Kat/Invuln Question
As far as I know, Perma-Hasten can't be done anymore. Also Hasten is kinda a pain in the butt with any weapon as it causes redraw. My own Kat Scrapper used to have it, but I've manged to make a great attack chain:
Sting of the Wasp (4 parts Mako's bite)
Flashing Steel (Scirrocco's Dervish)
Divine Avalanche (4 parts Mako's Bite--including the Proc)
Lotus Drops (Scirrocco's Dervish)
Soaring Dragon (Crushing Impact)
Golden Dragonfly (Obliteration)

For Invuln, I'd probably be double-stacking Divine Avalanche. You can hit the lethal soft cap easier than that, but I'd want to hit the Melee soft cap as well. Then ideally, soft cap FCEN, and you only have a ranged and AoE smashing hole, which shouldn't be a problem with still decent defenses and very good resists.
So I'd suggest my usual defensive chain: Divine Avalanche -> Gambler's Cut -> Golden Dragonfly -> Gambler's Cut -> Divine Avalanche -> Gambler's Cut -> Soaring Dragon -> Gambler's Cut. That only takes +90% recharge in Gambler's Cut, which is to say that you don't need Hasten at all, let alone perma Hasten. You'll probably want Hasten anyway to get perma Dull Pain, but you won't need it for your attack chain.
And yes, perma Hasten can still be done, most easily on Super Reflexes. It's just uber expensive, and dominates the build. I'm about 2 seconds away from perma on my Dark Melee/Super Reflexes. I could have been there, but there were other things I wanted more than those last two seconds.

First off, perma-Hasten can be done. It's just really hard and will have a rather hefty opportunity cost associated with it.
As to the optimum attack chain, it depends heavily on how many DA stacks you want. DA>GC>GD>DA>GC>SD will stack DA up rather heavily but be slightly worse damage while GC>GD>GC>SD completely ignores DA but is the best solo attack chain you can manage. The first chain is going to be pretty easy to get the +rech for since the only attack that requires much in the way of +rech is GD which needs ~81%. It's an SO attack chain that will work quite well, even with IOs. The second chain is going to be a bit tougher because it requires a decent bit in GC (90%), slightly more in SD (136%), and a rather significant quantity in GD (250%). For the second chain, you're pretty much going to need Hasten. For the first, you wouldn't need it at all. For attack strings in between (re: less DA for better damage), you'd start getting greater +rech requirements.
Concerning hit points, perma Dull Pain, the +hp accolades, and tangential +hp set bonuses will set you nicely. The problem therein is getting perma-DP (200% +rech). 5 piece Doctored Wounds (all but Heal/End) will get you nearly halfway there (102.5%). Hasten with 3 level 50 rech IOs will get you a bit more (~45%) that gets better as you get more +rech. Around 45% global +rech with that slotting in Hasten will get you perma- Dull Pain (but still quite a bit from perma Hasten).
To Deranged: Sting of the Wasp isn't taken by most Scrappers-in-the-know for good reason. It's not altogether a great power. You're much better off switching it out for Gambler's Cut.
Cool, it's good to know that I don't need perma hasten. I played around a little bit and in order to get close my defense suffered. Werner: I am in the same boat with hasten on my DM/SR, I didn't feel it was worth the influences/sacrifices to get that last big of recharge.
With the numbers yall threw out this doesn't look like it's gonna be too hard to do(though I'm sure I'll have to play around in Mid's a bit to get it to work).
Question, I currently have the PvP defense IO sitting in my base and I'm thinking about using it for this character. But I'm not positive yet. How powerful could this build be if done right?

Probably very powerful, assuming you can pull off a build that does everything soft capped defense, perma Dull Pain, Aid Self, Tough, and so on. You won't be setting any DPS records, but it'll be good enough to take down almost any target, just more slowly and safely than some of the DPS builds.

Gambler's Cut really isn't much better than Sting of the wasp. Any Katana scrapper generally takes one or the other. It's a personal preference.

Server clicks are applying the arcanatime correction to the animations (animation/0.132) rounded up +1.
While GC and sting are almost indistinguishable in DPA, they are lower than SD and GD, so you want to minimise the amount of time you spend using them compared to the big attacks. To use the highest damage chain where DA not required, SD/GC/GD/GC and compare replacing GC with sting:
Using GC: Clicks 41 Damage 6.276 Dam/click 0.1531
Using SotW: Clicks 47 Damage 6.948 Dam/click 0.1478
Also you need a lot more recharge to pull this off in sting, and not having to slot that means you can slot more procs in GC making the disparity even wider.

Perma-hasten now days is achieved by having more recharge than hasten grants. Hasten gives 70% recharge, and paired with the ~96% you can do with 3-slotting hasten, you end up needing about 110% Global Recharge (Hasten needs a total of 275% recharge to get perma) from other sources to Perma hasten - which is 40% more than what hasten grants.

My question: why not using DA as a defense to add to your defense numbers? Or using the IO sets as you suggest doing that? I'm not numbers guy. I just noticed when that when I get DA double stacked it adds about 50% to my defense.
And can you build a good Kat/INV with out using the fight pool. I'm not looking to solo AVs so I was just wondering.

My Kat/Inv is probably my 2nd favorite toon, it is in my top 5 for sure. Until just very recently, I never bothered to actually slot IOs. Spending the time to slot IOs required either a concept need (my Kat/Regen got slotted with IOs because I needed in-combat movement speed, I didn't really gain a lot of power with IOs, but I did gain back a lot of what I lost when they added travel suppression) or a power need (my Fire/Fire blaster needed more survivability and endurance).
Celeste Cat's concept is fine with SOs (and the few Hami's I have). Her power level was also not really a concern. Solo or teamed, she was tough as nails. Over long fights, I could have some endurance issues, but nothing too problematic. Death was infrequent and I loved tanking with her. I had Aid Self and as a Science origin who was created by the government to take down super villains, a healing/repairing gadget fit right in. Throw in the Presence pool to control the battlefield, and I was a happy kitten (hur, hur). Leaping and Fitness round out the other pools. I tanked the STF, I finished an all scrapper STF, I completed the RWZ challenge, my concept was solid. Why bother with IOs?
I need an impetus to change builds. For example, one day I was in PvP with my flying Fire/Fire blaster and everyone, of course, had SJ/SS. So many damn people would get away from me with just a sliver left, because I could not keep up with Fly. Due to my frustration, I exited RV and immediately respecified into a build I had been considering, but putting off (a choice that has made me extremely happy in the long run). Back to my scrapper; I really liked Celeste's old build, but knew I was not taking advantage of what IOs could bring me. I made many build plans with IOs, but none caught me. An event in I15 was the straw that made me change. Why I could finally change builds: 1) Dual builds, my old build still exists and I can play it whenever I want; 2) I wanted to change back into a build that included the Invuln passives since the recent buffs; 3) My all scrapper Kahn TF attempt ended in failure and my sorry [censored] SO build that couldn't maintain attacking because of lack of end was certainly not helping.
Whipped up a build plan that violated my cardinal rules for Celeste. "I will never take Tough on an Invuln because Invuln should not need it." I took Tough and Weave. "I need Provoke and the fear powers for concept and to help me tank." I dropped the Presence pool. "Katana does not need much +Recharge and I can live without perma-DP." Near perma-Hasten (16 secondsish off) and DP.
Pooling my and my wife's resources, we put together the build in a week (who knew we had so much loot spread across so many characters). I am still missing 8 purples and 1 Numina (Heal), but the build is plenty good to run (the version I have on test is complete, although the PvP +defense IO could be added I guess, it is not in my plans only because it is so far out of my reach). The build is very resilient. Completed the RWZ challenge without needing Unstoppable (I always eventually needed it in my SO build for the +recovery at the least). While DP was up, I could go AFK with DA on auto vs Adamastor, Eochai, and Jack. The 6 scrapper ITF on Invincible was another good test. I am really looking forward to the STF, because of the variety of damage types, end drain, slows and some Psi tossed in for fun.

Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
So I have a Kat/Invul(level 37) that I'm leveling up currently and I'm starting to think about IO'ing her out to get max performance. What I'm wondering is what are some goals I should build for? I most definitely wanna solo AVs and I want to be extremely strong on teams.
Is perma hasten needed for the ideal attack chain for Katana?
Also, I'm trying to decide exactly how I want to slot for defenses. With DA it won't be too hard to soft cap melee, but at the same time typed defense is Invuln's strength. What do you think are good numbers to shoot for? I could let DA take care of my lethal defense, but that would leave smashing sitting at a low number. But at the same time if I take Tough then my S/L resist will be sitting around 70%.
With accolades capping Hit Points doesn't seem too hard, so getting there should probably be a goal.
I don't want anybody to give me a completed build right now, I just want some ideas on goals to strive for. I'm looking forward to coming up with a build myself and then submitting it for everyone's approval.
