Yes, they definitely have Incarnate level to-hit values. That was the number one constant problem. I only barely scratch by with 45 MRA, and no way to raise that other than candy. My Resists are just passable, and again no T9 to raise them.
As for the timer, it's probably good for 9 out of 10 people. I just got interrupted a lot more than average.
As for the tough spot, it took everything I had to punch through it. I was too busy trying to kill them and stay alive to really notice the combination. If I do it again, I'll take the time to note what they were.
I ran my mission after, and it was both harder and easier. Customized and Buffed Cimerorans at +4x8 without DDR can be painful once they get a hit in. -
Crab Tank +4x8: I would prefer no timer, and just use a stopwatch. I got 6 phone calls and spent as much time outside the mission on the phone as in it. I think I would have finished it in 1:15 or 1:30 otherwise, using 3 to 6 small purples per fight.
Very tough, but once I got the rhythm of it ran fairly smooth so long as I kept at least one extra small purple solidifying my defense.
Chasing runners was a major annoyance, but always is with the builds that don't have taunt or immobilize.
One spot I got an unlucky combination of 4 bosses, that for whatever reason was exponentially harder than every other spawn in the mission.
Small purple(s), small reds (optional), Nukem, Serum, AoEm, Kill the Lts, Kill the Healers, Kill the hybrids, Kill the meleers, Kill the stunners. Toss in a Rebirth in there somewhere when you need it. Demonic for the one aweful spawn. Use any oranges that drop closer to the start of the fights.
Tough stuff.
I'm gonna go run my own i15 stress test and see how it compares. This should be painful. Wish me luck. Make that a whole warehouse of lucks. -

I like to have 25hps regen minimum for a passable build. Using Entropic to top that off is acceptable. I do think that would likely be my last ditch desperation option.
I fight mostly at medium to close range. I open with the cones and grenades at medium range, then close into melee where I use the Mace, Crowd Control, and Grenades. Once I close in, the Cones get less use. I expect you stay at range, using a playstyle that would be similar to the old AR/Energy Blaster "Master of Cones" that leveraged Boost Range for massive Cones. Playstyle difference. Necessity, no. Desirable, yes. If my Crab Tank didn't play almost exclusively in Melee as well, I'd consider using this slotting on her. But she almost always closes in first, then uses Grenade, Frenzy, Arm Lash at PBAOE range to make sure everything is annoyed at her instead of her team mates.
I orginally slotted all my gun powers with Achilles. Now days I slot the ST powers with Achilles and the AoEs with Damage Procs. I do this because I feel like on average the LTs, and Minions will die before the Procs "Break Even", and what's left (Bosses and Above) is going to be ST targetted. Running at +4, All Achilles "might" be better. Someone needs to do some stats on it.
I've not used the Ranged Hover-Crab tactics since 2008 ? After that I've been in close melee range with defense heavy variants instead. -
I always slot my builds as I go along, presenting the goal, not the path. I find it both too tedious to present the path, and potentially inaccurate as the path I choose often varies as the teams I join vary. Kudos for going to the trouble to present the path in more detail.
I always try to 2 or 3 slot stamina by level 22. As if it were still a pool power. I personally don't feel like it's worth 6 slots and a set that early, but absolutely worth at least 2 slots, if not 3. But then I almost never do sets before mid 30's or later, simply using SO's and Generics.
I like to have Health slotted with Miracle and Numina by 20 and 30, if at all possible.
Even in a toggle heavy build, toggles will only account for 1.5 eps for the huntsman and 1.85 to 2.0 eps for the Crab. The average attack chain costs between 5.0 and 8.0 eps. I expect that in the original you followed conventional wisdom of slotting endrdx into toggles first, with minimal regard to attack powers, and then found yourself on the wrong side of that 5 to 8 eps. I prefer to balance both toggles and attacks and slot up the primary simplified attack chain asap. For a Huntsman that attack chain would be Single Shot, Burst, Heavy Burst, and Venom Grenade. The worst part for me tends to be between level 30 and 40, when I have all these other great powers and attacks that are underslotted, and that I can't use until the mid 40's when I can get them slotted sufficiently that the gain of using them outweights the costs; However, I still have basic functionality solidly slotted early on. In defcon builds the same happens with the differential that I get my endurance management powers in the 40s, as well as slotting.
I always try to slot Kismet and one Purple +Accuracy Set in a build. If you can get a Kismet of sufficiently low level, the two combined really help with malfactoring. Two Purple sets would completely aleviate any problems with malfactoring, but I feel is not necessary. I understand you didn't want the purple set, but I honestly feel that one purple set is worth it to replace CTO.
I personally am happy with less recharge.
I think I would use Decimation over Entropic. While regen is nice, I don't think I'd miss that little amount vs the accuracy gain.
I don't see the necessity of the Heavy Burst slotting, unless those Hamis are relatively cheap.
While you definitely maximized recharge, I honestly am unsure that it's worth everything else you sacrificed to do it. -
I've always estimated Scourge at 7% to 15% (aka 1.15x), using the higher number for rains and the lower number for standard attacks. I would think 30% would be the maximum, something you'd only see on AVs and EBs, and perhaps maybe Bosses. Everything else should simply die too quickly to really leverage scourge as well. Maybe I've been underestimating it by too large a margin.
I've also always felt the Vigilance Solo buff should have been ~50 to 60 +damage to actually equal out to Corruptors. -

Perhaps it would be better to ask:- Can you solo the Cimeroran Wall ? This is my minimum Survivability. If you can't do this, you may nor may not need to rethink your build or playstyle.

- Can you solo L52 ITF Towers ? This is my desired Survivability.
- Can you solo The Lambda Sabotages ?
- Can you solo The Lambda Sabotages without inspirations ? Really, what more do you want ?

SR is All That and much more.
1800+hp, 45+ MRA and Elude 90+ DDR Scaling Resists and Tough 25hps Regen and Aid Self. All that adds up for 6 to 10 times the minimum Survivability. Maybe I'm too easily pleased. -
Typically I choose:
Sonic Blast - Defender
Traps - Defender, Unless it's Fire Blast and I have a spare PvP IO to make up the defense difference.
FF and Sonic Bubbles - Either depending on the build Goals, but more often defender.
Ice Blast - Either
Fire Blast - Corruptor
Everything else - Determined by the defensive set and the individual build, but favoring the Corruptor most times. -
Passable. I think I would want something more out of it, if I were spending that much influence, but I don't know what that something would be. I'm perfectly happy with builds that cost much much less.

I'd likely take something like this Dark Miasma/Sonic Blast and modify it for Fire Blast/Dark Miasma. Solid Defenses across the board, with Good S/L/E Resistance, and Endurance Managment Powers. Cardiac might make endurance management more of a moot point, at which point you could go for SLE capped defense via Scorpion Shield instead of resistance. I prefer the more balanced approach, letting the Dark Powers enhance defense and resist via -tohit and -damage. Fully debuffed targets would be facing the equivalent of 90 defense and Max SLE resist with moderate other resists.

ELA is a resist set. Combine that with something self sufficient but defense enhancing.

A Pair of Ice Blast/Cold Dom or Cold Dom/Ice Blast are very powerful if they buff each other, as is a pair of Emp/Ice or Emp/Sonic. A Pair of any combination of Veats would be great as well. -
I've retired my Kat/Regen and I now keep debating Kat/Elec (Link) or Kat/Wp (Link).

Ranged mace attacks are the worst possible dpa.

For pure damage I would say Fire/Kin with Fire/Cold a close second.

Fortunata can also build for Melee, and have 95% of the offense of a NW, with additional controls for survivability. Fortunata requires more recharge to perma-mindlink. The only real difference between a Melee Fort and a NW is Elude vs Controls and Recharge time on Mind link.

The new mids lets you turn off the suppressed portion of powers.
Options -> Config -> Effects -> Suppression -> Attacked and ActivateAttack -
Potentially dumb question; but have you unlocked your Patron Power Pools (Link) on that character ?
If so and you can get leviathan, then you should /petition it and get a GM to fix you. -
RE: Combat Jumping
You'll need to decide "Force of Nature" build or "Mu Resist" Build. Each have their strong points and weak points. I could also work with a typed defense Scorpion Shield based build, but I think you'll have more endurance issues with that branch. My Traps/Dark went with FoN. My Fire/Traps and Traps/Dp went with Mu. I honestly don't recall if I have Scorpion on any builds currently, but I have had it in the past.
To fit in CJ, you'll have to give something up.

- Add a PvP +3 Defense IO for 2 billion Influence
- Sacrifice a Power, to gain slots
Maneuvers vs CJ is about a 1 point difference in defense. Not sure if I can compensate for that or not, till I try it with a full build.
You may [s]need[/s] desire Tactics for fighting +4s, if you have any strong preference for fighting +4s. Need is a bit of a strong word as well, given that you have -defense in traps. Probably more like desire.
Vengeance, well I'm totally addicted to Vengeance. Vengeance + FoN is godhood. It's also great for things like nemesis Vengeance, Preatorian Orbs, and all the new -defense powers cropping up everywhere.
Hasten, I totally cringe to give up recharge on a traps character.
Aid Self, I prefer Aid Self, but Triage with Rebirth can make a good substitute. Also, many players despise Aid Self, or just don't like how it works.
PvP IO, this makes it entirely easier to make the build work, and is almost a requirement for soft-capping Corruptors; but is much more optional for a defender. The main problem is cost and aquiring one. About the only way to get one is 35 A-Merits. You can bid on one for 2 billion, but you may wait 2 to 8 weeks, if ever, to have the bid filled. I'm working on getting another one with A-Merits ... in about a month.
Sacrifice a Power, which one, and then how do you make up for whatever bonus that power had with it. Totally good question. I have no idea.
You'll probably want to shuffle things around to get CJ and Triage into the build either earlier or later, depending on your preferences.

I think, I would probably take the cringe inducing route of dropping Medicine for Triage and CJ with Rebirth.
With Rebirth +Regeneration T4, and +hp/+end Accolades, you'll have about 24 hps regeneration without the Triage, and around 40 hps with Triage. However, Triage will not be available every spawn, but can overlap a bit for very long fights, boosting regen even higher for a short period of time. I consider 25hps the minimum for a viable build for myself. Alleyne has about 25hps equivalent between her regen and drain life, and she is a very viable build.

Code:PS: I'm totally useless for a leveling build. I always just play it by ear and change it as I go along depending on what happens along the way. It's more a matter of I know where I'm going, and I adjust as I run into trouble on the way there. The only real thing I can do is warn you about endurance issues. You will have them, plan ahead for them.
