Which badges specifically are you trying to get? If you are going for the challenge setting badges then you must do full arcs to earn them - the one-off missions won't count.

I've been working on the Refrained badge, which is No Travel Powers.
I'm actually working on a multi-mish arc right now on a hunch.

Just wait until you hit the level 40-45 range and try no travel powers or AT only powers. There isn't a short arc in that range, assuming you're running blueside.

For the gold badge, try Wincott's arc - it's one hunt and two small kill-alls.
I'm trying to collect the Ouro badges on my brute and I don't seem to be getting some of them. Did they cut back on the Ouro badges like they did the AE badges?
