Oathbound's previous post made that clear.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

They were made prior to them going on test, as we've already been told, by the time something goes on test it is too late to change anything, they are already working on the next project.

And if the changes you're hoping for is for them to cancel the packs altogheter, well, even I realize that that's just not going to happen.

And to get it, it's quite likely you'll have to spend more than it would cost to hire someone to come up with an animated hair effect for players.

What costume parts DO drop in those packs, actually? Is there a special set in there? Idle curiosity only, I have no intention of dropping hundreds of dollars chasing random costume parts.

The Carnival of Light pack is really nifty - It's got head accessories, a belt, some nice boots (two versions), and some maces if you like war maces.
I love the sash belt. it's not symmetric!

That will cost you, on average, $87. You might be one of the one in a hundred who get it on your first Super Pack, but then again, you might be one of the one in a hundred who needs to spend more than $575 to get it.
