The problem isn't with CoH. According to this post, it's with the OpenGL portion of the Intel graphics driver. Try updating your graphics drivers.
Searching on this boards for ig4dev32.dll produces a bunch of threads like this.

PS: You never need to "reinstall". If you run the file verification procedure {you can see the button in the launcher} it will check all game files and only download and reapply the ones that don't match what they're supposed to be.

What you say is true IN THEORY.
In practice, you will sometimes encounter a problem that will not be fixed by verifying files but will be fixed by re-installing. As a shortcut, if you can figure out which files have the problem, you can just delete those and FORCE the game to re-download them. There have been several instances recently where verifying files did nothing but deleting the pigg files and forcing CoH to redownload them fixed the problem.

i just renewed my subscription today, so i put the code in and then started the game. i patched it and the screen came up to this:
