "I used to #@%& guys like you in prison"

Here're a few more.
The villain takes a long drag from a cigarette, blows a plume of smoke up and to the left, then flicks the cigarette off to the right.
The villain pulls a smoldering cigarette from his lips, lets it fall to the ground at his feet, then casually stamps it out before getting into a fighting stance.
Villain stands with one hand gingerly touching his chest, the other held out to his side and slightly upward with his head back as though he were singing operatically.
And last but not least,
/e milkingthegiantcow The villain stands with his head thrown back in silent laughter, arms raised above his head and fists clenched.
I want an emote that grabs a cop on the street and gives him a noogie.
One emote I can imagine would be useful appears in the cinematic trailer for City of Villains. "Kill them."
Another might be, "Together we shall conquer the world."
Let us take out a ballon shaped like Statesman's head so we can pop it.
Somehting along the lines of a flying chair, with an evil pet.
An Emote where the person does this: points forward and then put his hand to his neck and says "your mine" while he pulls it over like a knife, the usual "YOUR MINE" thing
