Consolidated CoH I21 Information
I THINK it's for everything. It may have been a bug--like they were trying to show off travel powers at 4 and broke the other pools as well--or it may have been intended, but the other pools I was looking at said that the T3 was available at level 4 with no prerequisite. I specifically asked a guy who was playing on a dev-created character and respeccing him to try out the new travel powers to check the Fighting pool, and Tough was available at 4.
I also know that the T4 & T5 in the Flight pool unlocked at 14 instead of 20, but required 2 prerequisites. Can't remember for the non-travel pools if they unlocked at 14 as well, but I know that Weave still required 2 prereqs. |
Hmmm wonder how it would be if they made it so the next tier TP teleported you to explored locations via the use of Explore Badges. It would be akin with Nightcrawler who stated he has to be aware of the place first before going there.
Too bad it can't just look like this
T1 = Combat Jumping/Jump Kick/Super Jump
T2 = Acrobatics/ShieldCharge-Clone
vs
T1= CombatJumping/JumpKick/SuperJump
T3 = Acrobatics/ShieldCharge-Clone
which appears to come in i21
(This is going actual tiers, not the order the powers appear in. Tier One powers will be CJ/JK/SJ, there will be no tier twos, and tier three will be what needs pre-reqs.)
Oh well, was looking forward to skipping Boxing/Kick on toons and freeing up that power for another travel power, or utility. On the plus side - less respecing.
This is something almost completely unrelated, but it's useful if anyone was curious:
Ok here's the full list, from highest to lowest.
All pets are T4 Core Superior Ally. Again, Longbow get special mention, they don't have 184 raw DPS and achieved their results through the cataphract's ability to keep the Pylon's regen floored for the entire fight (-500 to -2000% regen).
Some other notes: Storm Elementals, Carnies & the Laser Drone started to run low on endurance around the 3 minute mark and this hampered their performance a bit - that's pretty bad IMO considering the Character I was using had T4 Cardiac Core Paragon slotted. Phantoms & IDF manage some solid times considering they are cycling PBAoEs (FSC & Whirling Hands) in there. |

I thought I read somewhere that Time manipulation was going to be for Defenders, Corrupters, and Masterminds. It didn't occur to me until just now that this excludes Controllers? Did I read that wrong?

Either way, Time Manipulation is definitely available as a Controller secondary--I saw someone playing a Grav/Time Controller at Comic Con.

What would be the point or relating the numbers on Time Manipulation when they straight-up said that the build they were showing at Comic Con wasn't even the latest beta build?

like some of the powers in time manip and the like would be interesting to know what it does in general does, like the ones which make buffs and debuffs stronger, do those act like anchors or what?

There's also another power at T4 (I think? maybe T5?) that works sort of like a Forge clone... +Damage, +ToHit, and also +Recharge. Whomever has this power cast on them will receive greater buffs from among the other Time Manipulation buff powers (greater healing from the heal, better defense from the Mind Link clone, etc) for a time.
The powers I can remember are:
T1: DEBUFF: Single target slow + unique status effect (makes other debuffs more effective)
T2: HEAL: AoE Heal + heal over time
T3: DEBUFF: ???
T4: BUFF: Single target +Dam, +ToHit, +Recharge (makes other buffs more effective)
T5: DEBUFF: ???
T6: HOLD: Single target Hold (can be made more effective by using the T1 debuff first)
T7: BUFF: AoE +Def (Mind Link clone)
T8: DEBUFF: ???
T9: BUFF: AoE Buff (can't remember what it does, but it's the big swirly one from all the screenshots)
I'm sorry I can't remember more specifics... like, I know there's debuffs in there, but I can't remember if they're single target or AoE, or what each power does. I know there's some focus on Slows and -Regen throughout the set, though... I can't even remember any of the names... and I think I may have inverted the T6/T7 powers...
Basically, I just kinda suck, I guess.

Why the heck were they wanting to adjust the CoT? I could understand the Hellions, Gravediggers, or Outcasts, but the CoT really didn't need a new look. They're still one of my favorite villain groups, and are a nice change of pace from the tights look that the one image we can see here. That look is just... depressing.

i was reading in another thread that possibly for all power pools they are letting us pick the 3rd power without a prerequisite

Rather overpowered if it had happened as well. Inherent Fitness already unlocked a lot of stuff for me to be able to do.
I like that we can get more character slots. *sighs* Aside from Street Justice, I'm not sure what to put my money toward first. Costume packs that I liked but didn't have the cash for? More character slots, since Victory is full up for me (though I am up for a new veteran slot at the end of August... I kind of am hoping I21 doesn't hit before then, though that seems rather evil).
