It depends on what level your character is. Level 50 is years later than level 1. Every time you roll a new character, you go back in time. That starting point is different for CoH, CoV and GR, but you nonetheless start at the same moment in time.

Rhode Island is around 1200 square miles and is over 30 miles wide. That's more than enough room to hold a city that's probably only 10-15 miles across or so based on the highway signs near the zone exits.

Austin certainly lacks the canals and the freely-flowing automobile traffic of Founders Falls, although the hilly areas next to the lake-like areas certainly suggest some areas of Austin. Still, I never have thought "This is like Austin!" when I go to Founders, so I am curious as to why it strikes you that way.

Except it's explicitly stated at one point that Praetoria is in what used to be the United States.

If I had to guess, it looks like Paragon replaces Providence with some significant expansion.

I live near RI, and I've always thought that the junction between i95 and i195 looked like Skyway. Now that many of the ramps have been rebuilt, it's even more true.

Providence does have canal work with bridges very similar to Founders Falls as well. In fact, they use those channels during the celebration called Water Fire.
