  3. I apologize for the tone, but not for the correction. Your post left the impression on me that you were intending to be either deceitful or ignorant in the mechanics in order to bolster your argument, and I would argue that the class was designed to hit less is inaccurate, and generally would toss the focus for that on the mechanic they generally use.

    I will also agree that Cities critters tend to have comparatively more severe debuffs to accuracy/tohit than WoW critters do, though there are plenty of WoW critters with fairly severe ones, both as regular mobs and boss critters.

    I also left talents and the like out because I was focused more on the implication that you never missed, at all, ever, 1-80. I apologize for the misreading.
  4. Most of mine will be moving to blue, because I never really was all that comfortable playing villains anyway, so a lot of mine were waiting for their opportunity to come in from the cold, as it were.

    Rogues are not designed to miss a lot. They have the same miss chance on white attacks as any other dual wielder. That's 24% base, 27% against a Boss-class enemy. It is simply more prominent because the rogue has no other options to fill both hands other than dual wielding. (well, they could go 1h/offhand frill, but there is no offhand frill that provides stats for agi physical fighters without being a weapon) Warriors, death knights, hunters, shamans all share the same base melee miss rate when dual wielding. Also, the miss chance applies to both hands. The offhand being less effective is a damage reduction of 50%, not a miss rate increase.

    Now, for special attacks (and twohanders, and 1h/shield autoattacks..), the base miss rate is 5% (8% against bosses), even if you're dual wielding. Spells are better at even level targets (4%), but considerably worse against boss level targets, at 17%.

    If you're going to argue based on WoW, please at least be accurate.

    I, personally, would liken everyone to WoW dual wielders' white attacks, in this case, if I were going for similar equivalence considering the current base accuracy. That would mean pretty punishing slotting (and only slotting, because considering the state of buffing in Cities, being able to "white cap" via buffing would not be something I'd want to occur, because then it'd be too trivial) in order to "white cap" it. Your mileage may vary.

The OP isn't saying "people are dumb", "The ITF is too hard", or "X build sucks", it's saying "There's a massive, massive disparity in power between the highest end builds and the lowest end builds, and I question whether it is wise to allow the higher end builds to get even more powerful". At least, that's what its conclusion paragraph said to me, after reading the whole post. I also have a hard time contesting it.

    I could also be misreading what I see.

    You'd just wind up with another group of rewards that they'd still never get, eventually, and then you have to start it all over again when other people start yelling about both reward types, which means a third tier, and so on.

    Been proposed before, most folk find it acceptable as long as it's clearly marked (preferably on a contact completely separate from the current Mayhem/Safeguard contact) and does not replace the current one.

    A lot of people saying something doesn't suddenly make it correct, either.

    As it stands, AR is an extremely good AE set. It's when paired with /dev that most people have issues with it, and that's more AR/Dev being weak on synergy than because AR has problems.

    My experience with AR is that it's quite devastating, and not in need of serious balancing time.

This island is of sufficient size and structure to allow an extensive underground base, and quarters about six hundred full-time Dawn Knights and Initiates. They maintain advanced defense protocols, with surface to air missiles and turreted autocannons included among their defensive weaponry. Their facilities are completely self-powered, hardened, and insulated, capable of withstanding a nuclear weapon if necessary with no flicker in their function. Advanced hydroponics facilities and farming on the island allow the Dawn to, should someone attempt to blockade their supply transports, indefinitely endure a siege. Their air hangar currently accommodates three armed atmospheric fast-drop VTOL assault transports for rapid response, ten aerospace superiority fighters, and three interstellar-capable transports to maintain their link to their salvaged orbital battleship.

    The Circle of Twilight maintains their own island temple, under 15 minutes' flight from the Temple of Dawn. Their facilities are more lavish, but less fortified - while they have considerably more and better entertainment facilities (heard from new Knights: "The Twilight has a hot tub! Why don't -WE- get a hot tub?!"), their hangar only accommodates two fast-drop transports and three aerospace fighters, and they are reliant upon regular supply shipments from the Dawn to maintain their food supply. The Twilighters maintain separate housing for the fifty Dawn Knights stationed on the island as a defensive force, while their own can accommodate forty Initiates comfortably.

    The Circle of Midnight's front, the nightclub Virtue and Vice, takes up one of the islets near Nerva - no neighbors to ask questions or complain about the noise. Their base is kept under the club, where they conduct their rituals, business, and worship in secret.

  24. All of my redsiders except perhaps two will be shuffled over to blue, depending on whether or not I can get interested enough.

    A bluesider or two might be shuffled to red if they finally face the enormity of what they are and decide that they don't care about the ideals of their compatriots.

    For most players of The Other Game, that's what they do (play the content for fun). To them, their instances are our Task Forces, and we know how hard people will grind ITF, LGTF, etc etc etc...

    When people say Cities has no endgame and that it's about the journey, I start to sympathize with the people that facepalm, these days. People here say "omg grinding the same dungeon over and over", well.. what do you think making character number 36 and going through the same content is?

    Speaking personally, WoW's high-level dungeons and encounters feel different overall, whereas the general feel of Cities' encounters, individually and overall, is very samey. Even on the ones that do feel different in Cities, people avoid them as hard as possible, but the variation is often fairly trivial, and often involves rendering a certain AT (or powerset) or two irrelevant, even if unintentionally. (The Respec Trial for blues and both sides' Reichsman are examples of what I'd consider good variation without rendering things irrelevant, but seem to be sadly underused.)
