And it has been said flat out in the past that anything you paid *extra* for (IE, collectors editions: Arachnos cape, Cape of the Four Winds, power slide) would not be *given* away free. (Unlike, for instance, the preorder sprints or the Arachnos helmets - didn't pay *extra,* just paid *ahead.*) I haven't heard that either cape fell under "certain people" not being there, though it might.
Those are the only definite negatives I can think of hearing related to this. So, hey, if they show up in the store, I (owner of both COH and COV CEs) am *perfectly* fine with it (and am surprised it took this long.)

I think their position on offline SG invites also qualifies. As we were told if they added such a feature they would design it so we cannot send SG invites to our own characters on the same account.
There was a time when the prestige slide was sold as a separate item pack. If they've done it before, I don't see why they can't do it again. I think part of the discussion the last time I remember this coming up was something about whether physical items were included or just the digital goodies.

The reason I said 800 for the CE is simple: the retail packages were $20 more in store, but these wouldn't include the physical items.
The GvE costumes, while they could be merged to 400, I thought it would be close to the price of an expansion pack. However, I forgot about the GvE Jumpjet & Pocket D VIP pass. I'm not that bound to saying the Justice & Sinister costumes should be sold separately.
They were sold as a physical and virtual item combination, there wasn't an item pack like the GvE set. My suggested prices were based on "no physical goods".

I've heard that CoH: Collector's Editions pop up in Big Lots from time to time. Sadly there aren't any close to me
The ones I've seen online are usually in the $100 range - and people do buy them.
People have argued that it's okay to sell IOs on the Paragon Market because the money is going to Paragon Studios directly instead of the gold farmers who sell influence.
I don't see why the same argument doesn't apply here.

This can't be done as the cape in question was a paid extra. The Dev's have adopted the stance that any items people paid extra for will not be given away for free. This is something I agree with, but it doesn't stop them selling the stuff to others.
The important thing is that we don't make decisions such as this in a vacuum, which we don't.
For example, new tech or new items being added to the market could cause people to re-examine their thoughts on how certain systems are working. Based on that they may decide that things that they were previously happy with the way they worked could be improved upon by making modifications.
EDIT: As far as the "don't make decisions in a vacuum" statement, I don't think I've ever thought that the Paragon Studios team did that. There are too many diverse personalities among the staff for them all to be not having different ideas and perspectives when it comes to decision making.
