    The power choice looks good. I believe the order of the powers in your build doesn't reflect the real situation. Mainly, you probably don't want to pick your status protection toggle at level 38. You can consider replacing resurgence by some other powers, for example ball lightning. You can shift some slots elsewhere to ball lightning, for example by cutting a slot from the passives and indomitable will.

    The slotting can use some minor improvements. I would replace the doctored wounds in fast healing and health by some other IO sets with better bonus. I'm not sure if the two purples in knockout blow are really necessary. I think you can replace them with some other IOs. It seems like you're grabbing some heal bonus by 4-slotting Numina into high pain tolerance and rise to the challenge. I'm not sure how the heal bonus work. I believe the heal bonus is not the same as regeneration bonus. Maybe you're not getting what you want from the 4th Numina IO. I think you can move the 2nd slot from combat jumping to electrifying fences, then you can have the recharge bonus.
  2. I used the immobilization proc in oppressive gloom long time ago. It worked at that time at least. The chance of seeing a mob immobilized seems pretty small to me in actual gameplay.

    According to City of Data, detention field and sonic cage applies "Untouchable, OnlyAffectsSelf" to the target. For black hole and dimension shift, the effect is "Phased, Intangible." I think the effect of detention field and sonic cage is not a phase into another dimension, but simply cut all the interaction between the target and the rest of the world.

    I think such a change will not really break the cottage rule a lot. However, the concept of detention field and sonic cage is not really sending the target to another dimension.
  4. I think the defense from maneuvers is a little low. Tough and weave are ok. For defense, you can double-stack divine avalanche, which can soft-cap your melee defense. I would pick hasten for the fourth power pool. It speeds up your attacks and the long-recharging power in regeneration.

    I made a SO build below. I leave the last two powers and a few slots for you to decide. You can either pick another attack, resilience, or an ancillary power pool. I think the build has enough recovery. However, you can pick physical perfection in body mastery if you like.

  5. The build is ok. It has too many 1.25% e/ne defense bonus. So, both IO sets in swipe are not giving the bonus that you want.
  6. It's easier to soft-cap defense by taking the fighting pool. Part of the defense in stealth is suppressed during combat. I get rid of the stealth power in your build. I'm not sure if it is part of the concept for your build.

    I seldom optimize a build for run speed and jump height. Hopefully, I didn't do something hilarious below. Maybe the people who play stone armor are more familiar with the movement bonus.

    The effect of combos are documented in City of Data. For example, typhoon's edge is the ending attack of the sweep combo. In City of data, you can see the damage in the "Dual Blade AoE Mode 2" entry. Similarly, for attack vitals, you can check the ending power of the combo, which is sweeping strike.

    I believe if you take a secondary set that has more pbaoe attacks, then you can use more Scirocco's Dervish sets, which will be more efficient to help you cap psionic defense. Such effort may not pay off against some mobs. For example, Rularuu can debuff your defense, and the debuffs stack pretty quickly if you rush into a group of Rularuu.

    Since you already have a couple sets of crushing impact, you can keep them for recharge bonus such that dark regeneration can be up faster. It is common to optimize dark armor for recharge. For the endurance usage, it is high because of darkest night. I put a chance for +endurance in dark regeneration, and grab various recovery bonus in the build below. I believe it should be better. Darkest night is great for to-hit debuff. It should help with your survival.

    Mid planner allows you to pick a travel power without a prerequisite. In game, it is possible if you have the 60 month veteran badge.

    I modified your build while keeping the 40% s/l defense. Please see below. I believe the build now picks and slots powers "normally" without weird choces. It has ball lightning, but without a travel power, if this is ok for you. Your original build doesn't have lightning field. I picked it in my build, but you can drop it for hasten or a travel power if you like.

  12. It seems like you're slotting your powers with IO sets, but without a particular goal in mind. You can optimize your build for higher regeneration, faster recharge such that dull pain can be up all the time, and defense (usually melee or smashing/lethal). The slotting depends pretty much on your budget.
  13. I would cut away the endurance reduction in superspeed. I believe you use the power while you're traveling, so it doesn't matter if the endurance is high or not. I wouldn't bother 3-slotting health with heal for an SO build. I don't think you need to slot phalanx fighting with 4 defense SO, which is beyond ED. Combat jumping uses very little endurance, you can cut away the second slot from the power.

    With these saved slots, you can slot your APP better. I would put a couple more slots into active defense: one more recharge such that the status protection is always on, and an endurance reduction.

  14. I made a build below with soft-capped defense and aid self. I think the build looks pretty normal, apart from the weird slotting for boxing. I believe the build should be quite affordable if you play to level 50, and play a bit more after that joining tfs and trials. The two IOs in health are not essential, so you can skip it till much later. The build doesn't have a travel power, and it doesn't have APP. I don't think they are too essential, but it's something you have to decide.

    I think it's already a great improvement to have soft-capped defense. I won't worry too much about other global bonus like regeneration, haste and accuracy if you're on a budget.

    The endurance usage doesn't look that bad if you turn off sprint. With rage, I think you can get rid of tactics, and maybe pick up strength of will. This can reduce the endurance usage as well. Your endurance usage is mainly due to how you slot your toggles, and they add up. I think you can replace the pvp set with LotG, unless you really think that the pvp set is important.

    For your build overall, I think it's ok. I think you focus on regeneration with some defense bonus. If you give up a bit regeneration, your defense can be quite a bit higher. This is something you can think about.

    Power choice is good. The build is pretty tight. If you have no problem with traveling around, you can consider replacing super jump (or a resistance passive) by unstoppable.

    The slotting is ok overall. The build can be slotted more efficiently. I'm not sure if it is a low budget build with the kinetic combat there, but it should be quite affordable. I modified your slotting such that your build is soft-capped to all defense types except psionic. If you don't care about fire and cold defense, you can swap out the Aegis for Titanium coaing (for more hit points) or Impervium armor (for more endurance).

    It's the best that you can post your build and let us modify, or at least say something about what you want from your character, rather than simply asking for builds and let you pick the best.

    It's quite typical to supplement willpower with defense to boost survival. If this is what you want, I made a build below that can get you started. For a defense-oriented build, the variation is mostly in the last four powers in the build. You can replace the last 4 powers with more dual blades attacks for combo, a fourth power pool, or some other patron power pool. I picked darkest night because the to-hit debuff can stack with defense to floor mob's to-hit chance, and willpower has the endurance to run the power.

  23. If you're ok with defense around 44%, you can simply 6 slot focus with thunderstrike, and change the multi strike in eviscerate to Scirocco's Dervish. Such changes don't even need a respec. If you love the magic 45%, below is a build that moves a couple slots around.

    If you want defense, you should use the steadfast +3% defense unique. Your build seems to grab aoe defense. I would focus on melee or s/l defense for example. Integration is a toggle. I would just focus on healing and endurance without slotting for recharge. I would put more recharge reduction into instant healing. I don't think you need to put so many slots into combat jumping, maneuvers and weave.

  25. I think it's the best not to discuss TD from the perspective of IO. Because if you say that IO bonus can over-shadow TD, then you get people saying that they don't use IO. While this does not void the argument that IO bonus can do partly what TD can do, this triggers discussion that doesn't relate to TD at all.

    Devices doesn't have build up. In the past without ED, people regarded TD vs build up as a difference between stable DPS vs burst damage. This is because people could 6-slot an attack with only damage if they had TD. With ED, such advantage of having TD is lost. I think this is a better point of view because we can compare the design of power sets instead of comparing TD with IO.
