Just wait until you hit the level 40-45 range and try no travel powers or AT only powers. There isn't a short arc in that range, assuming you're running blueside.

The problem isn't with CoH. According to this post, it's with the OpenGL portion of the Intel graphics driver. Try updating your graphics drivers.
Searching on this boards for ig4dev32.dll produces a bunch of threads like this.
