I always considered them one of the less annoying slow powers, since the caltrops don't have -recharge, and don't have -fly and I have a jetpack. Glue grenade on the other hand, is a complete nightmare, especially at the levels it shows up. Then you get Ghosts, you suddenly have no defense and can't hit the broad side of a barn. And your powers are tiny little dots and you can't run away because the slow persists after you leave the glue.

Caltrops is for n00bs. The best slow patch is Quicksand. Auto-hit, nonresistable -defense debuff? Yay!
And psy attacks that apply tons of -recharge are lots of fun too.
TW/Elec Optimization
Does no one else find the Poison Dart or Poison Arrow power the Meat Doctors use annoying? I didn't see anyone mention that one.
Damn thing does damage over time and floors your regen so that even if you run away you still "bleed to death" if you don't have any greens handy.

As others have said, anything that delays you a lot...
So mobs with the Mook Hitman AI who are always running, have phase shift, teleport like Porters, have PFF, have (the old) MoG, have Dimension shift, have high stealth (thanks Santorican!), and have detention field.
It wouldn't even matter if they had any attacks. They'd be so f***ing annoying because they would take 15 minutes, minimum, to kill each.

A partial selection from my 50's on Freedom: Ail = Ice/Traps, Luck = Street Justice/Super Reflexes Stalker, Mist = Bane, Pixy = Trick Arrow/Archery, Pure = Gravity/Energy, Smoke = Fire/Fire Dominator
They would have smoke missiles like the IDF used to have, an attack that launches giant boulders that fill the whole screen, and snow storm from back when it was bugged to have a total white-out effect. Let's not forget the added annoyance of not being able to see what you're fighting.
And they would all be really big models, so they're hard to bunch up for melee cones and you can get stuck on the corpses on maps with low ceilings.

All minions have a self rez.
But no ordinary self rez, oh no.
They all have the Freakshow Super Stunner self rez.
Melee characters can kiss goodbye to their endurance (And their health, shortly afterwards)

Minions with Ice Armor and Icy Assault. With all 18 powers. If you're fighting 10 of them, you have: 20 copies of Chilling Embrace stacked on you, and no end because they tend to all fire Energy Absorption at the same time. Oh yeah.....they fly too I put them in a mission advertised as a fire farm......they were the ambush The comments I got on that one were HILARIOUS. Imagine the havoc they would wreak on a Fiery Aura brute, with almost no resistance to Cold damage......... ......I'm mean. |

Actually just soul transfer, and that power that makes you invincible for like 45 seconds. that would drive anybody nuts.

I'd like to see Grav/TAs, Psy/Poisons, Grav/Poisons, Grav/Darks, Therms, that sort of stuff.

Champion, Pinnacle, Virtue Heroes
An army of perma-Doms with Mind Control and a random Assault. Each enemy rank would also have some sort of defeat-activated PBAoE debuff or friendly buff, similar to the Carnival of Shadows, Nemesis non-sniper lieutanents, and Ghouls.

This needs clarification: the OLD Diabolique. The pre-GR Praetorian, on her timed mission where you had 30 minutes to beat her. Because she had all her current powers like Siphon Speed and Siphon Power to keep you debuffed, Force Bolt and Force Bomb to keep you KB'd and juggled, her inherent Phase Shift like the Illusionists (which she can attack through, just like them, and given her inherent translucence, it's mighty hard to tell when it's active and when it isn't), essentially Superspeed given the constant Siphoning, her AV resistances and defenses (since there were no EBs way back once upon a time), and Flight... BUT back then, she knew you were on the clock, and she would RUN like the freaking road runner whenever she started to take damage. Not just running on the ground, where she was expert at pulling someone into a mob of ghosts, but she'd actually fly to the very top of a skyscraper, stranding anyone with SS or SJ out of range, and she'd just sit up there and wait while the minutes ticked away. It was up to the flyers and porters to bring her back down, IF she'd actually come back to ground level. Often she'd hang out on the fire escapes or building ledges, or even just hover out of reach of the ground pounders. And remember, this was before Jet Pack temp powers that you could buy or craft. I remember some excellent teams failing her mission, just because of her running and using her powers to their fullest potential to run out the clock. THAT Diabolique remains the most irritating, frustrating single enemy I can recall in the game. The current one is absolutely nowhere near as irritating as the original one was.
I also think the most annoying enemy group already exists, but I say it's the Apparitions/Awakened in First Ward. The Subjugators, Oppressors, Spectres are all just painful to fight, regardless of what you bring to the fray. Throw in some Conduits and Mindstorms from the Crazed and you've got a mission that will have you pounding your head against your computer desk.
Actually, I just realized the most annoying enemy group would consist solely of Master Illusionists. However, they would have a few extra abilities. Personal force field from fake nemesi, old-style MoG, and last but not least, Romulus' soul transfer. Combine that with tons and tons and tons of pets, and you have made the most annoying group in the game. Consider giving them Phantom Gang War as well (just like gang war, but replace thugs with decoys...)
TW/Elec Optimization
Okay, I've decided what the most annoying enemy would be. It doesn't have to be a whole group, just one enemy type:
A sniper class, with 800 meters of perception and an immobilize/-speed/-jump/-fly/-regen on a pretty quick recharge and 200 meters of range.
That's it. It has no other attacks, and the aforementioned attack does something like 20 toxic damage over a minute. It probably can't kill you, but stick two or three of those in Peregrine and Grandville, and you'd hear the curses.
Mixed mobs of Ghouls and Arachnoids with the following added abilities:
Auto-Vengence (all)
Curse of Weariness (lts)
Mask of Vitation (sp?) (all)
Soul Transfer (Rommi's) (Bosses)
MoG (lts)
Marauder's Enraged state (Bosses)
Given the perception radius of Vanguard mobs.
Siege/Nightstar's Sequestration
Anti-Matter's Pulses and Disintegration and heal.
Oh, and Ghost Widow's holds.
And an uber-buffed post I22 Assassin Strike attack!

Don't forget to give all of the Minions the Nemesis Lt Vengeance, just to give everyone that extra bit of pain.
