Rebuilding my Kat/Regen
Erm, I'm not entirely sure what you were building for. Your recharge is only 55%, defenses are low, resistances are low, and your endurance isn't all that great, either (because you don't have any accolades).
While SotW is a pretty good attack, Gambler's Cut is better (in terms of DPA) and will net better results in your attack chains. Other than that, you pretty much picked all the right powers (unless you want a travel power or tactics)
Until you get to Spiritual Core, you really want to get the partial core, not total core, alpha slot. That way all your regen/healing will be wonderfully buffed.
Look at the recharge values on your BU, MoG, and Shmeld. Remove one slot and see how little it changes. (.5 seconds)
With the partial core, 3 slotting for recharge is almost completely pointless.
You did a lot of things that don't make much sense... the KD procs I can sort of understand as a personal preference, but the Touch of Death proc in SD? Do you know that it has a lower chance to fire than a mako proc? And Golden Dragonfly... why use 5 oblits, but instead of using the proc, you use a scirocco proc? That makes no sense unless this is a very low budget build and you're just building around what you have stashed.
Divine avalanche is another oddly slotted power. I prefer a nucleolus, lyso, lvl 50 damage io, (any lvl 50) damage/recharge, and a LotG 7.5% rech.
Dark blast has a lot of slots in it... I'm not sure why. If you were building for straight e/n defense, you should have 3 slotted eradications and cleaving blows in flashing steel and lotus drop.
Tough is underslotted, as is weave and maneuvers. Resilience can take the steadfast unique to save a slot space. Also putting in a performance shifter +end proc in QR and Stamina will help your endurance considerably.
That's about all that's standing out. Hope that helps :]
I hate to be the bringer of bad news... but Willpower sucks!!! you're better off rolling a regen

Ah, sorry, forgot to put in goals.
Goals: Low-ish budget, using some of what I already have if possible (only sets I have to buy are Basilisk, Doctored Wounds, Obliteration). 55% global recharge (I thought that was good). 20%-ish Ranged Defense. Not going for soft cap Defenses.
SotW: Huh...not sure how that ended up in the build. I currently have Gambler's Cut and wasn't planning on dropping it.
Spiritual: Yah, that was a mis-click. Definitely want to go partial core.
Tactics: Dropped it from my current build to fit Hasten & the Fighting pool. Not sure I really want to get rid of it, though my build does have 30% accuracy. Missing still sucks.
Recharge slotting: Yeah, I probably don't need BU, MoG, Shmeld 3 slotted for recharge since they do add very little additional recharge. Habit I guess.
KD procs: I came to like them while leveling the character.
Other procs: What I currently have. Could definitely drop them. Think I got the ToD proc to have some non-S/L damage in my attacks (current build is rather old )
Divine Avalanche: I just based it off how I currently have it slotted. LotG that is currently in there got moved to Weave. Don't have another LotG to put in there currently.
Dark Blast: 6 slotted for Range Defense from Thunderstrike.
Eradication: Wow...how'd I miss that set? O.o
Tough: Mainly there to get Weave. If I drop some recharge slots and/or Flashing Steel I could definitely slot Tough & Resilience some.
Weave/Maneuvers: Get me to 20% defense as is. The base % is low enough that it didn't seem worth to slot them to squeeze a little extra out from them.
Performance Shifter: That'd be nice. End is great now, though with 2 extra toggle it might be an issue.
After getting a bit more play time in with the character I'm considering dropping Flashing Steel. I don't use it all that often and with all the extra recharge I have I may not need it to fill any attack chain gaps. That'd be more slots I'd have to play with as well as a power slot I could use to get Tactics back or a Travel Power. Currently I have SJ but was going to go with Ninja Run as my "Travel Power".
But still I fear and still I dare not laugh at the madman!

I ended up dropping it to keep SJ in the build (I refuse to rely on a temp travel, though).

As a side note, we all know about how useful A-merits are for getting the good IOs, but, if you have a regular group of friends you play with (or people of similar interests), it is possible to run an ITF, Tin Mage, and Apex in about an hour (total) {or do LGTF instead of ITF, your preference}. Do this two days in a row and you will have enough merits for a LotG 7.5%, with leftovers.
My group runs these all the time (instead of incarnate trials), and after 20.5 comes, you'll also be able to use astral/emp merits on rewards, so even the more expensive things really aren't all that pricey in the end.
~
Back to the build- if you're not getting tactics, I would at least recommend slotting a kismet in weave, otherwise your accuracy won't quite be at 95% vs +3s in all your attacks. Like you said, missing sucks.
With the slots you can drop from FH, BU, and SM, you can definitely get a few slots into tough.
If you're building for range defense though... that's a little odd. You only really have 1 power to slot a mako's bite set in (Soaring dragon), and all the other attacks you have are either PbAoEs (with no real range set bonuses, cleaving blow/eradications would be wasteful), or they're GC and DA, which generally have fairly unique slotting.
55% recharge is basically the minimum recharge you want in the build (that's just so Dull Pain is permanent without an alpha slot). You will find significant improvements if you can get this a bit higher, and even more improvements if you get your defenses higher.
In a general katana/regen build, I try to have enough defense that 1 DA will put you at melee softcap, and when you throw shadow meld, all of your defenses are at *least* 45 (if possible, 59, incarnate softcap, this typically costs a lot more money, however), while having 60+ recharge in sets.
Here's an example that isn't terribly expensive, if you work slowly at it, anyway.

Flashing Steel - I remember that. Your comments in that thread are what inspired me to consider dropping it which I am am strongly leaning towards at this point
A-Merits: That's how I got the 4 aspect Obliteration. Turned out one of my characters was sitting on 3 A-Merits. Even more conveniently he is also at 9 of 10 tip mission to get to a Morality Mission. I smell another LotG in the near future.
Build: That a pretty solid build. I'll have to play with that when I get home.
But still I fear and still I dare not laugh at the madman!

Got to take the build for a spin this weekend and a Lambda tonight. I really like it. Soloing, a +2 boss made me use Dull Pain. Once. Need to up difficulty. On the Lambda, came close to dying a few times but noticed in enough time to click Dull Pain or Reconstruction. I can't imagine what this build will be like once I get the 4th LotG slotted and Spiritual crafted.

I went partial radial reactive rather than total radial. I figured it'd be more fun to add some additional -res to the other two procs already in the build (achille's heel and fury of the glad) rather than just a higher chance for DoT. Of course, that only applies to the tier 3. T4: Almost definitely radial over core.
