I do know that there was a new game mechanic that Andy Maurer put into the game that would have allowed the introduction of an oft-requested ability, and Water Armor would have used it.

Well, work got in the way of making much progress today. I basically finished the class functions for storing and retrieving attribute aspects and handling metered attributes (i.e. the first 24).
So instead, I'll just leave this as an example of why I love my job so very very much:
Riddle: is this upgrade completed, or not completed?
I should point out that this series of messages comes up basically all at once, without any human intervention whatsoever. The user isn't doing anything in between those lines of display. I like to call this Schrodinger's upgrade.
Incidentally, that upgrade actually failed.

Even if worst comes to worst and CoH goes dark, NCSoft or whoever owns Water Blast should sell those graphics to another game company or even rent them to GW2. Seriously. I know different games have different graphic engines, but make it work. That is one of the most attractive set of powers I've ever seen in a MMO. Whichever developer(s) designed the SFX deserves a medal.

That's actually (theoretically) doable with existing tech. It involves swapping in a different animation for the in water state. The only caveat is that it has to be tied to a toggle power.
