It had nothing to do with price. The decision to release this pack without all the weapons is probably just about the best compromise we should have expected from this. It makes the people who wanted the costume items at level 1 happy while keeping something that still needs to be earned via playing through the appropriate content intact. I know some people probably won't agree with me but I consider this a win-win for us.

I think it's silly to buy anything with real money that you can easily earn in game.
I think it's silly to worry about what other people buy for their own convenience.
Putting virtual costume pieces on sale for a limited time is a baffling sales move that Paragon Studios keeps making. (Either its marketing department is still thinking along brick-and-mortar lines, or there's some coding reason why having everything available all time would be a problem.) The better online retail strategy is to discount items at various times, e.g. themed costumes with holidays, and offer them at full price the rest of the year. It's not as though there's actual inventory to warehouse.

Now, the flip side to that strategy is... anyone who shows up after the fact and/or didn't know the items were on sale and/or didn't fall for that tactic and/or didn't feel any need to grab them then... but want them after they've been removed can't get them and Paragon Studios does not get those points/dollars.
So, I'm thinking that their marketing gurus have numbers and spreadsheets and charts that tell them that this tactic brings more profits. That does not mean they'd be correct, but I think this is why they do this and not because of any coding/bandwidth issues.

Lately it's just easier and cheaper to just buy the couple individual parts
I want rather than the whole pack. Best of both worlds. Get only the parts I need and save my points for next time
I run the ITF on every character I like. It is hands down the easiest TF to form for the greatest rewards (Exp) in that level range. So I would never spend Paragon Points on this. YMMV.
As far as waiting to 35 for a costume? I just waited until 50 to finish 1/3 of my costume on my new main. It is a combination of Incarnate and Ascension stuff with a few tweaks thrown in.

Realistically, I think you're going to see two main camps on this: The people upset that the weapons weren't included when everything else was, and the people upset that any of it was made available for purchase at all. This approach ensures that neither group is happy. More lose/lose than win/win.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.

Still, I might buy the set simply because the costumes are nice and it'd be good to have them from lvl 1. Not positive I'll buy it, but I've got a month to decide.
As far as those not wanting to pay for things that can be unlocked for free in-game, I can understand that, and that is why I'm not sure I will buy the pack. What I will be looking at is this, is it worth it to ME to spend $5 to have these costumes available starting at lvl 1?
If I figure it is, then I'll buy it. If after thinking it over it isn't worth it, then I won't.
There really isn't a wrong decision here as it's all personal taste.

Doesn't look how I pictured something called a "Cupid's Bow," though. It actually looks much better than the cutesy bow I had envisioned. Looks more like a "rich owner, antiquity". Very happy with the purchase!

Uhm the regular Gladius is a "normal" Roman sword and it's always been available at level 1.

Everyone both wins a little AND loses a little, depending on your point of view.
For the record it actually doesn't bother me that they finally made some of it for sale, but likewise it doesn't bother me that you still have to play the game to earn some of it too. I suppose that means I don't fit into one of your "realistic" camps. *shrugs*
