Best secondary for Fire/???
Fire/Cold or Fire/Kin would be the best for what you're looking for. Cold being stronger on the debuffing side, Kinetics being stronger on the buffing side.
If you personally want to do as much damage as possible, Kin might be the better bet of the two. Fulcrum Shift will allow you to keep yourself and most of the team at the damage cap, with recharge and endurance out the ears to keep you going full tilt.

For pure damage I would say Fire/Kin with Fire/Cold a close second.

I'll step up for /Dark. My main is a Fire/Dark corruptor and makes me giggly when he's melting his way through +0/x8 crowds. Several of /DM's moves have -regen, With enough recharge added you can get triple tar patches, which mix beautifully with RoF, you get a team rez (so no individual rezzing) that is also very useful as a stun/debuff, and you get fear and holds too, AND Fluffy!
I also took the dark mastery APP for the great armor it gives and a self rez/AoE stun. It's great on teams if you all wipe, people applaud when you rise up and shortly after so do they.

I love my Fire/Kin to death, and it's still my favorite solo Corr. On teams or solo, its damage is ridiculous, and it only ever stops to rest when it faceplants. Huge damage, but sometimes I wish it had mez protection. ANY Mez protection.
Fire/Dark has extremely cool powers from start to finish. No feeling of having to wait around for one single power that will make you into a god. Everything is good, and everything contributes to the survival of yourself and the team. Excellent and highly survivable with high damage due to a combination of debuffs, mezzing, self-healing, a pet, and consistently high damage (for a corrupter).
Fire/Cold seems like a very fun debuff character. I can't say that I've ever made one, unfortunately, and I don't know how it would perform due to lack of experience with /Cold.

well, the idea of RoF, sleet and ice storm comes to mind. that would be sick too, it would just take a while to get there. but Quino is looking to stay away from having to buff each team member one at a time.

It will do almost as much damage as /kin and let you still take on AV/GM's solo due to debuffs and a lot of IO's. It's also not bad in pvp. Just a little bit more well rounded than Fire/kin. I dont have a fire/kin and never played one, it looks like a glass cannon to me and if thats the case why not roll a blaster?
Melee toons love kins, everyone loves colds and no one realizes what dark can do everything just starts dying and we are not getting hit.
Fire/dark can dish out some serious damage with even more utility than fire/cold. I have also hear and can imagine /dark is pretty decent in pvp if thats your thing.
Some real nice utility in the /dark set that said I find the set oddly static (dark pits timer is too long and that seems to be the core of your damage increase) . It feels like traps to me, I can kick *** were ever I setup but once I get out of my little area my advantage goes away. Cold suprisingly enough does not feel this way with infrigidate, benumb, snowstorm. Sleet is on such a fast timer you always have that juicy -res available.
I'm currently debating between /Cold /Dark and /Kin. I've got a lvl 21 Fire/Dark, but my main reason for not wanting kin or cold was having to buff each teammate individually constantly and now with I20.5 and /Kin and /Cold I won't have to. I'm looking to be the best damage dealer while helping my team do the most damage also either by buffing or debuffing.

Artic fog has fairly significant resistance, a place to pop a knockback enhancer and a building point for defense (not great but every little bit helps).
Sleet is an awesome opener and if its a tough spawn, sleet+heatloss melts it with stacked -res. Snowstorm isnt great but yet another source of mitigation.
Troublesome mob just add benumb and win.
The shields are by far more mitigation for the rest of the team, but not yourself.
Kin is awesome but a melee range heal, end drain and some damage debuff is your defensive tactic. Maybe I am missing something but cold just has way more mitigation tools than kin. My impression from my mind/kin controller is the set plays just like a blaster kill them before they kill you. Isn't that the definition of a glass cannon?
For solo situations, I suppose Sleet means something. But as stated in other threads, a Controller or Dominator is likely going to make Sleet and associating powers lose that luster. But this is threading more into the "Dark Miasma > Cold Domination" debate.
That aside, if we're going to get into that, we can say /Kin provides a lot of damage mitigation by merit of "Instantly Melting Everything And Everyone."
For early level shenanigans, I guess the moment you get Sleet is when Cold Domination's mitigation begins to shine. Which is... 35. This is 3 levels before Fulcrum Shift, so three levels of the superior advantage. Also, at this point, you're probably no longer soloing. If you are, well, eh.
Once you hit 38, the power of Fulcrum Shift is going to provide more mitigation than Freezing Rain. Again, by merit of "Everything ever dies forever.". Although Freezing Rain has it's -Res component, but eh.
Oh well. Sort of a wonky debate, so let's put it up as such;
Cold Domination does not provide as much build freedom as Kinetics does, in options of not having to sacrifice as many IO sets for Recharge and +% Damage.
Cold Domination has a better safer solo tools pre-soft caps.
Both sets are valuable.

Different experiences in game then. I get that you are gung ho on /kin but are you really trying to devalue sleet????
I don't know how you could possibly be underestimating sleet this badly, have you ever used it? It is game breakingly powerful. If I was a controller I would be seriously mad an offensive class gets this power. It might be the best control power in the game. This single power lets an IO'ed /cold become the controller and tanker for a team, and we already do low level blaster level damage, along with decent buffs.
The other thing that has not been said is how clicky kin is, it is one of those powersets my hands are tired after a couple of hours play. Maybe the new speed boost buff helps reduce that but it is still an extremely active secondary.
If you want something to do every single second of a fight, kin is for you and it is a great set. But cold is a more versatile well rounded set in my humble opinion (INMHO refresher for those that hate acronyms like me).
