The only way this could happen is if the "dangly parts" stopped above the knee (like the Pencil Skirt does). If you look carefully at the Carnival of Light Sash, you'll see this "not beyond the knee" dynamic in action.
The real problem though is getting something that could "flutter" around the way a light cloth would when jumping. Doing that for the coat tails of the Wedding Tux is one thing ... but doing it for something like this would be something else again ...
Why just the "pants"? I want the whole outfit! Hell, I want that as a hairstyle!

Modify the "Belly tee" piece to take (or have) a pattern and give another sleeve option, and I think you'd have that top.

plus in game the shirt is not as bad, the pictures tend to be a bit bat-nuts fanservicey. that particular character is one of my favorite in that particular series given her look, fighting style and weapon.

As both Sapphic_Neko and Memphis_Bill have pointed out there are limitations to what the game can do and it already puts animation restrictions on specific NPCs wearing "special" items like this. The other advantage NPCs have over player characters is that NPCs don't need to be able to switch costume items in the costume editor. Since their clothes are "hardwired" they can have things that work differently than us. This is how other games get away with this kind of thing because they sacrifice costume changeability to make their hardwired animations work.
Basically unless they totally redesigned the way character body models work in this game we will always be limited in the number of "free-flowing" cloth parts we can have. Remember that this game didn't even have capes or wings at the beginning because they were (at the time) very difficult to implement. The examples you provided in this thread will likely always be beyond the capabilities of this game.

I'd settle for giving up my cloak slot (having cloaks locked out as a costume option) to get the cimeroran loin cloth as a skirt option. Much like the widow buttcape works.

What about Android Bunnies? Here are a few of my more than 40 Remaugen Android Bunnies running around Champion. Select a skin color and use tights that match it, then use the blend detail to add fur like color depth.
Meanwhile the "Eden" top for "Tights With Skin"
