In general, in any other business, "account must be in good standing" means 'paid up, active & current'.
In relation to CoH & beta invites, I suppose you could replace 'active' with 'unbanned'. But 'paid up & current' would also still apply.

I think it's just a vague term to allow them to exclude people from the closed beta who would otherwise qualify for it - for example, a 5 year vet is entitled to a closed beta invite under the requirements they set out, but if there's a 5 year vet who's disruptive or constantly negative or aggressive towards other posters or the devs, or just generally thought to be an unsuitable beta tester for whatever reason, then they'd be unlikely to be allowed in.

The guess of 'paid up and unbanned' is the safest bet.
People who haven't been reported, are helpful with bugging things, haven't made characters/engaged in behavior where GM's had to intervene, and helped provide feedback when asked to do so are all possibilities, but that's conjecture.

I'd replace 'paid up and unbanned' with 'paid up and unblacklisted'.
You don't have to be currently banned from the game to lose future beta invites.
One leak pinned to you would be good enough.
