Alright.
So I wanted to be a really fast flier, and I was playing with some power combinations. Without listing all the numbers, I'll just tell you something many of you already know: There's a hard cap for flight speed. At least there is for me.
It's 58.63 mph.
But in truth, I've wasted some of my power choices.
I have swift, flight, power boost, and a jump pack, a movement bonus because of IO sets; all these add WAY over the cap. But it doesn't matter; I can only go 58.63 mph.
My question is: WHY?
It's so easy to hit the flight cap without extra powers and IO set bonuses that they are redundant. Is there any reason why the hard cap is needed? If I were to buy Winter's Gift (universal travel) and get the movement bonus...it would be useless.
At this point, I'm looking at respeccing just to get rid of slots that will never benefit me.

I remember one of the devs explaining the servers can only handle so much speed. Fly is chews up more server processing than Super Speed, and thus slower.

Indeed. A Jump IO will boost both the Jump Height and Jump Speed components of Hurdle. Move the Microfilment to where it will get some love -
Hmm, As you're using Hover & Fly, I'd recommend more range in Blaze and Fire Breath. Perhaps 1-2 Range IO for Blaze and 4-5 pieces of Devastion(I often do one 1 Range, I Dam/Range HO, and 4 parts Devastation for the short range/High Damage powers). Positron's Blast is perfect for Fire Breath, but add another slot for 1 range IO.
Fly has recently been buffed, and only requires 2 slots to reach max fly speed. Not sure Why you have both Fly and Super Jump short of placeholding. (Although, you could swap a power out to grab Acrobatics for a smidgen of Hold Protection) -
It's a 10% chance to heal 5% of your Health. It doesn't take into account powers/set bonsues that raise you total health.
It might not seem like much, but with one in each attack, you'll get more overall. I have it slotted in my Blaster's quickest attack along with the full set (+6.25 recharge isn't much either, but heck, I'll take it) -
More significant that it appears at first glance.
Kismet +Acc is a misnomer, it grants +6% ToHit.
Accuracy and ToHit are actually different mechanics:

I want to bind ice shield, glacial shield and frost works to the numbad. So if I press 1 it would put ice shield on player one, shift and 1 for glacial and ctrl 1 for frost works.
If someone could just give me an example of it that would be much appreciated.

I use the Numberpad keys myself:
/bind Numpad1 "team_select 1$$powexec_name Ice Shield"
/bind Numpad2 "team_select 2$$powexec_name Ice Shield"
...etc. through Numpad8...
/bind Numpad9 "powexec_name <insert other shield power name here>"
You usually have to hit each key twice to get the power to work, but it's still quick.
I've also use the - and + keys on the numberpad, You must bind "Add" or "Subtract" for it to work. -

Why, oh WHY would you put that in Hurdle? It only has a jump component. -
There currently is a chat bug that erroneously plops previous keystrokes when you start a line of chat. This same bug sometimes occur when you start to type your password.
If this is the case, highlight the whole of your password and delete, then try to type it again. Hopefully this is all it is.
If not, it does take some time for a password change to take effect. -
If your login name is the same as your Global, I'd highly recommend changing your login immediately.

As to the optimum attack chain, it depends heavily on how many DA stacks you want. DA>GC>GD>DA>GC>SD will stack DA up rather heavily but be slightly worse damage while GC>GD>GC>SD completely ignores DA but is the best solo attack chain you can manage. The first chain is going to be pretty easy to get the +rech for since the only attack that requires much in the way of +rech is GD which needs ~81%. It's an SO attack chain that will work quite well, even with IOs. The second chain is going to be a bit tougher because it requires a decent bit in GC (90%), slightly more in SD (136%), and a rather significant quantity in GD (250%). For the second chain, you're pretty much going to need Hasten. For the first, you wouldn't need it at all. For attack strings in between (re: less DA for better damage), you'd start getting greater +rech requirements.

Concerning hit points, perma Dull Pain, the +hp accolades, and tangential +hp set bonuses will set you nicely. The problem therein is getting perma-DP (200% +rech). 5 piece Doctored Wounds (all but Heal/End) will get you nearly halfway there (102.5%). Hasten with 3 level 50 rech IOs will get you a bit more (~45%) that gets better as you get more +rech. Around 45% global +rech with that slotting in Hasten will get you perma- Dull Pain (but still quite a bit from perma Hasten).

To Deranged: Sting of the Wasp isn't taken by most Scrappers-in-the-know for good reason. It's not altogether a great power. You're much better off switching it out for Gambler's Cut.

Gambler's Cut really isn't much better than Sting of the wasp. Any Katana scrapper generally takes one or the other. It's a personal preference. -

Sprint? Not really. I've heard of folks slotting Brawl, though. Usually better off placing those slots in other powers, as brawl has little to enhance. -

I kinda did. Red fortune in my toggles Plus the Guassian's Set in Focus Chi gave me +10% to Ranged def. Coupled with Ed capped toggles, and 3 slotted autos, Ranged def did indeed hit the soft cap.
Then when we got some new IO sets:
Obliteration for +3.75% to Melee
Blessing of the Zephyr, +3.13% to Range & AoE twice
However, to really hit it, Scirroco's Dervish in your AoE attacks and Touch of Death in Melee will get you higher AoE and Melee def than my build did
To use the Steadfast Protection Res/Def you really need to get Tough, although that does require investing in pools. (Originally I only used Tough as a Steadfast placeholder, never turned it on) -

I'm sure it's broken.
It's that bad a chance to proc, that whenever a critter see's you and realises you have it in your build, they laugh to death.
But that laughing to death part appears to be broke.
Seriously though, I always wondered if it was a stupid typo, that is, it might have been supposed to be a 20% chance to proc and not 2%.

I used to think that was the case. However, 6 issues later, it still hasn't been fixed.
Worse, most procs are Pool C (tf pool). This is yet another reason I don't waste merits on a random roll. -
As far as I know, Perma-Hasten can't be done anymore. Also Hasten is kinda a pain in the butt with any weapon as it causes redraw. My own Kat Scrapper used to have it, but I've manged to make a great attack chain:
Sting of the Wasp (4 parts Mako's bite)
Flashing Steel (Scirrocco's Dervish)
Divine Avalanche (4 parts Mako's Bite--including the Proc)
Lotus Drops (Scirrocco's Dervish)
Soaring Dragon (Crushing Impact)
Golden Dragonfly (Obliteration) -

We have no idea the extent this upcoming "customization" actually is. Luck only comes into it, when our speculation(and hopes) actually match what is coming.
We all have different ideas just what Power Customization would be. I remember that different animations was one such desire. -
We can't even be sure we'll be able to tint the power pool effects at all. It may just be the main powersets. They've left us to endlessly speculate.

It can help mitigate Melee foes. 3 seconds is short, but they attack someone besides you for those 3 seconds, and sometimes run away from you to try to attack another enemy. (they don't usually make it before they come to their senses, but it's still pretty cool)

When I would activate fly, my travel power with it slotted, IMMEDIATLY after deactivating it I would get a snowflake icon on my buff bar for 10 seconds. I clicked the icon and it is the 20% resistance to slow buff.
So is this enhancer not global?

It's Global. The IO icon isn't supposed to appear in the Icon bar. Blessing of the Zepher: KB protection does the same thing. -
