Hopefully it's one of the Rogue Isles Villains and they didn't just make up a new NPC when the didn't have to.

Oh wait. This is issue 20. So she's probably a new NPC they made up when they didn't have to.

And who were all these brand new and un-needed NPCs in I20? Admiral Sutter and Mortimer Kal?

Prometheus I bet- he did feel rather "shoved in at the last moment". I know he's there for plotline advancement.. but it does give off a very.. unfinished feel.

"How do you know you are on the side of good?" a Paragon citizen asked him. "How can we even know what is 'good'?"

"The Most High has spoken, even with His own blood," Melancton replied. "Surely we know."

Nothing new.

Why give us an option to play Loyalists to Cole and then do this?

Seriously, devs, just shut down City of Villains if you're going to continue ******** on villains. Let us actually play villains, or remove the ******* option.

Well, the Praetorian paths all end up with players going against Tyrant for various reasons - either for personal gain, or because they found out he was a monster, or because they always knew he was a monster, or because they like blowing stuff up and Tyrant's cramping their style.
The closest a loyalist gets to siding with Tyrant is the Power path suggesting it's a possibility if it suits your personal agenda on primal Earth - the responsibility path ends with an argument with Tyrant over free will, and then the player tells him to get lost.
By level 20 in GR, there is no "I will serve you until death, my Lord" option.

I thought the new STF gave plenty of moustache twirling antics for evil types to enjoy?

And although the new zone in I21 will be co-op, it's quite possible it'll have Cimerora-style contatcs for the naughty and nice types to do their own thing, with maybe a co-op TF, plus the zone event, where both sides can get together.

Admiral Sutter: since when does the conventional military do anything remotely useful in a comic book universe?

Ghoul-summoning chick in the Sutter TF, unless she showed up in one of the Praetorian arcs and then got PLd along with Riptide.

Exorcist: Who are you, and if you're so badass why did I get away with robbing your club blind?

Jenni Adair and Keith Nance: Who are you and why should I listen to you?

Dean McArthur and Leonard: Same, only double 'cause it's villains.

Roy Cooling: See Jenni and Keith.

Apex: What about your appearances in the comic suggests you'd join Vanguard and get promoted to the rank of task force giver outer?

Tin Mage at least makes some sense, and Morty and Vincent Ross are at least tied in to existing groups with known rogue elements.

I don't even bother pretending to care. At least Scirocco has the "soul of a poet" excuse, or, if you feel like making fun of him, the "emo with a hopeless crush on a hot goth chick who won't give him the time of day" excuse.

How tantalizing:

Additionally we will introduce content that is not directly Incarnate-related; we will wrap up some old plotlines and expand on others. In the next Issue (21), we will be featuring an entire new zone with lots of things to do, both solo and in a group. We aren't abandoning the independent spirit many of our players have. The zone will not only have new story arcs and contacts, but a very unique zone event that significantly links it to the greater storyline of the world.

So... you hate every single contact in the game? I mean, they've not been built up either. And the police scanner and newspaper. I mean, why should you listen to them? And that guy getting mugged in the street, screw him. Bob's not gotten built up either, so you're not going to wander by and save him.

Yeah.

Posi can just build her an android body. Just so long as he resists the temptation to fiddle.

Numina: "My breasts are NOT that big!"

Positron: "But-"

Numina: "NO!"

Those older contacts don't up and announce "hey, I'm new! Listen to me!!!!" They feel like part of a larger world. The new contacts don't.

I want them to use existing NPCs rather than make up new ones because the existing NPCs, well, exist, and many of them have no background or characterization to speak of. Some of them have been given some in the tip missions, and that's great. There are plenty left.

Crimson could beat up Keith Nance without even showing up to the fight. Keith Nance would run away screaming like a little girl at the mere rumor that Crimson wants to beat him up.

Crimson is the Nick Fury of CoH. All the other super sekrit agent types can get in line to bow before his badassitude. Except for Indigo, who is his sidekick, and Viridian, who is the anti-Crimson.

As to why villains can beat him up in the RSF, the Longbow uniform automatically bestows a badassitude debuff on anyone who wears it. Because Longbow are dorks.

This post made me chuckle at multiple points, particularly "badassitude debuff". +100 cool points for you.

You know what would be seriously cool, even if they're not going to do it? If during Praetorian zone invasion events, Loyalist player characters could fight for the other side.
