More accurately, it's because of the Statescrotch issue (which was nearly impossible to ignore) that people are paying closer attention to the "Big Dog."
Marauder's face is a little off-kilter, but it's still better than Statescrotch or Penny Chin and Her Amazing Plasticine Shin.
What makes you think that the Center - who runs an organization that has only 1 woman in it, with the most of the other members being made up of buff guys in tight uniforms, and Vampyres and Warwolves stripped to the waist and wearing leather harnesses - would be interested in a muscular guy in tight jeans and a tank top?

Well, with any picture, the composition tends to draw attention to certain areas.

The login screen could have nothing but Lusca on it and the forums would figure out a way to make the discussion about crotches. If we removed everyone from the login screen we'd start seeing crotches in the clouds.

As to the fascination with the crotch it's because we are fascinated with the crotch. We're hard wired to be so.
Sociologists have actually studied where the eyes wander to and linger or furtively glance at in social interactions and everybody is looking at everybody's naughty bits (and other erogenous zones or whatever gets associated with sexual attractiveness or sexual aggression) all the time regardless of gender or orientation. It's like dogs sniffing butts.
It's just a question of whether we admit it. And in society, we're getting more honest and frank about it such that when an artistic representation of a crotch doesn't look right, people point it out without embarrassment... probably more so in this anonymous Internettic environment.
And especially after watching the Olympic aquatic and wrestling events...

I'm actually happy to see Marauder smile. Of the Preatorians he seems to be the closest to one that actually is hero material.
But then most of my feelings of that is his talk to me in Praetoria at lvl 5'ish. After his girlfriend is dead and the way he opened up a little. Sure he likes to pound things and well Cole is the Emperor, but it was the unsaid things and the mood there that told me... Regret. And a man working to protect the people of Praetoria, even if that ment loosing what was dear to him.

Given the negative reactions people have to every new loading screen, perhaps they should give in to forum pressure and just have fans make them from now. At this point, forumites are just hardwired to like each other's work and criticize that of the devs. I'm fairly certain that if a fan had created this loading screen, it'd be hailed as a work of genius and not condemned as unprofessional.
Oh, and I find the fixation on Marauder's smile interesting. Hasn't he always had kind of a manic grin, ever since his revamp for Going Rogue?

Tyrant is on trial for crimes agaisnt humanity because he killed large numbers of people "for the greater good" - Marauder also killed large numbers of people "for the greater good", but he's fast-tracked into a new SG - and both of them have a higher body count than Domi, who helped Primal Earth during the war, while Tyrant and his faithful attack dog fought to the end for their "utopia"
Marauder and Marchand also bring nothing new to the table as a possible motivation for the authorities not putting them on trial - for example, a theme in I24 is Primal groups wanting to get hold of advanced Praetorian tech, especially the Praetorian Clockwork, so if the "reformed" Praetorians were Neuron and/or Anti-matter, then it'd be easy to see how the authorities would be preapred to let things slide if those 2 agreed to co-operate with salvaging and repurposing their creations.
