Discussion: Issue 21 Special Update: Media Blitz - December 6, 2011 [Live] - Build 2160.201111172202
You're not supposed to add new stuff for Incarnates to do on the same day you add a new powerset. Now I don't know what to play with first.
Awesome update! Didnt think we'ld be getting MoM trial too but it makes up for the TPN being so darn late Love all the little fixes and cant wait to pop in and get my incarnate even more . . . incarnated!
@Damz Find me on the global channel Union Chat. One of the best "chat channels" ingame!
This is what I've been waiting for! I spent the weekend getting T3 Preemptives on my Elec/Elec Stalker and Brute- I noticed the End drain but it was very low- really curious how it is now.
I am VERY surprised the MoM went live... yay for more Emp Merits!!!!
"Well, there's going to be some light music and a short note of apology saying, 'The universe ended last week, we're really sorry, we don't know what you're doing here, didn't you get the message?'"- Steve Moffat
Is the fix for the Average wait timers for the TUT/LFG queue in yet?
Still no official word on whether or not Chrono Shifts recharge time was reduced ???!!!!!!
The hard things I can do--- The impossible just take a little bit longer.
If numbers are so much more important than a teammate who is fun to play with, forget about the game altogether and go play with a calculator instead. -Claws and Effect-

At last, the rest of I21.5 arrives--and it brings friends with it. Thank you.
EDIT: Thank you especially for all the bug fixes.
There are no words for what this community, and the friends I have made here mean to me. Please know that I care for all of you, yes, even you. If you Twitter, I'm MrThan. If you're Unleashed, I'm dumps. I'll try and get registered on the Titan Forums as well. Peace, and thanks for the best nine years anyone could ever ask for.
My Inspirations window also wants to jump into the middle of the screen whenever I zone.
@JohnP - Victory
That bug has been one of my long standing grudge matches with this game. I've worked with Cuppa Jo, Ex Libris, etc. on it. Screenshots, documents, etc. I'm kind of used to it not working. *shrug*
Hey, at least my SG base won't try and kill me any more.

New Incarnate Abilities
Alpha
Vigor Boost: This alpha tree focuses on boosting Healing, and secondarily boosts Accuracy and Endurance Reduction. The radial branch also boosts Fear, Sleep, or Confuse effects.
Agility Boost: This alpha tree focuses on boosting Endurance Modification, and secondarily boosts Defense and Recharge rate. The radial branch also boosts run speed, fly speed, and jump distance.
Intuition Boost: This alpha tree focuses on boosting Hold effects, and secondarily boosts Defense Debuffs and Range. The radial branch also boosts Damage, Slow effects, and To Hit Debuffs.
Resilient Boost: This alpha tree focuses on boosting Resistance, and secondarily boosts Immobilize effects and To Hit buffs. The radial branch also buffs Intangibility and Stun effects, and Taunt durations.
Interface
Cognitive Interface: This interface tree adds a chance to confuse targets of your attacks for approximately 2 seconds. The core branch increases the chance to confuse targets, while the radial branch adds a chance for a minor Psionic damage over time (DoT) effect.
Degenerative Interface: This interface tree adds a chance to debuff a target's maximum HP when you attack. The core branch increases the chance for the HP debuff to occur, while the radial branch adds a chance for a minor Toxic damage over time (DoT) effect.
Preemptive Interface: This interface tree adds a chance for your attacks to include an additional Endurance damage over time (DoT) effect. The core branch increases the chance of Endurance drain, while the radial branch adds a chance for an additional moderate Energy damage over time (DoT) effect.
Spectral Interface: This interface tree adds a chance to immobilize targets of your attacks for approximately 2 seconds. The core branch increases the chance to immobilize targets, while the radial branch adds a chance for an additional moderate Negative damage over time (DoT) effect.
Judgement
Vorpal Judgement: You teleport and kick all enemies you successfully hit in a cone in front of you for heavy smashing damage. The core branch adds a chance to inflict a lethal damage over time (DoT) effect on all targets struck. Using the radial branch version of the power grants you a defense bonus during and after the attack due to your quick movement.
Destiny
Incandescent Invocation/Epiphany: This location-targeted utility Destiny power brings Assemble the Team functionality to an entire League and combines that with a potent buff to healing received and a targeted area of effect (AoE) that does both Knockback and Stun effects to foes. Its use creates a small safe zone in which your group can regroup, rebuff, and get back into the fight when it would otherwise wipe.
The core tree provides even more amplified healing on all targets. Using the radial tree provides additional utility in stealth radius, perception and move speed boosts, or even short-term phase shift for your entire league!

Now if we could just get the option for female minions on masterminds I would be happy.
(Other than that...I have a feeling I'm not going to be sleeping tonight, too much stuff to play with!)
The Spectral Interface chance to immobilize has been increased by 250% at all tiers.
The Cognitive Interface chance to confuse has been increased by 200% at all tiers.
Did these actually increase or are the descriptions not updated? They still show the same % to proc as previously.
Level 50s: to many to remember at this point
the new incarnate powers and almost everything except the trials and titan weapons was released almost a month ago
im glad we got some new trials so i have a few more badges to get cause my main is finishing up the last of the 4 first ward day jobs soon (was 85.6% on last one when i checked 24 hours ago)
New iTrials just came out and they still have a longer forming time than BAF/LAMs. I hope that was accounted into the rewards they provide.

It looks like the % to proc did go up, but it's only in the long version of the powers if you click it in the create tab.
The math is wrong on tier 4 spectral radial, it was 6% and a 250% increase should be 15% not 12.5%.

I agree about titan weapons, though.

Introducing the TPN Campus Incarnate Trial
Storyline
To the Incarnates opposed to Emperor Cole, TPN Campus, the state-run and sponsored media complex, presents a valuable opportunity to broadcast the truth about Emperor Cole to the citizenry and gain their support against him. Cole, for his part, sees an opportunity of his own, and sends his elite IDF and DUST forces to TPN, under the leadership of Maelstrom, to stop the Incarnates and prove his strength. Into this battle steps H.D., master of TPN Campus, who knows that the battle will lead to unparalleled access to the citizens of Praetoria, and will extend his assistance to whomever puts on the best show.
Should Maelstrom drive off the Incarnates, the message of Cole's superiority will resonate throughout the world. But, should the Incarnates succeed, the message of Cole's treachery will shock the world, amplified ever more by the power H.D. lends to the broadcast.
Synopsis
The event takes place in and around the TPN Campus complex in the heart of Imperial City. Players are tasked with fending off Emperor Coles forces as they fight their way into the facility's broadcast stations to initiate the broadcast, then continuing to maintain their broadcast. Throughout the trial, players are tasked with building Public Opinion to a point where the citizens of Praetoria become sympathetic to their message. All the while, the Emperor's forces will be deployed to turn Public Opinion in his favor, including IDF Technicians to disable the broadcast, Telepathists to turn protesting citizenry against the Incarnates, and Maelstrom himself, whose presence calms the people. Each of the later phases is also punctuated by a battle with Maelstrom, who has quite a few tricks up his sleeve, and will use them in an effort to prove the superiority of Emperor Cole's regime.
Rewards
TPN Campus will award Physical Incarnate XP. Additionally, on completion it will award 2 Empyrean Merits. During the 20 hour cooldown, TPN Campus awards 1 Empyrean Merit for each completion. There is also a mid-event reward of 60 Incarnate Threads for those who drive Maelstrom from the battlefield at the end of Stage 3. Finally, TPN Campus offers an enhanced chance for Rare and Very Rare Incarnate Salvage in the end of trial rewards.

Introducing the Minds of Mayhem Incarnate Trial
Storyline
After the successful broadcast at TPN Campus, the Incarnates expected that the world would come to see the need to depose Emperor Cole. As the hours pass, however, the opposite happens: the people of Praetoria become more loyal to Cole than ever before. Then, members of the Resistance begin turning to support Cole. Soon, nearly all of Praetoria is enthralled in support of Cole, leaving the Incarnates and a small band of those resistant to the control to investigate the problem. When it is eventually discovered that Mother Mayhem, who now inhabits the minds of both Penelope Yin and Aurora Borealis, has perfected Mindwashing and is using the two powerful psychics to project it upon the entire world, it is resolved that she must be stopped. However, with the Mother of Mercy Hospital physically encased in an impenetrable barrier, there is but one way to make that happen: enter the Seer Network, free Penelope and Aurora, and sever Shalice Tilman's connections to the Network from within.
Synopsis
The event takes place, in the real world, in the abandoned Underground beneath First Ward. There, players will meet up with Desdemona and other individuals who remain free of Mindwashing's control. With Desdemona's assistance, a gateway will be opened into the Seer Network which will allow players to first deal with Mother Mayhem's "firewall", Malaise, and then to take progressive steps pushing the mind of Shalice Tilman out of those she controls. Eventually, after learning even more of the secrets of Praetoria, players will find themselves disconnecting Shalice Tilman from the Seer Network... though to do so will require players to fight Tilman in a place where no one can come to aid them....
Rewards
Minds of Mayhem will award Psychic Incarnate XP. Additionally, on completion it will award 2 Empyrean Merits. During the 20 hour cooldown, Minds of Mayhem awards 1 Empyrean Merit for each completion. Minds of Mayhem also offers an enhanced chance for Rare and Very Rare Incarnate Salvage in the end of trial rewards.
