They are affected by damage buff so they should take advantage of Rage and such.
if you use the +dam attack (sorry memory blank.. can't remember the name), before the start of a combo, your finishing move for sweep will do more damage, also the ticks from attack vitals will also be a bit higher (in my build it's ticks of 21 instead of 17)
A related question: are the additional damage ticks in Attack Vitals affected by damage procs in the finishing attack? Gut feeling would say no, but I wonder if someone knows for sure.

Sorry for the noob dual blades questions, but I'm considering my first DB toon on a brute and I think the combos could be a nice asset if the damage is good.
