As for the no children, I'd say it's probably because they don't have models for them to just up and use.

While some benefits would be obvious (creating young characters inspired by stories from my youth, like "The Dark is Rising" and "Chronicles of Narnia" series of books), there is the danger that a few unscrupulous individuals would portray the characters inappropriately, or interact with other player characters inappropriately. This goes beyond ESRB rating issues. The FBI takes child exploitation seriously, and devotes a sizable chunk of its resources to investigating crime online. Consequently, it would take only a small misunderstanding to give customer support a real headache. They should avoid the can of worms entirely.
As I recall, characters as young children were playable in early beta tests for [CENSORED] (the father of modern MMORPGs). But they were quickly scrapped from the game (even as NPCs) when it became apparent that the game's community, as a whole, could not use the feature responsibly. And it's not just adults-who-know-better that cause problems. If any of you have ever moderated an online game, then you know that some of the worst offenders are--surprise, surprise--young children.

Eh, the issue is quite simple: It would require a new skeleton, and that's too much work for the devs. Especially as the benefits are percieved to be slim.

Penny Yin is young but not a "child" (depending on how you wish to define it). Penelope is a child.
We can't play children because you have to be an adult to get a hero license. Arachnos won't issue villain licenses to kids either no matter how evil they are. Lord Recluse refuses to believe that a kid can be his chosen one - mostly because of the implications of those words.
My solution is to not play 8-year-olds.

Where they be? Penelope must be the only girl in her class. Isn't that little girl in Founders Falls called Penny? I think we should be rescuing more little kids and seeing them play in the parks. We should have schools and playgrounds. We could have a Child's Booster Pack with sneakers, pigtails, sportswear, overalls, the works. Plus we could change the boob slider so that when I make an 8 year old girl, she doesn't have a B-Cup.

This is a good question, Utopia. Paragon or Praetoria would feel much more like a real city if there were moms pushing prams, kids wandering about getting into minor mischief which players might get small, funny easter-egg type rewards for preventing, and we definitely need more than two girls named Penelope. (I assume that Penny Preston in FF probably has "Penelope" on her birth certificate as a legal first name.) The Devs are usually so detailed & ingenius with NPCs that I'm surprised they didn't expend more effort to give one of these characters a very different name from the other.
On the other hand, I see that the "Perils of Penelope Yin" is a plot device in Praetoria, which was a nice touch...
Where is the ubiquitous (in comics) gangly genius kid with hair in his eyes and potato chip crumbs on his "Statesman" t-shirt who can tweak your jetpack, making it either perform beyond expectations, or (oops) blow up? Or the "Rick Jones" / "Snapper Carr" superhero wanna-be/sometimes is, who won't stop tagging along after you & getting into trouble? (Percy Winkley is a bit too old for such loose-cannon shennanigans, & in no real need of rescue after the first couple of Midnighter arc mishes.)
In any case, more child / teen NPCs would really add Silver Age flavour to the game, & it would be fun to see a couple of normal kids (if there are any) throwing frisbees in the park.
But perhaps Paragon is underpopulated by children because they have all been kidnapped by one nefarious group or another for sacrifice, ransom, and/or experiments), while Paretorian kids either hide in the sewers or have Cole-inspired Tiger Moms who keep them burdened with various extracurricular activities and thus off the street.
I myself created a "Cole Compassionate Child Care Center" (the CCCCC) for my Brute, Strong Kid, to have been confined in after her politically incorrect parents were whisked off for readjustment. This was just for my own fun, as part of her bio, but perhaps there are more children in CCCCC than I believed.
We can't have it all (don't get me started on the need for personal vehicles for Natural toons; that's an entire game expansion akin to Going Rogue). But yes, I vote for more kids in CoX, both as background and NPCs.

Sometimes in the Rogue Isles (Port Oakes in particular), I will see an unusally short citizen walking around. Maybe its just a glitch with the NPC height scale, but sometimes these shorties are even sporting "youthful" looking clothes and hairstyles, which makes me suspect they are meant to represent chidlren. Although they still kind of look like just really short adults.

It's a sad reality that pretty much anything related to kids these days results with inevitable screams of "Won't someone please think of the children?!"
Anyone here watched Charlie Chaplin's 'The Kid?' Didn't get a chance to watch all of it, due to it only popping up briefly in our cinematography lecture.
If you were to try to pull that off these days, people would be calling junk like 'pervert' before it had even premiered.
And honestly? That is so many levels of tripe you could feed the world for years. People these days will attach horrible conotations to even the simplest and most innocently meant of things.
I'd like anything that could make the City feel more alive, personally.
And hey, the Isles could have it's own unique brand of grubby, cockney urchins scurrying around

I have a couple of young toons, Tweenage rampage does look about 12 or 13, and a toon with a name that is perfectly innocent here in the UK, but less so in the US (and I eventually won a genericing argument over it) The pocket rocket is about 15 or 16.
You can't build an 8 year old, but you can do teenagers or just pre teen toons relatively easily.
