PVP Bank Robbery
Been proposed before, most folk find it acceptable as long as it's clearly marked (preferably on a contact completely separate from the current Mayhem/Safeguard contact) and does not replace the current one.

My idea had an announcement go out to the Heroside when a robbery was in progress. The size of the villain team is also announce and would limit the number of heroes that could respond. Heroes had a clock that told them how long they had before the villain/s would escape and for the villains, their objective would change to "defeat Hero/s" to escape if any responded.

General idea is good.
As long as the announcement isn't set up on the zone event channel, I don't see any problems with it. If it was, the PvP haters would bug the Devs till they got rid of the announcement

The Justiciars
A sort of "one flag CTF" for PVP. You have a team of heroes with a Longbow chopper and a team of villains with an Arachnos Flier. The heroes start out on one side of the map, the villains start out on the other. The villains' objective is a big pile of loot in a bank on the map: the villains must bust through the vault to grab the loot and bring it back to their flier. The heroes' objective is to defend the loot at all costs, and if it's stolen, get it away from the villains. At the start of the match, a squad of Longbow and a squad of Arachnos will both head towards the unguarded bank to support the heroes and villains.
Once a villain has the loot, their location will be marked on the map, they will be unable to use "click" powers like attacks, buffs and heals will have less effect on them (to prevent people from bringing along 7 defenders/corruptors to buff them for an easy win), and their travel power speed will be extremely limited. They will get a temporary power to drop the loot in order to defend themselves (or they can work with their team to be guarded).
When the loot is dropped, or the villain is defeated, it will appear as a bag of loot on the ground. A villain or a hero can claim it at this point. The heroes will have to bring the loot to the Longbow chopper (or outlast the villains past the time limit) to win the round. The hero who holds the loot will have the same limitations as the villain, and if they are defeated, they will drop the loot.
There are no rewards for defeating players except for small amounts of influence. "PVP merits" can be earned for this activity. PVP merits can either be converted into normal reward merits, or used to buy PVP IO recipes in a shop. To prevent farming, only a certain amount of merits can be rewarded per day.
