  1. I hope this will turn into another "Winter Lord" style event so that there are copious amounts of mid to high level toons with no influence or enhancements.

    It makes the economy so much better.
  2. It is movable within the entrance room. Simply click on it in the base editor & move it around the room.

    You can set it anywhere, but I would avoid near corners as sometime one zones into the base & then cannot move.

  4. You may not have noticed this yet, but tech salvage is much more common than magic salvage.

    Trade your magic salvage to a magic based SG for Tech salvage.

    My only attempt at making a Native American Super Hero.

  9. While I agree with most of the guide, there are some views that I would like to address, especially with Issue 4 on the horizon.

    Superior Invisibility:
    I have had this powers since Issue 2 & loved it. I could toggle it on, and dance in a group of Rikti in PI & not have a care in the world. Superior Invisibility was well ... superior! You could use it without worry.

    Ever since Issue 3 hit, this power did not feel as superior, you could now be seen by snipers & drones & such, from a good distance away, and they hit you pretty frequently. So not only were you not getting anything better than the pool power Invisibility, you also were not getting a discernible defense bonus. I still kept it though, because having a toggle invisibility was better for me than a timed one (having Group Invisibility run out while in aggro range was very disappointing.)

    With Issue 4 Superior invisibility will have a very distinct difference from the pool power. A toggle invisibility that you can affect others with (a.k.a you can not only buff your team with it on, you can attack from it.) The implications of this change are (in my opinion) worth taking it as a power come Issue 4. Since I have always had this power & use it frequently, my playstyle will only change in the fact that I no longer have to toggle it off to engage in battle. For those that passed it up in favor of other powers, I strongly suggest you re-evaluate your power choices & see if you can incorporate this into your build. Try it out on the test server, it can be an eye opening experience.

    Siphon Speed:
    I will admit that I respeced this power out as soon as I could in favor of Super Speed. Keep in mind that that was at level 26, and right when respecs became available. Super Speed will not be available to you until level 14 at the earliest. Siphon Speed is available to you at level 6. Unless you are playing an Epic Archetype, no one will have a power resembling a travel power this early in their career. Many heroes are envious at how fast you can move that early in the game.

    Once you have it, You can work on your tactics for using it in battle, I know I had to readjust my tactics when I respeced it out. I had incorporated it in my attack routine, and had to get used to not slowing down the main threat & being able to move quickly in the battlefield. It will also introduce you to a faster pace of the game than normal (that will come naturally to a Kinetic, but this just does it earlier.)

    With Issue 4 you will get the benefit of a quasi-Speed Boost with it. It is very nice for keeping up with your group after you speed boost them, and the extra recharge is great for a Illusion controller since we are cursed with some of the longest recharge times in the game. You can quickly hit the recharge cap (1/5 of the base recharge time) with Siphon Speed, perma-hasten, and a couple of recharge SO's.

    Epic/Ancillary Power Pools: Primal Forces Mastery seems to have been overlooked/not tested by Spectral_Ops (no fault of his, heck he already did three of them). I found this to be a perfect fit for Illusion/Kinetic controllers.

    Power Blast:

    A much more powerful, yet slower version of Power Bolt. Power Blast sends a focused beam of energy at a foe that can knock him back.

    Required Lvl 41
    Endurance Cost : 12.3
    Range : 80
    Casting time : 1sec.
    Recast time : 8sec.

    I passed on this power, as Illusion Controllers already have pet's with this power & will have heard an earful of complaints about knockback. I also did not feel that I needed another attack power. If you feel that you do need another damage power, Just want to join in the fun with your Phantasms, or want to help control where the mobs go from your Phantasms Knockback, feel free to give this one a go, Your mileage may vary.

    Since we can suffer from endurance issues from time to time if you don't take Stamina, or miss one time too many with Transference, I give unto you ...

    Conserve Power:

    You can focus for a moment to Conserve your Endurance. After activating this power, you expend less Endurance on all other powers for a while.

    Required Lvl 44
    Endurance Cost : 11.25
    Casting time : 1sec.
    Recast time : 10min.

    With Perma Hasten, and 4 Recharge SO's, this power recharges often enough for me to never have to worry about carrying 'Catch a Breath' inspirations. You will now have so many ways of recovering Endurance, you may become confused on which way to go about it. Very nice to have, especially if you don't have many endurance reduction SO's in your powers like I do. This will allow you to focus on other aspect of powers, like holding, damage, recharge, etc.


    Temp Invulnerability:

    When you toggle on this power, you become highly resistant to Smashing and Lethal damage.

    Required Lvl 47
    Endurance Cost : 0.1875
    Casting time : 1 sec
    Recast time : 2sec.

    Nothing really special here, all epics get a smashing/lethal shield of some sort, This one just give you that multi-colored glow that invulnerable tanks have. I took it, 6 slotted it. It has served me well.


    Power Boost:

    Greatly boosts the secondary effects of your powers. Your powers effects like Disorients, Holds, Immobilizes, Heals, Defense Buffs, Endurance Drains, Knockbacks and more, are all improved. The effects of Power Boost last a short while, and only the next couple of attacks will be boosted. You must have two other Primal Forces Mastery Powers before selecting this power.

    Required Lvl 49
    Endurance Cost : 11.25
    Casting time : 1sec.
    Recast time : 2min.

    Just like the Vanguard Medal Accolade, only it has a shorter duration, and recharges quicker (it also stacks with the accolade). This powers description basically speaks for itself. The only powers we have in our power set that do not benefit from this power are, Phantom Army & Phantasm. I absolutely love this power. If you want to be a lazy controller, hit the Vanguard accolade, Power boost, and then Flash. The mobs will be held for over 3 minutes (if flash has 6 Endoplasm Exposure's in it). If you are soloing, & need to take a quick Bio Break, this tactic works so well your team will never know you were gone.

    With an eye to the future, hopefully both the accolade & Power boost will work just like we expect them to in PVP (and we can use them to increase the effectiveness of Siphon Speed for both +recharge times for us, and -recharge and -speed on our targets.)

This is a daily occurence on Justice. I tols him that he can go on the next raid, I not sharing my exp/inf with any PLer...my choice. But you can see the fervor that these SGs are farming Hami so they can dominate in PvP. Just before I set the second guy to ignore, I got the "Ill see you and your SG in PvP". Doubt that at this point.

    Sorry to hear about your expierence on Justice, I play on that server as well. I agree with your resolution to the situation by ignoring the induhviduals that were harrasing you. I would have done the same thing (I even have a good idea on what SG it was).

    However I do understand that you are not a person that spends hours per day Raiding Hamidion & trying to HO all your powers. That is fine & should you ever decide to try PVP, I believe that you will find that folks that have nto PL'ed their way to max level & have only done Hamidon raids to be pushovers in PVP. They have not put in the time to understand their powerset & are simply following someoe elses idea on how to play that paticular build. Actual skill & understanding of ones abilities/limitations will determine who reigns on top. Those persons that did not PL & are HO'ed out will continue to stomp on the PL'ers (HO's or not) simply due to it being a fun activity that passes the time. When two non-pl'ed heros square off, It is my opinion that the "Any given sunday" rule will prove to be the order of the day. If you can take out a +4 enemy, you can take out a HO'ed hero.

    You are correct in that no *promises*were made. The expectation however had been set previously by the previous 3 large releases. Your analogy to enhancements being *in addition to* their effectiveness in PvE, is not correct. Adding a negitive to a positive is subtracting, under no circumstance will you end up with more effectiveness than the inital effectiveness of the origial enhancement. You may attribute this to my perception, but I am a simple person that does simple math. In my world 2+2 does not equal 5 (even for very large values of 2).

  12. The reduction of reward on investment is the lowered effectiveness of an enhancement when in a PVP fight.

    Currently when you exlemplar, you do not loose ehancement slots or effectiveness, only available powers.
    in PVP, when you exlemplar, you will loose enhancement effectiveness and available powers.The loss of effectiveness for special enhancements is worse due to the fact that you cannot simply go buy more/better enhancements.

    This game is based upon a simple principle Risk .vs Reward.

    If you are unable / willing to overcome the risk, you don't get the reward.

    Recieving a Hamidon enhancement (reward), means that you overcame some risk.

    Sure they are becoming more common place, but that does not mean that they are less valuable, nor that they should become that way.

    Instituting any policy that reduces the return on investment spent on obtaining a reward changes the basic precept City of Heroes is based upon. This game is not based upon the principle of Risk .vs Reward(minus reward value difference of common reward)

    Spectral Terror

    Geko, You say you want to reduce the scattering affect of Spectral Terror.

    Narrowing the cone will do that. Less affected foes mean less scattering. Unfortunately it also means the power is less effective. Please do not move that change into production. I feel that it will do more harm than good.

    Adding a Cloak of fear that the only affects Blues, greens, and grey's adds no usability to this power. Lower level cons at level 28 are less of a threat & can be dealt with quickly enough with out it.

    Reducing the run time does reduce the scattering effect. IMHO simply removing the run component completely would solve this issue with no further changes. If you must keep the run component, run time should enable an affected foe to run the distance of the cone X2 ( to account for having to cross the diameter of the Spectral Terror's range) maximum (if ti is less, I wqillnot be heartbroken).

    Please don't gimp the Spectral Terror, That will make 2 powers in this power set that have been "looked into" and whacked with the nerf bat (yes I am still bitter of the treatment of Phantom Army in the whole pet change fiasco)

Many folks forget that what keys they use under particular instance &amp; some don't respond honestly due to peer pressure. [*]Also, there is the matter of play style. many folks that work in close proximity of one another tend to develop similar ways of interacting with a piece of software. As ways of doing things to get a desired result out of a commonly used piece of software are shared, many people do not investigate alternatives to those methods, because the one they were shown, works for that desired result.[*]If you preformed a server-side query, are you sure the criteria given was sufficiently accurate to eliminate the amount of false positives, sufficiently vague enough to eliminate any misses (one off's or data that should have generated a hit but didn't). A survey done in this fashion would avoid the the lapses in memory or human factor in a survey done via word of mouth or a show of hands.[*]You stated that the current system does not support multiple shift keys. Is it possible to upgrade/replace/augment the current system to support this wanted feature ? This functionality could help future changes become less intensive and/or require less changes to the current setup. The current proposal to change the default keybind to utilize the 'control' key does specify that the left 'control' is to be used. Does this imply that changes to the current system to support multiple shift keys is underway? Is this 3rd tray project dependent upon the multiple modifier key project?[*]Will the new keyboard shortcuts you are suggesting, be accompanied by corresponding slash commands ?[*]Shadowrealm did have a good point regarding the feel of the Ctrl+number keyboard commands. Is there an alternitive to the 'control' key that is not already taken ?[/list]
  18. Confusing PA, Phantasms, and the Phantom Decoys is pretty common from those that don't play Illusion controllers.

    That said.....

    I wish my PA would use Energy Torrent.
    I wish my Phantasms would cast PA for their Decoys.

    If that would happen, A Team of 8 could solo Hamidon, as they could easily turn into 64+ entities attacking him/them with most being indestructable.

  20. If the Epic Powers bring Doom, does that mean that I can add "of Doom" to one of my powers &amp; get a +2 bonus ?

    I want my Epic power pool to be "of Doom", able to be added to one existing power. This power pool can be selected multiple times but does not stack on itself.

    Then I can have:
    Phantom Army of Doom
    Phantasm of Doom
    Flash of Doom
    and
    Spectral Wounds of Doom

    Because everything is more frighting if you add "of Doom" to it.
  21. You know there is one very important thing missing from this guide's appendix's,

    A listing of the powexec_name powers. I know some of the powers are self explanatory, but if you are not using a single named power &amp; want to bind it, you'll end up debugging you bind/macro until you stumble upon the correct name for the power you are trying to invoke.

    [rant] if your bind/macro is a very long commandline, you run the risk of hitting the buffer limit. Do you know how annoying it is to come up with a nice cheeky comment/emote/powexec only to find out that you are a few characters over the buffer limit? If I knew the powexec_names before hand, I could plan my snappy blurbs better. [/rant]
