I'm going to guess that like all 'indoor' areas in a zone City Hall is located below the map and this wayward Hellion fell through some geometry and crash landed there.

If he did indeed slip through a hole in the map's geometry, then "Fallen Gunner" is an apt name.
I was on pinnacle yesterday and there was a hellion in city hall made all the way to where sg registration is, maybe he was looking for a supergroup?

Then he thinks to turn around and look... and there's a costume contest finals inside the rotunda, along with a few more heroes paying SG upkeep bills and talking to the city rep. Nobody's noticed him yet.
