Any new zone that doesn't extend to level 50 shows inactivity issues. IMO, any zone that doesn't go to 50 is a huge waste of time for the amount the content will actually get played. |

Ironically, if the damage buff is applied as a +X% dmg buff, it will be terrible for brutes, just like musculature is. Hopefully they will keep it useful for ATs that don't benefit much from damage buffs or are already sitting close to or at the damage cap (kinetics)

There was that rumor it was going to be two slots, but I have learned to ignore those in game rumors because it is usually some snot nose 14 year old winding people up.

Instead of "Take down Tyrant/Cole"
This has me thinking, we could end up fighting a Hamiyrant, ala Rulu-Wade in the final showdown.
Either the Well, sensing it's Champion weakening, merges the two entities, or Cole does so in a process of losing his mind entirely.
I seriously doubt Praetoria will end with an entire league pilling onto the rahter plain white suited dictator, but rather will be his 'modified' form...

I think it would speak volumes if he was taking hits from a whole league. He is the wells champion after all.
I''ll be pretty disappointed if he "transforms" before we get a chance to beat him up the way he is now first.
Transformations should be brought upon by desperation and being near defeat. Transforming first seems anti climatic.
It wasn't a rumor, they originally said at a player summit that the two slots, genesis and hybrid, would be released together, which was the case until a more recent UStream stated otherwise that there would just be a single slot released.

I do hope this stays the vocal minority of villains who feel they are not villainous enough. That road, as shown thus far, ends in death and shame. Besides, the game is still called 'City of Heroes: Freedom'. Villains probably need to accept that their route is split between anti-hero and villain, and not the diabolical insanity some wish they were.
Again, WulaWade. Take that route, you will die. Or you're a Sue-Villain who MUST win and in that case, again. WulaWade, you WILL die. He was the prime Sue-Villain and HE DIEEEED~! (Sort of.)
On the flipside, their Pandora's Box does sound interesting and maybe they'll keep the SSA's truly split this time. As much as I love seeing villains NOT be villains, I suppose that minority needs their 'fix' so they don't feel like they're unloved.
That said, I tend to look at the co-op zones as less "HEROES AND VILLAINS MUST WORK TOGETHER" and more "It's mechanically easier to do it this way. We'll have the story be used to suggest a 'group of villains' are doing it their way and a 'group of heroes' are doing it another. If you don't like that, don't team with each other and pretend they aren't there.".
The extreme cases of Dark Astoria and Rikti War Zone are obviously "We NEED to work together or we're ALL screwed", and even super villains in comics have been well aware that when something beyond them turns around the corner, it's better to fight as one, then be divided and fall.
If they're the "WORLD MUST BURN" types... don't run the content and you're obviously never going to get that sort of content in a game still called 'City of Heroes'.
Never understood why those types of villains are sometimes desired. Pretty one-dimensional and I just went on a random tangent for NO REASON.

And thinking about it, at least from the information here, I agree that this does feel a little light for a full issue update, it seems more like a .5 update, but they probably didn't want to add a new zone and the 'climax' trial in a half issue update since 22 was so Dark Astoria centric. on the other hand it may not be the full info either, since it seems ot be a leak it could easily be unfinished.

The new incarnate slot sounds interesting. I'm still trying to unlock slots past Alpha on my Tanker, though. Much less slot them. The iXP gain in Dark Astoria is tediously slow to me. The limited usefulness of Incarnate slots is a constant disappointment to me as well, of course.
I think the new costume bits will get the most immediate interest from me, since I'm more likely to actually get to use them.
