Because of costume part ideas like brain-in-jar and a possible brainslug, I've started to think a lot more about humorous/silly/kitschy costume themes. ...

From an out of character standpoint, having variety and humor is good for the players. While when looked at realistically some (many?) parts of Paragon are pretty grim, for many players CoH is escapism; being silly in the face of (simulated) danger is a good way to blow off frustrations in the real world. If I've had an enormously stressful and frustrating week in the real world, I'm far more likely to be interested in doing something lighthearted in CoH than anything involving difficult moral choices and shades of dark gray.
The folks I've played pen & paper superhero RPGs with over the years have certainly had a fair share of deadly serious moments, difficult moral choices, and so on; but many times the sessions we look back on most fondly are the ones where things got (or started) silly, particularly when it was mixed in. And there are interesting vibes that you can get when you cross silly and serious, whether it's a superhero who has been gifted with powers that are more strange and mysterious than actually useful trying to save the day anyway (Greatest American Hero, Legion of Substitute Heroes, Inferior Five, etc.); or whether it's the reverse case of a normally fearsome and very serious threat being reduced by being put into a silly situation they're not expecting to deal with.
Then there's the point that serious costume parts plus either inspiration or desperation in mixing and matching can lead to things much more or less than the sum of the parts. A gorilla bestial outfit can be pretty terrifying, and an aquatic pack with an old-fashioned diving helmet could be played for horror as well as straight... but when you put the diving helmet on the gorilla, describe it as a Robot Monster and name it something like Ro-Man Extension XJ-9, you've got a character who will be remembered for years to come, although probably for the wrong reasons
We've also potentially got far more costume slots than ever before; I can certainly see some of my character having less-serious outfits for certain occasions. Even grimmer characters may choose to have a silly "alternate ID" they use specifically because no one would believe it was them.
From an AE perspective, being better able to create episodes reminiscent of the 1960s camp Batman villains (remember, at the time this was "the biggest TV phenomenon of the mid-1960s", one of only two shows to have original prime time episodes twice a week), characters similar to those from "The Tick" (in any of its three major incarnations), and so on would be awesome; if people don't want to run those stories, they have no obligation to do so.

I've always wanted to make a normal guy who thinks he's a superhero, or maybe a poor superhero. Cardboard armor & shield, pots & pans hats/weapons, broom/mop weapons, & gotta have the towel cape (we all did it as kids).

You know, maybe I just lack a sense of humour of any kind, but I don't really want comic relief in the slightest. I've always seen comic relief as a crutch plot device used by poor writers to balance out the drama of a heavy story where they are incapable of doing so in a dramatically appropriate fashion. Maybe I'm just jaded on the matter, but when you say "comic relief" I think "Chris Tucker" or "Chris Rock" and proceed to jam my TV remote into my face and try to change the channel.
If we're looking to inject more humour into the game - and I'm not as violently against that - then I'd say we should shoot at something that's amusing, but we can still take at least somewhat seriously. For instance, the cute space parasite you had on your Retro Sci-Fi suit may appear to some to be humorous, but it's still a space parasite that has bored through its victim's skull, thus if I wanted to treat it with dramatic weight, I could. A guitar as a Battle Axe option is... Kind of skirting the line. I wouldn't normally think I'd want it, but L4D2's Dark Carnival has convinced me otherwise, in the sense this sort of unorthodox weaponry can bring some degree of levity to an otherwise serious situation without actually breaking its overall tone.
Personally, if we're talking about humorous themes, I'd always want to view them through the lens of dramatic storytelling and a realistic environment. It's less a question of "What would be funny if City of Heroes were a slapstick cartoon?" and more a question of "What would humorous in this fairly believable world without taking us out of the experience?" Goofy Freakshow and zany Rikti ain't it, lemme' tell ya! But I actually honestly do find Flambeaux entertaining just because the in-game world is aware of her ridiculousness and treats her accordingly. She stands out as much because she's funny as because everyone around her is pretty much sick of her shtick.
I honestly don't think I can can suggest actual "comic relief" costumes or themes simply because I don't like comic relief, but let me just say that I don't find the Think Tank in the slightest funny. It's a disembodied brain. I like it so much not because it makes me laugh, but rather because it enables some pretty gruesome characters to exist in a much more visceral way.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

Well, first thought off the bat was that I have thought from day one of hearing about Titan Weapons that an impervium statue of Statesman would be *just perfect* for using on Lord Recluse in a States' TF. Because, you know. If *you* can't beat 'em, let *me* beat 'em WITH you. I say a statue because my first instinct was to use Statesman himself as a Titan Weapon for both irony's sakes (Zeus winning the war against the Titans.. ok, maybe that's too much of a stretch to be called ironic) as well as the fact it would make our Primal Earth Cole *much* more useful to have around...
Then I saw the super-rocker pic up above and was reminded, we need a headbang emote with 'throwing the horns' hand motion. I mean, I was REALLY dissapointed when there wasn't an emote of that in the Party Pack. Seemed a perfect fit to me, but NOOooo, just was NOT to be I guess. Fix please? I know it's not exactly comic relief but or costume idea but I thought I'd mention itt while I was reminded of it. And the times *I* would use it would be comedic. I'd try to replace some Sonic powers with that emote if I had it, too...
