There are many known homages and references in the game, mostly as Easter eggs. The devs don't usually speak up and say anything about them, as far as I know. The right people get them.
The design isn't exactly the same as the boxes the TARDIS is modeled after, although it's close, and that box is red instead of blue. Because of the trademark issue, the devs are sure to steer clear of an exact replica, so this is likely to be as close as they can reasonably get to a visual TARDIS reference. On the other hand, if Night Ward is set in Britain (I don't know, haven't been there -- is it?), you would expect to see some old police boxes still standing. Maybe Praetorian police boxes are all red except for those stubborn Praetorian Scots who paint theirs blue. :P

That may explain why they're red but I'd like to re-iterate the fact some one told me they are red in certain areas of Britain or the U.K.

Police boxes were painted red in Glasgow up until the late 1960's. After that they were all blue.

Anyway though, while not directly said, it was an interview where War Witch mentioned the entire dev team was on a huge British inspiration fest after watching a lot of Dr. Who and such. Also, the Drudges were inspired partially by Slenderman.

If you want a direct answer from the devs regarding this, watch the Google+ Hangouts recording where one of the fans brought it up and was answered very plainly.
Unfortunately, you'll discover that it doesn't really add anything to have it explained in excruciating detail. This is a wink-wink in-joke that lots of sci-fi properties have slipped into their shows and comic books.
Edit: To answer the burning question, yes, they consulted the legal department before placing this asset into the game.

It makes sense since Pendragon (Praetorian Hero 1) plays a major role there, and one of the enemy groups, the Drudges, all use British accents, that Night Ward is modeled after Britain.
Incidently, Doctor Who originated in Britain, if I am not mistaken.

And you are correct, Doctor Who is produced by the British Broadcasting Corporation (BBC). The Doctor first appeared in 1963, the same year the X-Men first appeared.

Zwill confirmed that personally for me on the very first day I23 hit beta. But its definitely cool to think they're inspired by the TARDIS.
That said, I know some folks associated with the official Doctor Who franchise (we've connected over the years through various writing opportunities) and they say that although showrunner Steven Moffattis not personally aware of their inclusion in game, its very likely he'd appreciate the clever wink. So I think its fine...
Besides, its been done before (and more blatantly) in Fallout 2...
