Debilative Action: 2%??? chance for stun.
It has been that way since I9, and yes it has been commented on at various times.
One issue is that it slots into AOE immobs, which have a target cap of 16.
It was also one of the very first drops I ever got redside from a BMLS run, thankfully someone wanted one and it sold.

Does anyone with experience with this IO have anything to say about it? I'm sitting on one Blueside, and haven't sold or deleted it yet.
If it works decently, I might just slot it somewhere...

QFT for this bit, however I did see it proc once before I pulled it out on a respec.

At 2% to proc, on average it has a decent chance to stun one enemy every 3 spawns in a full-sized team.
Oh, and it's a mag 2 stun, so it only affects minions and lower, so if you *DO* get your proc activation and it's a boss or Lt., well, too bad.
Vendor, or list on the market and hope for a sucker to buy it.

I'm not sure which is worse, an IO with a crap chance to fire, or an IO with a chance to do nothing. (10% chance for a MAG 1 stun? MAG 1? Really? That does nothing unless stacked with something like EM.)

In that case, it also has a high chance to double proc - it sure did for me!
Whilst we can argue a little about the rank ordering.
Its pretty clear that to slot any of those three you must be REALLY wanting a specific set bonus.
The IOs themselves are not worth a slot, and to me that is an issue, but one I doubt we will see changed.

It's that bad a chance to proc, that whenever a critter see's you and realises you have it in your build, they laugh to death.
But that laughing to death part appears to be broke.
Seriously though, I always wondered if it was a stupid typo, that is, it might have been supposed to be a 20% chance to proc and not 2%.

I used to think that was the case. However, 6 issues later, it still hasn't been fixed.
Worse, most procs are Pool C (tf pool). This is yet another reason I don't waste merits on a random roll.

Got all the way to the crafting table (with my millions of dollars worth of salvage I was about to burn) before I noticed the 2%.
In a game as rife with power typos as this one, you would think that they would add the text, "No seriously, only 2 freaking percent" in the power description.
Glad I looked it up.

The instant dev response was to disable the proc so that unaware tanks wouldn't self nerf by slotting the proc. Later on they went back and made it so that the taunt sets couldn't be slotted into aura powers but they never turned this proc back on.

The reason Triumph Insult reduced the tank's stun protection by a mag of 1 was because the proc was hitting the tank with its all mag 1 stun. How useful is that.....well quite terrible if it hit you while you were detoggled I guess...but basically worthless.
Lets face it there are some junk pops in the game and you have to be careful you have some idea what you're making.
