Mind you, I personally don't think the bonus item is that bad, and indeed like this program (even if I think they could have started out with a better item - even a better item that would have been useless to me, personally). But I can see the analogy.

Is the free item determined once and then anyone who logs in can get it, or is the free item random when you log in?
I ask because the market contains things I unwant, so I don't want to go claiming things if I can't tell what they are in advance...

Im very pleased to announce a new pilot program for the Paragon Market: Freebie Friday (not to be confused with Freaky Friday. We tried that and the Freakshow just got out of hand.)
Freebie Friday is a new test program in the Paragon Market where all players, Free, Premium and VIP, can claim (only once per offer) a random free item! The item could be almost anything currently available in the Paragon Market and will change every week! Currently, we plan for each promotional item to be available for 24 hours. For the trial run, well be putting the item up at 4:00 PM PDT/7:00 PM EDT/12:00 AM BST this Thursday, May 10th, 2012. The item will be available until the same time (4:00 PM PDT) on Friday, May 11th, 2012. You can find the Freebie Friday item under the Featured Items section of the Paragon Market. Its pretty simple: Step 1: Play City of Heroes Freedom! Step 2: Log in and claim your Freebie Friday item from the Paragon Market! Step 3: ???? Step 4: PROFIT!* (*Please note that there is technically no profit since the item is free.) Back in the day we used to get all this stuff for free (except expansions, server transfers and renames) and they didn't have to make a such a song and dance about it.
I may be a bit of a synic (I probably am) but as others have said it's probably just another marketing ploy. One way of getting you to browse all the lovely expensive goodies they have for sale on their shop shelves.
There is always a lot to be thankful for, if you take the time to look. For example, I'm sitting here thinking how nice it is that wrinkles don't hurt. ~Author Unknown

Yes, of course it's a marketing thing. That's in "duh" territory. But that doesn't make it bad. It's not like the freebie item is hidden, and they're forcing people to browse through the store to get it; it's on the very front page. It's about the most unobtrusive "get them to see the inside of the store" method there is, getting people to see the inside of the store is almost their entire business model for the f2p structure. They're not doing anything particularly evil with the marketing. It's not being cynical to say "Oh, it's a marketing ploy", it's being silly. The game would be dead without marketing.

"All this stuff" being.... what, exactly? The tiny snippets given every three months as a vet reward (that we now get every month instead, and have more flexibility in picking)? Content expansions and powersets for free? Wait, still get those as well...

The More Cynical Than Thou demographic here generates more laughs than any other, delivering penetrating insights like "Of COURSE that puppy looks cute and darling...that's all part of a devious master plan to make you like it!"

Maybe this week's freebie was nothing to write home about, but so what? It's plenty useful for anyone who's got any characters who haven't hit level 50 yet.
The Freebie Friday promotion also isn't about rewarding VIPs--if you're still holding on to the idea that it should be, then scrub that entitlement right out of your thick skull or you will continue to be disappointed and promptly ridiculed for said disappointment. The freebie is for everyone, be they a VIP, premium, or completely free player.

With the XP Booster and similar powers, they're literally "Fire and Forget", and that's no fun from this weasel's humble opinion.
I have to admit, as far as slaps in the face go, this one wasn't so bad.
