Well, Nosferatu has two Mind Control powers (Psionic_Attack vector only), and he's got Chill of the Night (autohit damage and -tohit)

I think they're in the wrong order. Strike gives +tohit and a special bonus after you use Block... but it's not possible to have Block when you get Strike.

No, I think MondoCool hit the nail pretty much on the head there. You have 24 powers, several of which will likely be toggles or autos. You could theoretically have 5 veteran powers that you might use during combat (though one is a pet summon), but by the time you have 24 powers (lv49) those are largely ineffective anyway (no slots).
If you're going to try and count temporary powers, I think there are only 2 in-combat temporary powers which don't eventually go away: one is your origin power, and the other is the Snake-B-Gone you get from Terrence Dobbs in Grandville (mag 5 stun to Snakes except the AV Stheno, and instant kill to Snake Eggs)
While it's possible to fill all 24 powers with clicks, you'd have to be trying, and such a build would be ridiculous. -

Of course, that makes one wonder why he didn't destroy the other motherships.
Have you actually done the STF? The Web leeches the power from other superhumans and feeds that power to Lord Recluse. -

- Accuracy is the multiplier, not ToHit.
- Accuracy cannot be killed, since there are no -Acc debuffs; every power which claims to debuff Accuracy is actually debuffing ToHit.
- If ToHit is debuffed, Accuracy doesn't help. And since there isn't anything that debuffs Acc, and ToHit is already the more effective of the two...
- [Base ToHit] + [ToHit Buffs] - [ToHit Debuffs] - [Target Defense]: if this sum is at 0.95 (95%), more ToHit is no longer effective. Base ToHit is 0.75 against +0 critters, 0.39 against +4 critters. Unless you're being hit by -ToHit or the target has +Defense, you're never going to need more than +0.56 ToHit.
- [Power Accuracy] * [1.0 + Accuracy Enhancements + Accuracy Bonuses] * [Net ToHit] is the final chance to hit for the attack, and it cannot exceed 0.95 (95%). Many powers have 1.0 Accuracy (thus without any +Acc, the chance to hit will equal the ToHit), and few powers outside of AoE controls have less than 1.0. And, if the final value exceeds 0.9 (90%), the worst you can do is hit with every other attack, due to the streakbreaker.

Technically, Dimension Shift and Black Hole are foe Intangible powers, while Detention Field and Sonic Cage are foe Untouchable/AffectingSelf powers. Similar effects as perceived by the player, but different in the game mechanics.

I think it's more likely that you'd need to be "overpowered or on a team of 25" to complete the Incarnate content, than that you need it to earn the Incarnate levels. If it wasn't hard, why do you need more power? And if you don't have the extra power, why does it need to be extra hard? That's my view, at any rate; it's like normal leveling: you do normal stuff to gain more power, so that you can achieve the harder stuff.

Scrappers and Blasters (Heroes) and Brutes (Villains) are probably the simplest to learn how to play. You start with 12 character slots per server, and you can purchase more, up to 36 per server (that's including the 12 you start with). You also get a free character slot token for every year you've had an active subscription.

The flight speed cap has always been the same, I don't know why you saw something higher in Mids'. You may have been misinterpreting the display, since Mids' tells you both your flight speed as if there were no cap, and what it's been capped to.
Most (all?) flight powers have a speed debuff as well as a buff. Because the debuff is written to not be affected by enhancements, this means that each flight enhancement you add is more beneficial to your overall speed than it otherwise would have been, without making the base speed too high. -

2. I wouldn't say so. This year we're getting 4 new sets by July, and I believe we've gone a full year without getting a single one. It varies.
