I don't think it's an issue to say that the three slots were given at 25, 27, and 29 (so one extra slot at each of those, kind of like we start getting at 31). It did some serious borking to builds (can't recall why, but Synapse did state why), and it needs to sit until they can fix the issue properly. So who knows when it will happen, but it does sound like they do want to get it fixed (that was my read of Synapse's post), so hopefully sooner rather than later.
I'm hoping there will be further Kheldian adjustments. Some animation things are on the board for the future when there is time (hopefully), but not sure about any other power fixes, alas. For some reason, making Solar Flare do KD instead of KB and Pulsar give a guaranteed Mag 3 is too much. Confused by that.

Story Arc: Belated Justice, #88003
Synopsis: Explore the fine line between justice and vengeance as you help a hero of Talos Island bring his friend's murderer to justice.
Grey Pilgrim: Fire/Fire Tanker (50), Victory
I think 3 more enhancement slots, like you'd get 4 at lvl 48 and 5 at lvl 49 (or something like that) instead of 3. I didn't actually hear it myself, I'm just hearing this from scrapper forums/beta forums chatter.

Which is great... that's right after you start getting access to enhancements that are actually effective, and the enemies you face really start requiring that added effectiveness.

One of the problems they were having, though, was that enhancements that were placed in these bonus slots were getting randomly deleted under strange circumstances.
Main Hero: Chad Gulzow-Man (Victory) 50, 1396 Badges
Main Villain: Evil Gulzow-Man (Victory) 50, 1193 Badges
Mission Architect arcs: Doctor Brainstorm's An Experiment Gone Awry, Arc ID 2093

So we are going to be getting even more enhancement slots for our powers now?
For one, they want to make sure that existing characters can grab those extra slots WITHOUT a respec. Once this gets fixed, you should be able to go visit any trainer, even at level 50, and get those extra slots.
|
Immediately countering my point, one reason why I can see that they wouldn't want to do that is that I wouldn't be surprised if only VIPs will get freespecs in the future, but Free/Premium players would still get the slots of course.
@JohnP - Victory
I don't think this is vital, especially if it's causing a bug. I expect I'd potentially want to respec anyway with extra slots in most cases, so if they just do the usual freespec that would cover it.

well that blows.. I guess more lvl 20 enhancement slots is cool, but I'd still prefer more 50 slots for that 49 power :[

For anyone that doesn't know, you can find out what the other AT Enhancements do by linking the following on beta, even though they aren't part of i21.
[Scrapper's Strike: Recharge/Critical Hit Bonus.50]
[Defender's Bastion: Recharge/Chance for Minor PBAoE Heal.50]
[Dominion of Arachnos: Recharge/Chance for -Dmg and Terrorize.50]
[Kheldian's Grace: Recharge/Form Empowerment.50]
[Stalker's Guile: Recharge/Chance to Hide.50]
[Command of the Mastermind: Recharge/Pet +AoE Defense Aura.50]
Who do I have to *&^% around here to get more Targeted AoE recipes added?
Arc Name: Tsoo In Love
Arc ID: 413575
Keep in mind that you do get to pick the epic powers earlier on in your character's career, so it should be more likely that you can pick a power at 49 that you do not need to give more than three slots to.
Not sure what to think of those AT enhancements. The Scrapper one seems really strong (20% extra chance to all crits, or just in that one power) for an already strong AT. Seems odd that they are going there when the VEAT one is so obviously "we don't want to make this over the top AT even more crazy strong."
The Kheldian one is... terrible for human form. It doesn't need more resistance at all. Nova is nice for more damage (but Nova hits the damage cap so easily), yes, but not sure the +hp is going to help Dwarf all that much. I hope they gave all the other ATs something unique over a damage proc as at least.

The Scrapper one seems like it could be, ahh, a tidbit strong...
I also think it's really weird that some of the special enhancements act like global bonuses while others are just procs from a single power. I dunno about you, but I think I'd take a global boost over a single power proc.
I'm sorta liking the way the Stalker enhancement sounds. Sort of laughing at the fact that they actually gave a 'healz0r' enhancement to Defenders though it sucks that it means I'd wind up giving a Trick Arrow character a heal. I'm not surprised that Scrappers and Brutes got strong procs since it comes off like they get a fair bit of favoritism as is.

So it is not stupidly overpowered.
Oh, and Chad is right. Street Justice is the Bee's Knees. With savory awesomesauce mixed in.
Also the First Ward arcs are fun to play. You may outlevel them if you run with a team over 4 people, but those mishes would scale to a fun, ridiculous level at x8
New sewer trial, also very nice for early leveling.
I have liked most things I have seen in the beta. Love the Underground trial.
Random "O.o" moment of the day brought to you by the following:
With City of Heroes becoming available for free by the end of the year, free trials are however no longer necessary and we are planning to retire the Trial program on August 17, 2011. |
I've already forgotten about most of you
October - November is practically the end of the year, if you had suggested those dates. >.>
Although, August seems early...

So the Scrapper IO is 20% of 5%? So.. the crit rate will be 6%? That doesn't seem like much of an improvement. I would much prefer a damage proc >.>
Still liking the idea of these ATO sets. Doubt we'll see them until like.. i22 or something further.
The scrapper IO is a 20% bonus to the existing percentage to crit right now. Is it 5%? If so, it is another 20% of the 5%.

Street Justice is indeed good fun. First Ward is as well, and thankfully it's now 20-30, so you're more likely to get it all in. It was 20-26 at first.

I wonder how well that would do in dragon's tail, especially after one used Eagle's Claw...

While reading another thread I saw that in Issue 21 we will no longer be able to drop unwanted tip missions.
Is this a Bug or considered WAI?
If it's been changed I'd be curious to know why.
Maestro Mavius - Infinity
Capt. Biohazrd - PCSAR
Talsor Tech - Talsorian Guard
Keep Calm & Chive On!
The DE ones hero side are teh suck if you're set at higher than x2 or x3. 2 crystals is pretty ludicrous.
<sigh> Viv says its no longer "all me".

Depends on what you're hitting, and with what power. Many attacks have the higher crit chance already, and you get a higher crit chance against any enemy classed above a minion.

Umm with the MM set... they have + Recharge enhancers in the set and can only be slotted into Pet powers... but pet powers are not effected by Recharge.
Edit: Excpet for special ones like Summon Posse, Hell On Earth, Soul Extraction, but not all Pet Sets have those types of power (Ninjitsu and Robotics for example).
Recharge time of the pet is affected by recharge reduction. Recharge time of the pet's attacks are not.
