Exemping build.
I built this with an eye towards exemping down to do lower level stuff, I keep all my set bonuses (save the t-strikes) to level 25. I went for s/l/e/n, as there are quite a few ranged energy attacks with no s/l component and DA has poor energy resistance. I got 42.5% s/l, 41.3% e/n, without running maneuvers (which was intended as a mule, but I have enough recovery to run it boosting the def numbers to 45.1% s/l, 43.8% e/n). Net recovery without the epic powers active is 2.52 end/s with accolades, not including the pshifter procs.
I'm not sure what to do about guarded spin, as it isn't really doing much for me. I left it as is to help me when I exemp below 25.

Take 2.
45.2%/45%/45.4%, 1.97 net recovery (plus the pshifter procs should be 2.6+ in practice, 120 total end) with alpha and accolades.
I guess I'll have to see how it shakes out, I'm 41 now and running all the toggles on mostly SO's; I haven't taken any epic powers so I think I'll be able to switch to the +rech form. I dropped hasten in this build for taunt, it was the difference between a 9.x second heal and a 12 second heal. I'm not 100% on that choice either, but I can grab a slot from dark regen if I decide to go back to hasten.

So, are you pretty much hovering and fighting from range with this, then? If that's the case, burn is not that useful as a power choice (as you have to be on the ground to use it), blazing aura with its 8 ft radius probably doesn't do enough damage to justify its end use. If more survivability at range is your goal, I'd drop these (and maybe CJ) for the fighting pool, and get some more slots into your epic armor.
Also, the regen tissue in RotP will only activate when you use the power. As to blaze vs. blazing bolt for the ATO set, blaze will give you more opportunities to benefit from the dmg proc. Hot feet looks underslotted to me. The 3rd lotg (the d/e) in CJ and hover don't benefit you much as they're both fairly inexpensive powers endurance-wise, and there are better ways to boost HP with those slots. Hasten can get by on 2 slots if you're willing to throw a few boosters in. If you're going to take Inferno, I'd slot it at least for dmg, if not also recharge. You can skimp on acc in that power since it's likely to be preceded by aim and build-up. If you find you don't use it much, I'd replace it with an lotg mule (like stealth, which would incidentally give you 'full stealth' combined with the IO in sprint). Or maybe assault, if you don't want to give up CJ. -

Some interesting ideas there, I'm going to have to peek at my build again to see if I can short stamina by a slot with my alpha. May have to do 2 builds, another for exemping down...
Some quick 'at a glance' thoughts, Stealth can't be used at the same time as CoD. At best it's a set mule, then. No big deal since I can replace it with hasten and have a slot to play with, or taunt and have 2 slots freed up.
And I haven't tinkered with it yet, but I'm not sure I can get accuracy where I want it for Dark Regen with a single IO. And I'll miss that ToE proc, which makes it an endurance neutral power in most cases... I'll play with it some and see if I can't work something out.

Yep, your to-hit chance vs. +2s is capped with 1 SO. You can see this yourself in mids by going to options -> configuration -> exemping & base values. Change the base to hit chance from 75 to 56 for +2s (48 for +3s). When you mouse over a power, a description shows up in Info (to the left) that includes 'Accuracy'. This is your to hit chance, anything 95% or higher is capped.

edit to add: sorry, that's not very constructive. here's a sample build for a wm/sd scrap, everything but the ATO set (which has mostly the same bonuses for brutes) and the epic pool (i prefer the brute version of the same pool) should transfer directly. hope it helps.

some quick thoughts:
both weave and maneuvers give the same base defense, but maneuvers uses considerably more end. if you're going to 4 slot only one of these, maneuvers makes more sense for the extra end redux.
you're far enough over the s/l cap that you could drop the kin combats in kick, move 2 slots to maneuvers and one to cj and still be capped, and get another nice global accuracy bonus. or move 2 to web envelope and slot with enfeebled.
were you slotting drain psyche to get you through a nuke crash? i like a bit more healing in there, personally. anyway, i think you could get away without endredux in that power for more recharge.
you're over the hp cap by a bit with your accolades, so you could afford to lose some of those bonuses. i was thinking you could get another 5% global rech in spring attack with oblits, since you're also over the energy def cap. if your goal is s/l and ranged, maybe not.
i don't think 10% regen bonuses are worth pursuing in general, they pale in comparison to drain psyche, which is giving you 130+% per target as you have it slotted. you could drop a slot from scramble thoughts and just put an acc/end from a stun set there. between this slot and the one saved from kick, you could 5 slot your purple ranged set.
personally, i prefer a miracle unique in health (and, for that matter, another slot in stamina -maybe the proc in spring attack?) for those times drain psyche misses against a hard single target.
the ragnarok dam piece is mostly getting eaten by ed. i'd replace it with the d/r, you can use enhancement boosters on the d/r if getting to the ed-cap is top priority.

Seems like Aimed Shot and Blazing Arrow would do it with all the other things I have to work in. Aim, Lingering Radiation, AM, Hasten (If I need that.), plus time spent moving if the AV moves.
As to -regen, iirc that debuff will be resisted by 85% by a lvl 50 gm/av (might want to check my numbers in the wiki, I'm being lazy). Beam's Disintegration applies -150% and you could stack that twice for 300% with some recharge. So, resisted, it'll drop the av/gm's regen by 45%. As a comparison, Lingering Rad applies -500% regen, for an applied -75% vs an AV/GM. GM's regen somewhere in the neighborhood of 300 hp/s, so it will be a noticeable difference.
As far as defender vs corruptor, also keep in mind that AM's +dmg buff will be modifying higher base dmg on a corruptor. A defender's ranged dmg scale is .65, a corruptor's .75.
edit to add: It's worth noting that the -regen numbers are the same for defenders, corruptors, and controllers. Enervating field (-resistance -dmg) is better on a defender, I'm not really clear on how debuff resistance works in this case. -

I killed a few AV's on my SD/DM tank on SOs, but I'm sure nowhere near as quickly as a toon with debuffs. And I used soul drain fodder. On generic IO's I dropped a pylon with it (no istuff, but post-brusing). Just a little experiment to see what I could do with it for minimal investment.

Just a comment on your failed fire/kin attempt: lvl 20 isn't really giving it a fair shot. It's a late blooming combo, getting the pets at 32 helps a bunch, fulcrum shift at 35 (and slotted asap) makes it feel like a different animal. Even a halfway decent IO build is yet another step towards beastliness.

I've done a few DA toons now, my others are typed def, so I thought I'd give this a shot. You may find on your own toon, that it's worth squeezing in some e/n def once your s/l is where you want it. DA has pretty low energy resistance, and there are a bunch of energy attacks. I've found it helped 'sturdy up' my other DA toons.
another edit to add: the stealth proc is completely unnecessary. I had it in there from when I was looking at Super Jump and taunt in place of hasten. So torn... -
So... I've been looking at this for far too long, swapping slots, sets, powers and not getting much closer to my goals. Maybe someone else would be willing to tinker with it
Toon is to be as sturdy as possible for PvE, and it'd be great if I could get it to where I don't have to lean on the +recovery form. I'd like to softcap all 3 positions, and 95% chance to hit +3s.
Power choices are mutable. I had Focused Accuracy where Mercurial Blow was with a set of Gaussian's, to explain that wierd placement. I'd love to squeeze in taunt but can't figure out where.
Right now I'm looking at Agility Core for alpha slot, relevant numbers are 46.4% melee, 44.7% ranged, 43.4% aoe defenses. 2.17 net recovery, plus 3 pshifter procs (that's with alpha and accolades). Cardiac seems like a possibility, but I really like the recharge from Agility.
Any thoughts/improvements? Alternate builds? Hoping someone will have seen something I didn't. Thanks in advance for your feedback.

Just some thoughts, mostly opinion as there are many ways to build a blaster and what works for one player may not please another...
I'd try to get my attacks ed-capped for damage.
On /mm, I like to build for softcap s/l defense and recharge, to make better use of drain psyche. However, this isn't the only way to do it; some like s/l & ranged with less recharge, or s/l/e because it's not too tough to get via scorpion shield, I've seen others go for ranged & aoe. I've done a couple blasters with 32.5% s/l/e/n backed by a resistance shield, which also seems to work well. That said, I think you're stretching it too thin to focus on all types or all three positions, you wind up not getting all that much and it tends to dominate the build. Recovery bonuses can take a backseat thanks to drain psyche, regen bonuses even more so. -
Not a blaster, but an empathy/electric blast defender was the toughest time I've had soloing. Skip the hold in the secondary.

Are you more interested in a max dps build or a max survivability build? Somewhere in between? And, while I'm sure Dechs means to be helpful, I think kat/da leans more towards building toward positional defense, while his builds lean towards typed defenses. His general advice for DA is good, though, if you're not sure where to start.
The high-end scrapper kat/da conversations are a bit out of date, sadly. It's a combo that hasn't been discussed in-depth post ATO's and hami-o 'fix'.
Finally, some of those 'budget' kat/da builds have been pretty good. Grab one you like, improve it as you're able, and submit it for discussion. Let's see where it goes.

I guess I should define manageable. Do you find yourself popping blues in PvE team play? How many blue insps to drop a pylon? How many for a run-of-the-mill even-con av? (rough estimates are fine with me.) Are you running ageless? (which seems like a viable solution...) or something else?

Grant Cover is a source of defense debuff resistance, I wouldn't skip it. I like to double stack Active Defense for the same reason.
Your build has 39% ddr, it's possible to boost that to 62%. It makes a big difference against baddies that debuff defense. -
500m goes quick if you don't supplement it with some merits (of some kind)...
The important stuff, imho:
Theft of Essence proc in Dark Regeneration
kb protection IO somewhere
at least 3 slotted Stamina, with a Performance Shifter proc in one of the slots
both healing uniques (Numina and Miracle) in health if you can afford it.
After that, try to get good endredux in your attacks. A steadfast 3% is a nice addition as well. Make sure to get him the Atlas Medallion accolade, it takes about 10 minutes.
Here's what I might do for a low-budget dark/dark, I think you could do it for 500m or less but I'm not really sure... If you grab the health uniques via hero merits that will save you the biggest chunk. Decent recovery even with Cloak of Fear, good accuracy, a little bit of defense and recharge.

Accuracy is pretty low in defensive sweep... It needs to hit to buff your defense. Acc is low in death shroud, as well. Low accuracy in a dmg aura will screw with your streakbreaker in unhappy ways.
Two slotted Stamina and 3 slotted PP? Swap those.
Maneuvers, weave, and CoD all offer the same base defense. Maneuvers uses the most end, CoD the least. It makes more sense to use more slots in maneuvers for additional end redux.
You might consider Vigor for alpha: heal, endredux, and accuracy.
4 pts of kb protection wouldn't be enough for me on a melee toon, you're going to get ragdolled around a bit (for example, an exploding dead ACU will knock you down...) -
Swapping the Devastations for T-Strikes in Gloom would get you the defense you want. I'd look closer with a datachunk (just check the box in the mids export options), but at a glance I'd want High Pain Tolerance slotted more heavily for heal enhancement, it's a sizable +HP buff.
If you've got enough recharge to run bf-av-repeat, I'd probably look at Vigor for the alpha. If not, spiritual. -
Just for fun, I threw together a claws/dark brute. This is not helping my altitis.
40% s/l, 37% e/n (to help cover the lowish energy resists), 2000+ hp, 12 pts kb protection, all attacks 95% vs +3s including cloak of fear with a single followup (it double stacks). Nothing too pricey in the build, no pvp io, purples, or even purple ATOs. So there's room for improvement, but I don't have the time to grab all those goodies for all my alts... Recovery is over 2 end/s with accolades before the 3 pshifters are accounted for. I built to my own taste, which means no epic aoe as I dislike redraw and spin + dmg aura is AoE enough for me. I doubt it would ever see the inside of the AE building. cloak of fear gives a 7.6% to hit debuff, but one could replace it with taunt 6 slotted with Zingers. (I may have to try this on a scrap... once I get some other stuff finished up and provided I'm not working on some new staff toon)

Guarded Spin gives melee and lethal defense. It may make sense to build around that and shoot for positional defense (though not with oblits, most likely).
